A list of organizations-owners of PCB equipment involved in the first stage of environmentally sound elimination of such equipment compiled. Nine agreements concluded with the owners of PCB equipment with the aim of environmentally sound elimination of about 430 tons of such equipment. An open tender announced for the selection of a contractor for the provision of services for the environmentally sound elimination of PCB equipment with a volume of about 430 tons. An open tender announced. 2: Elimination of Obsolete Pesticide Stocks: 2.1 An open tender was held for the provision of services for the environmentally sound destruction of obsolete pesticides with a total volume of about 700 tons stored in the warehouses of agricultural organizations in the Vitebsk and Grodno regions. By now, contracts are being signed between the Ministry of Natural Resources (customer of services), waste owners, and Geocoma Sp.z o.o. Sp.k. (service provider). According to the agreement, in 2021, the specified volume of hazardous waste will be removed from the Republic of Belarus. Preparatory work has begun on the organization of environmentally sound destruction of obsolete pesticides (about 500 tons) stored in the warehouses of agricultural organizations in the Minsk region. 2.2 Terms of reference for the Petrikovsky burial of obsolete pesticides prepared. 3. Capacity Strengthening and Planning for Sound Chemicals Management 3.1 Taking into account that the Ministry of Health is responsible for the regulation of chemicals, interaction with the Ministry has been organized to formulate approaches to the development of an integrated management system for chemicals, in view of the current policy of the Republic of Belarus. 3.2 Information materials were published on raising awareness of the population, especially women, about POPs. Through the committees of natural resources and environmental protection of the Republic of Belarus, information materials were brought to the public. 3.3 Terms of reference for the provision of services for the modernization of the Unified POPs database, including services for automating the processing of state statistical reports 1-Waste of the Ministry of Natural Resources, as a data source for the Unified POPs database prepared. The first editions of state standards for monitoring POPs in environmental components including water and soil developed. A specification for the purchase of laboratory analytical equipment and auxiliary materials developed and agreed by the Project Board. The State Institution Republican Center for Analytical Control in the Field of Environmental Protection was identified by the Project Board as the recipient of this equipment. 3.4 The national expert of the project has prepared a draft National Plan for the fulfillment of obligations assumed by the Republic of Belarus to implement the provisions of the Stockholm Convention on Persistent Organic Pollutants. A working group created, including representatives of interested ministries, departments and public organizations (15 organizations). The developed draft National Plan for the fulfillment of the obligations assumed by the Republic of Belarus on the implementation of the provisions of the Stockholm Convention on Persistent Organic Pollutants was considered at an online meeting by the members of the Working Group. Taking into account the proposals of the members of the working group, the final draft of the National Plan for the Implementation of the obligations adopted by the Republic of Belarus to implement the provisions of the Stockholm Convention on persistent organic pollutants for 2021 - 2025 was prepared, which will be included in subprogram 3 Management of persistent organic pollutants of the State Program Environmental Protection and Sustainable Use of Natural Resources for 2021 - 2025. 3.5 Information materials were prepared explaining the importance of the POPs problem for women, children, workers of agricultural organizations, workers of industrial organizations. Interaction with the UNIDO / GEF international technical assistance project “Regional Demonstration Project for Coordinated Management of ODS and POPs Disposal in Ukraine, Belarus, Kazakhstan and Armenia” on the preparation of terms of reference for the provision of support services in the certification of this installation. A draft terms of reference for an international expert has been prepared to provide support in the certification of facilities for the destruction of waste generated on the basis of the Complex. 1.3 The preparation of PCB equipment in the amount of about 430 tons has begun for export from the Republic of Belarus for environmentally sound disposal - the first stage. An open tender was organized for the provision of services for the environmentally sound disposal of existing stocks of PCB equipment (about 630 tons) - the second stage. 2.1 The preparation of 920 tons of obsolete pesticides from the warehouses of the Vitebsk and Grodno regions was carried. 97.042 tons of obsolete pesticides were exported outside the Republic of Belarus and environmentally sound destroyed . The terms of reference for the provision of services for the environmentally sound destruction of about 500 tons of obsolete pesticides stored in the warehouses of the Minsk region have been prepared. An open tender was organized for the provision of services for the environmentally sound destruction of about 500 tons of obsolete pesticides stored in the warehouses of the Minsk region. 2.2 . As part of the preparation of action plans for the elimination of Petrikov, Gorodok and Postavy burials of obsolete pesticides, the following actions were carried out: - collection of information on burials of obsolete pesticides, characterizing geomorphological, geological-hydrological and hydrogeochemical conditions; - reconnaissance surveys of the burial sites and the surrounding area were carried out; - ground magnetic survey and aerial photography of burial sites were carried out; - sampling of soils in the area of ??disposal of burials was carried out and measurements of their contamination with -chemical substances were carried out; - analysis of data from local environmental monitoring was carried out within the framework of the National Environmental Monitoring System; - reports with summarized information on the disposal were prepared, which reflect the conclusions: - on the content of chemicals, including pesticides, in groundwater in the area of ??the disposal site; - on the content of chemicals, including pesticides, in the soils in the area of ??the disposal site; - on the determination of indicative volumes of potentially contaminated soil with obsolete pesticides; - an analysis of the impact of disposal on the environment was carried out, including: - calculation of the rate of spread of pesticides in groundwater and the formation of an area of ??environmental pollution in the area of ??the disposal site; - assessment of the potential risks of the impact of disposal on the environment and public health; - assessment of the scale and degree of the impact of disposal on the environment; - an action plan for the elimination of the burial was developed with an assessment of the timing of their implementation and cost, including a financial and economic justification. The action plans were transferred to the user of natural resources for their further implementation. Proposals have been prepared for a project application to the GEF for the elimination of Petrikov, Gorodok and Postavy burials of obsolete pesticides. 