Lobjectif de lISA étant daccroître lutilisation de lénergie solaire de manière sûre, pratique, abordable, équitable et durable, le programme SSAAU visera à permettre des installations pilotes de pompes à eau solaires dans dix pays qui ont manifesté une demande importante pour cette technologie. Tout en facilitant le déploiement des pompes à eau solaires, le projet pilote SSAAU visera également à développer des relations mutuellement bénéfiques entre les pays membres en vue dun déploiement collaboratif et dun échange de connaissances. Sappuyant sur les principes de la coopération Sud-Sud, le projet pilote financé par lIBSA facilitera le déploiement de pompes à eau solaires (SWP) dans 10 pays, en échelonnant linstallation sur trois phases de 2, 4 et 4 pays chacune afin de sassurer que les enseignements peuvent être incorporés. Local communities, especially in the northern areas bordering the Sahel, appear increasingly vulnerable to those challenges, as extremist groups and criminal organizations exploit those grievances and as their livelihoods strongly depend on the illicit markets (trafficking, smuggling, goldmining) in an area still dominated by an informal economy. These regions also face significant development challenges. Community vulnerability is accentuated by poor access to basic social infrastructure as well as proliferation of small arms and light weapons (SALW), persisting gender-based violence and climate induced conflict as well as illicit goods trafficking significantly exacerbates the risks and amplifies the intensity and reach of criminal activities. The high risk of a spillover effect from the neighbouring Sahel, where terrorist groups are expanding their activities into northern areas of Benin, Togo, Ghana, and Côte d’Ivoire which are all neighbours to Burkina Faso which is considered as one of the epicentres for terrorist groups and violent extremisms, required a regional approach which addresses holistically the risk and bring together one Sahel country together with four costal states. The transnational nature of these threats, combined with socio-economic challenges and cross-border movements complicates efforts to prevent the spill over efforts and combat terrorist and PVE related crimes in coastal states hence the necessity of a coordinated regional response that addresses root causes and governance issues.
