Thus, most of them turn to WRC office afterwards which is included in number of family and individual sessions. 5) Dr. Aysel Vazirova, international gender consultant, started working on the Assessment in early 2021. Final Assessment of gaps and challenges in community level GBV response has been shared with project, translated into Azerbaijani language. Presentation of the report will be conducted as soon as possible to gather all stakeholders including national partner. 6) Business Development trainings were conducted in 4 regions as follows: • Feb 21-23, Bilasuvar, 12 women • Feb 24-26, Sabirabad, 11 women • Feb 28-Mar 2, Neftchala, 11 women • Mar 9-11, Salyan, 10 women Total participants of BD trainings for GBV survivors: 44 women 42 of them successfully submitted Business plans and send for environmental assessment and evaluation process. As a result 40 GBV survivors received (will received by the end of 2022) in-kind assets to start their businesses. During the reporting period, the project initiated the business development assistance to women from Salyan, Neftchala, Bilasuvar, Sabirabad. Other 5 regions will be included in business development services later in FY2023. In February 2022, the project team initiated the preparations for vocational trainings and apprenticeships, which are planned to be conducted in all 9 regions based on needs of beneficiaries. Based on the information gathered from GBV survivors (collected by WRC Coordinators), the project identified the below specializations as most expected by GBV survivors and started headhunting for relevant trainers: • Nail design • Hair styling • Tailoring • Bakery • Graphic designer • Social Media Marketing • Cashier • Accounting skills Starting from April 2022, 235 women GBV survivors in 9 regions are attending vocational trainings on nail design, hair styling, bakery, accounting skills, tailoring skills, computer skills, carpet weaving skills and etc. 160 of them has already successfully completed the trainings and 44 of them has started to earn for life. 7) Dr. Aysel Vazirova, international gender consultant, completed Assessment on GBV and community resilience: connections and challenges. The assessment is under review of the project team and will be presented to stakeholders as soon as possible to gather all of them together including the national partner. 8) The project organized and piloted a new interactive training format as a quest for youth. The “Change a story” quest drew youth’s attention to gender-based violence, and raise awareness among the community members on the proper referral system that will serve to eliminate GBV across the country. This was be a unique opportunity to involve youth in addressing gender-based violence and improve their critical thinking and knowledge on the topic. Overall 51 youths in Sumgait, Zagatala and Bilasuvar participated in the quest. The main idea was that after half day training youth was empowered to solve a GBV survivor’s case based on true story. Teams had an hour to read through the cases, discuss them in details and find out the ways to “change a story” of GBV victim/survivor. The youth used the knowledge gained during the training for solving the cases. As a final event, young boys and girls had an excursion meeting at the UN House office for sharing their experience and feedback on the activity. Also, youth were awarded with certificates and present by RR a.i. Peter Batchelor. 9) Besides onsite activities during 16 days of activism, the project also used digital tools to raise awareness and to share success stories. Real GBV stories collected from WRCs across the regions were turned into animations. The animations with short stories were posted on social media and were viewed by more than 60k social media users. 10) Each WRC in their turn had different events dedicated to 16 days of activism. WRCs in Qusar, Khachmaz, Sabirabad, Neftchala, Masalli, Bilasuvar, Sumqayit, Zagatala, and Baku(Khazar) organized visits to schools, exhibitions, essay and art contests, art therapy for GBV survivors and other community-based events to draw attention to GBV and fight with violence against women and girls. Hundreds of community members participated in these awareness raising events. The AccLab introduced various data sources including primary data collection. The findings and insights were reflected in the following reports “Human-Centred smart Cities: Inclusion”, “Rapid Impact Assessment of COVID-19 on Beneficiaries”, “Rapid Assessment of Digital Economy”, “The Future of Work: Risks and Opportunities Through Eyes of RBEC Accelerator Lab”, “Plastic Pollution in Sumqayit” and “The Impact of COVID-19 on the Private Sector” together with the CO. 1.3) 53 solutions have been collected on the topics such as COVID-19 and water-related challenges. Moreover, 200 recycling solutions have been submitted through the OzunYarat platform, which has been set to promote upcycling in the country. 1.4) To achieve the results, the Accelerator Lab introduced several tools such as a crowdsourcing platform, co-designing, hackathon, collective intelligence, and prototyping. Output 2: New sustainable development solutions will be scaled at country level as part of UNDP’s country programme and operations, national policy and/or local markets. 