3.1 Activity is planned for 2022. 3.2 During the international specialized ecological exhibition-forum Ecology Expo - 2021 and the XVI Republican Ecological Forum Involvement of Civil Society in Environmental Decision Making , more than 1000 visitors were shown the dynamics of utilization of obsolete pesticides in the Republic of Belarus until 2030. A round table Improving the waste management system was held, during which more than 80 representatives of local authorities, environmental organizations and the population, especially women, increased their knowledge in the field of POPs. Information materials were published on raising the awareness of the population, especially women, about POPs. Through the Committees of Natural Resources and Environmental Protection of the Republic of Belarus, information materials were brought to the attention of the population. POPs information posters were published. The posters were handed over to the Complex for placement on information stands. 3.3 The terms of reference for the provision of services for the modernization of the Unified POPs database, including the automation of the processing of information resources of the state statistical reporting 1-Waste of the Ministry of Natural Resources, has been prepared. An agreement was concluded with ROVAMI for the provision of services for the destruction of PCB equipment (second stage). 1.2 For the purpose of implementation at the Complex of management systems: - of quality in accordance with the requirements of ISO 9001 “Quality management systems. Requirements and guidelines for use - the scope of certification is defined; - the processes of management systems are identified and the points of their interaction are determined; - the structure of documentation of management systems is defined; - the subordination of employees and their responsibility are determined; - employees were trained on how to work according to new procedures and standards, what records to fill out and with what frequency; - a methodology for assessing the effectiveness of management systems was developed. Further certification procedures are possible only after the facility at the Complex is put into operation. In order to conduct test incineration of the facility at the Complex, a method was developed and approved for determining the chemical composition of mixtures of obsolete pesticides, a sample out of 1000 containers with obsolete pesticides was made to analyze their chemical composition, and an analysis of the chemical composition of these wastes was carried out. 1.3 In order to organize the export of PCB equipment, permits were obtained for transboundary movement of waste (2 permits for the TREDI plant in France and the Veolia plant in Switzerland). Holders of PCB equipment (stage 1) purchased packaging materials and packaged the waste. As part of the second stage of destruction of PCB equipment: - according to the results of the tender, the company ROVAMI was selected, with which a contract was concluded for the destruction of PCB equipment with a total weight of about 630 tons. - ROVAMI prepared and submitted a package of documents for obtaining permission for the transboundary movement of PCB-containing equipment to the competent authorities of the countries of export, transit and import; - the mechanism of waste consolidation was determined, the Complex was determined as the consolidation center; between the Consolidation Center and 26 holders of PCB equipment, contracts were concluded for the provision of services for the preparation of waste for transboundary transportation. 2.1 620 tons of obsolete pesticides from the warehouses of Vitebsk and Grodno regions were removed and destroyed. As part of the frontal survey, the following was performed: - descriptions of research methods (methods) used to provide services for conducting a frontal survey of obsolete - pesticide burial sites were prepared; - collection of information on disposals of obsolete pesticides, characterizing geomorphological, geological-hydrological and hydrogeochemical conditions; - a reconnaissance survey of burial sites and adjacent territories was carried out; - ground magnetic prospecting and aerial photography of burial sites were carried out; - sampling of soils in the area of ??burial sites was carried out and measurements of their contamination with chemicals were carried out; - analysis of local environmental monitoring data carried out within the framework of the National Environmental Monitoring System; - reports with generalized materials on burials, which reflect the conclusions were prepared: - on the content of chemicals, including pesticides, in groundwater in the area where burials are located; - on the content of chemicals, including pesticides, in soils in areas where burials are located; - on determination of approximate volumes of soils potentially contaminated with obsolete pesticides; - an analysis of the impact of burials on the environment was carried out, including: - calculation of the rate of spread of pesticides in groundwater and the formation of areas of environmental pollution in the areas of disposal of burials; - assessment of the risk potential of the impact of burials on the environment and public health; - assessment of the scale and degree of impact of burials on the environment. - action plans for the elimination of burial sites were developed with an assessment of the timing of their implementation and cost, including a financial and economic justification. A seminar on regulation of waste management, including those containing POPs, was held, in which representatives of interested organizations, including women and men, improved their knowledge. 3.3 The Unified POPs database has been modernized, including the automation of processing of information resources of state statistics 1-Waste of the Ministry of Natural Resources.