2.1) 10 blogs and 13 press releases 2.2) 53 solutions have been presented to the government. 2.3) The uptake of the designed solutions by the government was high. 8 out of 8 healthcare-related prototypes were further managed by the Ministry of Health. Moreover, the Ministry of Transport, Communications, and High Technologies have co-designed and scaled up the one-stop digital platform with all e-services available in Azerbaijan during COVID-19. 2.4) Almost all new projects designed by the CO were prepared together with the AccLab, which exceeds the target of 15% CO programming influenced by the AccLab Network. The team has been working closely with the UNDP programme advisors in designing and implementing projects by mainstreaming digital transformation. Those are Vocational Education Programme , COVID-19 Rapid Response Facility , SDG Joint Programme , EU Capacity Building of CSOs and Promoting of the Social Entrepreneurship , Addressing GBV through comprehensive and coordinated community effort , EU4Lankaran , and “Enabling A Disability-Centered Approach To Covid-19 Recovery In Azerbaijan”. Furthermore, to connect ecosystem players and facilitate joint efforts and innovative solutions to tackle the challenge, #STEMhamiuchundur (#STEMisforeveryone) has started to encourage more young women and girls to advance in STEM fields. NOTE: The AccLab team has been implementing or completed 14 initiatives on employment, social services, e-healthcare, green solutions, and gender equality. Turn Digital , a one-stop-shop platform for SMEs to digitalize the existing businesses or start a new digital business, became one of the 10-winning projects within Digital X global UNDP Accelerators first cohort . Blockchain technology was implemented in two projects. In support of the SDG Youth Ambassadors, Accelerator Lab has partnered with digital blockchain-backed platform Spatrix to increase youth engagement in social projects and help build public awareness on such topics as waste management and climate change. Through blockchain platform, 100 regional youth shared their experience on recycle, and reuse of their plastic. In addition, the blockchain was also implemented to trace the crops and ensure their proper classification. E-learning platform for doctors. The platform will include a number of courses in Azerbaijani that medical professionals will take to upgrade their skills and knowledge. Hydrogeological assessment in the parts of the Kura River passing through the territory of Salyan and Neftchala districts was carried out and adaptation measures against salinization and its impact to water supply, population health and environment were determined. In addition, alternative methods of water provision in the region in periods increasing of river salinization were identified and distributed to the main stakeholders. 2) The development of Climate Web Portal, for collecting, storing, analyzing, and sharing information related to climate change and weather in the Republic of Azerbaijan and digital repository of the relevant literature on Climate Change and to connect all relevant resources and make information published within their databases uniformly accessible to the end-users was launched. The Climate Portal will also consist of information on climate conditions, actual data, and policies applied to their analysis, forecasts of possible risks and vulnerabilities which will be shared with the users of the platform as outcomes of analysis performed on existing databases and analysis tools, integrated in already existing solutions. Switches to support climate data sharing and digitalization with the beneficiaries were purchased and delivered to the main stakeholder. Workshop on climate change data sharing was organized. Workshop/ seminars on climate change impacts on the priority sectors were conducted. 3) Capacity of decision-makers to understand and mainstream climate change adaptation into design and implementation of sectoral policies were analyzed and based on the analysis capacity gap assessment report for decision-makers on mainstreaming climate change adaptation into their institutional programs prepared. The training programs for the CCA decision-makers will start from 2023. Policy briefs on Climate Change Adaptation on coastal areas, water and agriculture for the decision-makers and technical personnel of the relevant stakeholders were prepared in order to mainstream climate change adaptation. The training programs and study tours for decision-makers will start from 2023. 4) Capacity of technical experts to understand and mainstream climate change adaptation into design and implementation of sectoral policies were analyzed and based on the analysis capacity gap assessment report for technical experts on mainstreaming climate change adaptation into their institutional programs was prepared. Capacity gap assessment report and issue briefs develop gender-sensitive training materials for selected technical expert on climate change adaptation were developed. The training programs for the CCA technical personnel will start from 2023. Event on “Climate Adaptation and Mitigation Workshop” with participation of 50 person was held to increase general awareness on the current climate situation of Azerbaijan Legal workshop with the participation of 50 representatives of the government structures was held to address gaps of the national policy on Climate Change. International Scientific Workshop on “Caspian Sea level fluctuations in the context of climate change, forecasts and adaptation measures” with participation of scientists, government representatives, high-level officials from different countries (120 participants) to stress out the effects of the Climate Change on the ecosystem and biodiversity of the Caspian Sea was held. 5) Capacity of technical experts to understand and mainstream climate change adaptation into design and implementation of sectoral policies was analyzed and based on the analysis capacity gap assessment report for technical experts on mainstreaming climate change adaptation into their institutional programs was developed. The capacity gap assessment report and issue briefs develop gender-sensitive training materials for selected technical expert on climate change adaptation. The training programs for local communities will start from 2023. Social Public Awareness materials were prepared and shared among stakeholders. Event to mark the World Environment Day with the participation of more than 230 high-level government officials, international representatives and students was held to highlight the importance of the environmental issues particularly of the Climate Change. 6) Information about national adaptation priorities, strategies, policies, plans and measures from relevant ministries and official government documents was obtained. Discussions with relevant government agencies and experts to determine the scope of adaptation measures - relevant information and proposals on current and planned climate change adaptation activities was collected. To ensure that the project implementation is aligned with women’s participation and gender equality strategies of UNDP Azerbaijan, UNDP-GCF, and the GCF, the gender work plan of the project, covering the project gender action plan and recommendations for its implementation were developed. Recommendations on establishing cooperation channels between gender institutional mechanisms and responsible institutions included into project implementation and identify relevant women’s organizations (governmental and non-governmental) that will be part of the stakeholder engagement plan were developed. Existing statistics relevant to gender and climate as well as statistical gaps and recommendations for improvement of statistics were identified and distributed to the project stakeholders. 7) Comprehensive legal review of the climate change adaptation policies in Azerbaijan was conducted by the international and local experts and the list of new legal framework (regulations, legal documents, and laws) that needs to be prepared and/or updated has been identified in order to be reflected in the constitution of Azerbaijan and structure’s chapters on climate change adaptation. Compendium of normative legal acts in the country regulating water resources management and coastal zones was evaluated. The Terms of Reference/Statute of the State Commission on Climate Change and suggest recommendations for it is improvement in line with the international standard was reviewed 8) n/a 9) n/a -Activity 1.2.1. Assessment of existing data and information systems and sharing mechanisms. This activity will assess gaps on information availability and existing processes to integrate data into decision making via a data demand and usage assessment (conducted via a survey and accompanying interviews with stakeholders, including Government institutions, NGOs, academia and the private sector). Based on this assessment, the project will develop a new data sharing protocol (Activity 1.2.2), backed by an institutional framework (Activity 1.2.3) for the management of the data system that responds to the institutional reality of Azerbaijan and assures the long-term sustainability (technical, financial) of the data management system. -Activity 1.2.2. Development of online data and information system solution. Based on the analysis in 1.2.1 and the experience from the EUWI+ and ENI SEIS II East projects, a data management solution for climate and weather information will be developed. A special portal, hosted by the Hydrometeorological Department of MENR, will be created to store the historical data and information, which will be updated regularly by the portal staff. This activity will in terms of data, include the analysis of processes on climate data management procedures and arrangements, facilitation of the digitalization of existing paper records, collection of data and information from different sources, data quality review, including consistency among different sources and preparation of final database for sharing among stakeholders through the data portal. To maintain and regularly update the created data portal, information and inputs from other ministries will be required, for which protocols will be created as a mechanism to guarantee information-sharing among all relevant ministries. The data management solution will seek to satisfy the particular needs of the majority of CCA planning stakeholders and those from complementary sectors. This will be developed by a firm specializing in data management systems. The data portal will be hosted in the website of the Hydrometeorological Department of MENR (www.meteo.az) and maintained in that website after the end of the project. -Activity 1.2.3. Development of an Institutional Framework for data collection, management, sharing and use. An institutional framework will be developed and delivered to the GoA (Cabinet of Ministers) for endorsement/approval. In addition, consultations with the State Commission on Climate Change, who manage the country’s participation in UNFCCC, as well as the Adaptation Working Group will be carried out. This framework will set forth guidelines for institutional roles and responsibilities for data sharing and management from Government institutions, academia and the private sector. It will reduce the risks of lack of coordination among institutions and government entities in charge of data collection, management and use. This activity will build on the information sharing and data access protocols developed under Activity 1.2.2. -Activity 1.2.4. Capacity building on the use of data and information systems. Once the data management system is in place, the project will organize and facilitate capacity building training activities for its use and management among users. Based on the demand and data usage assessment completed under Activity 1.2.1, a series of workshops will be conducted to help users understand the new data sharing protocols. Data contributing stakeholders’ personnel, will be trained on how to contribute information assuring meeting protocols of data quality and privacy issues. To support these capacity building activities, manual for best practices on data collection and management will be developed. Dissemination activities that target interested institutions and the general public will be developed. These will entail the development of knowledge products as well as events for presentations of the data management system. 0 4 4 -Activity 2.1.1. Analysis of technical capacity needs and a plan to address gaps. An initial gender-sensitive assessment of the capacity building gaps and needs will carried out to establish a capacity baseline and outline a gender-sensitive plan to address gaps and needs for both men and women. The assessment will include a review of key capacity gaps, the level of sectoral knowledge on climate change impacts and adaptation, integration of gender on sectoral planning, will identify sectoral and subnational entry points for mainstreaming adaptation and will assess the potential demand for CCA-related University Specialized Diplomas and Certificates. Based on this initial assessment, conducted not only for decision makers at the national level, but also for technical staff from each of the priority sectors and at the local level, a gender-sensitive plan for a national training and outreach programme will be developed, and gender and minority-sensitive indicators will be developed for accompanying M&E mechanism to measure its effectiveness. -Activity 2.1.2. Identification of Subject Matter Experts for CCA planning and mainstreaming. As a first step to support the national training and outreach programme, and based on the initial assessment, a roster of national experts on CCA issues and awareness raising will be identified within each priority sector and other technical areas relevant for CC, as well as gender experts to support the development of gender sensitive training materials. It is expected that this initial group will be an integral part of peer capacity development activities conducted for decision makers, technical staff, and local planners in subsequent activities. -Activity 2.1.3. Development of an executive level course for decision makers. A national and regional training and outreach programme will train high-level personnel on the use of technical climate information in decision making. Gender-sensitive training materials will be developed in Azerbaijani, tailored for the needs of decision makers, including training modules on climate finance, inclusion of CCA into planning and budgeting and gender and CC. The training materials will be based on information from the NDC, Azerbaijan’s national communications to the UNFCCC, and other materials on CCA, with information generated from Activity 1.1.1 used to update these materials. To assure the long-term sustainability of this initiative, the executive level training will be included as part of the curriculum of the Academy of Public Administration and its Civil Service Trainings. -Activity 2.1.4. Development and implementation of knowledge exchange activities and field visits. The project will organize field visits to ongoing adaptation projects in Azerbaijan for selected leaders to showcase and learn from current experiences and best practices in Azerbaijan. Gender expert(s) will participate in both preparation and conduction of field visits to ensure that gender and minority issues are included. Project sites may include the ClimaEast and GEF/SCCF projects. The project accounts for up to one local trip per year for 10 decision makers. The goal of these field visits is to provide parliamentarians, ministers and other decision makers a first-hand experience on how CCA actions have been implemented. In addition, one or two presentations will be facilitated in Azerbaijan with decision makers featuring project personnel from other countries and regions facing the same CCA challenges as Azerbaijan in agriculture, water and coastal areas, to illustrate lessons learned from outside the country. These presentations will be facilitated by UNDP contacts with other country offices where there are successful experiences on CCA and can be coordinated with other missions and regional conferences, etc. The project budget accounts for two mission visits from CCA project personnel outside Azerbaijan to provide such presentations. 0 4 4 -Activity 2.3.1. Local training on mainstreaming of CCA considerations into Rayon-level planning processes. This activity has the end goal of enhancing community planning with more explicit inclusion of CCA and disaster risk management for rayons that are selected as priority. However, this needs to be carefully balanced against the importance of getting community buy-in by first addressing priority issues that may not be directly related to climate risk but address underlying local vulnerabilities. The planned activity will show local leaders and decision makers the importance of CCA in achieving socio-economic targets. Gender-sensitive training activities will be developed for community planning technical personnel that focus on mainstreaming CCA into local development planning in each of the rayons and help them start this process, as well as the process of developing local adaptation plans. The project accounts for consultants (including a gender expert) to travel to rayons and conduct gender-sensitive workshop trainings on mainstreaming for leaders and communities, local NGOs and private sector organizations, as well as for the project team conducting follow up communications to track progress. For rayons that are majority minority (i.e. mountain areas and certain coastal areas), training will be tailored for their specific needs. This activity will utilize the tools and information generated from sub-outcome 3.3. -Activity 2.3.2. Development and implementation of a long-term Local Technical Training programme on CCA. The project will implement gender-sensitive participatory extension approaches focused on CCA for local government and private sector organizations (beyond planners trained in 2.3.1) in the form of local technical trainings in the selected rayons. This can be complemented with field demonstrations, site visits, as well as classroom-based training sessions. To support these local technical trainings, the “Digital Green Method”9 will be used to ensure consistency across the communicated technical programme as well as to increase outreach and adoption rates. The local technical training curriculum will be guided by the objective of making local communities more resilient to climate change. The curriculum will be a mix of generic training modules with specific modules based on needs of local communities (i.e. agriculture, watershed management, etc.). The Digital Green Method will also allow for a gender-sensitive training, as local women will become trainers. The local technical trainings will be complemented with specialized courses (similar to those developed under 2.1 and 2.2), to add to those already developed with the MoE (i.e. pasture management, animal husbandry). The local technical training approach will be implemented in collaboration with the MoA, the MENR, the SCAWR as part of those institutions extension services and ensure sustainability beyond the Project’s lifetime. The training will consist of an orientation course, a master trainer course, and local facilitator courses, and will utilize the experts identified in Activity 2.1.2. This effort will be concentrated in the rayons selected in 2.3.1, however as a training-of-trainers (ToT) approach is utilized, it can be transferred to other areas beyond the scope of this project. The local landscape misses other important elements of ecosystem building such as skills and systemic business support, access to funding, fiscal incentives, market access, educational resources and general awareness of the society at large. Notwithstanding these challenges, the concept of social entrepreneurship is gradually gathering momentum in the country. It aims to empower women, especially those who are poor or socially excluded, both economically and socially, while enhancing their participation in decision-making processes.The project’s main focus is to expand self-employment and business opportunities for women. Key interventions include providing essential business equipment, developing marketing and client outreach skills, and increasing online business opportunities for existing small enterprises. New startups will receive foundational equipment, training in basic business skills, and guidance on finance and resources to launch in target regions.In addition, the project will strengthen employability skills for job-seeking women at Women’s Resource Centers (WRCs) and support startups by linking them to financial resources and local business networks.
