Conduct basin sediment assessment studies 3. assessment of groundwater resources in the basin Component 1: Basin Development Management Framework strengthening: 1.1 Following the approval of the Discussion Paper on the Permanent Okavango River Basin Agreement held between 2017 and 2018, which clearly outlined the need for the Revision of 1994 OKACOM Agreement, the Commission agreed with the proposed revision. Subsequently, a team of experts were contracted towards the end of 2019 to initiate the revision process of the 1994 OKACOM Agreement, which bulk of consultations with Members States were held in 2020 that resulted in the development of a draft revised OKACOM Agreement aligned to the 2000 Revised Protocol on Stared Watercourses in the Southern African Development Community, the 1997 UN Watercourses Convention and other international and regional instruments approved after the 1994 Agreement. The objective of the Commission remains to act as technical advisor to the Member States focusing on matters relating to the conservation, development, and utilization of water resources of common interest. The revision also refers by incorporation the inclusion of the Forum of Ministers to the Commission following internal rules and procedures of Ministers’ Forum approved in 2015. A draft revised agreement has been approved and yet to be subjected to in-country and regional consultations for negotiations and approval early 2021. 1.2 Informed by findings from UNDP Micro-assessment held in 2018 and followed by subsequent NIM Audits and HACT Spot-check exercises, the Commission initiated the Revision of OKACOM Administrative, Finance and Procurement Policies and Guidelines, as well as the development of new Policies and Guidelines on IT, Knowledge Management and Records Management. A consultancy firm is currently working on these instruments after approval of the Inception and Scoping reports by a specialized Technical Reference Group assembled from various OKACOM structures and partner institutions. Revised and New policies are expected to be finalized by the first quarter of 2021. 1.3 Jointly with the European Union Support to Transboundary Water Management Project, following consultations on the revision of the 2010 Data Sharing Protocol concluded through a regional workshop that was held in February 2020 in Windhoek, Namibia; a draft document which has now come to be known as the Rules and Procedures for the Sharing of Data and Information related to the Management and Development of the Cubango-Okavango River Basin is now finalized and awaiting to the Ministers’ Forum endorsement, after technical clearance from the OBSC and approval from the Council of Commissioners held in July 2020. 1.4 Acknowledging the international importance of the Okavango Delta, comprising several sites designated under the Ramsar Convention and designated as the 1,000th UNESCO World Heritage Site under the World Heritage Convention, the Commission initiated a Strategic Environmental Assessment (SEA) for the entire basin. The SEA will entail core elements of the environmental assessments to fulfil the requirements to maintain the Delta/Basin as the WH site, as well as will entail the development of a transboundary Environmental Impact Assessment (EIA) guidelines; a definition of socio-economic and environmental baseline for the basin to further inform the socio-economic monitoring program; will also define a suitable water demand forecasting methodology and develop a 10 years water demand forecasting for the Cubango-Okavango River Basin. 1.5 OKACOM Secretariat financial capacity strengthened with Member States approval of their regular contributions from USD100,000/year/country to USD150,000/year/country in a phased incremental stages starting with USD120,000/year/country for the financial year 2019/2020. Component 2: Environmentally Conscious Livelihoods and Socio-Economic Development Demonstration Projects 2.1 In Botswana, thirteen (13) out of the initially nineteen (19) planned Maun Demonstration farmers crops have made advanced progress where all demonstration farmers have started to harvest their crops and marketed through formal markets. The remaining six (6) farmers have been fully equipped and provided with inputs and have commenced their demonstration crops planting, expected to be harvest in early January 2021. In order to showcase the lessons learnt on the Maun Climate Smart Horticulture Demonstration Project, an Open day was organized with the project recipient Ministry of Agricultural Development and Food Security in collaboration with the Ngamiland Horticulture Growers Association under the theme “Building resilient farmers through adopting Climate Smart Agricultural Practices’ and hosted by one of the demonstration farmers. The objectives of the Maun Climate Smart Horticulture Demonstration Project Open day were to share lessons learnt in implementing climate smart agricultural practices among existing and aspiring farmers and line stakeholders, demonstrate climate smart agricultural practices that enhance production of higher value crops; and demonstrate that local farmers can produce higher value crops sought by the higher end tourism and formal markets in Okavango. Participants were drawn from the Ministry of Land Management, Water and Sanitation Services, Ministry of Youth, Sport and Culture, Local Enterprise Authority, National Development Bank, Botswana Horticulture Council, Food and Agriculture Organization, Ngamiland Horticulture Growers Association, Ngamiland Council of Non-Governmental Organization, District Commission and Traditional Authorities. The outcomes of the Maun Climate Smart Horticulture Demonstration Project Open day include: i. Demonstration Farmers adopted climate smart agricultural practice which include soil management, water use efficiency through use of appropriate irrigation systems, growing of crops in shade nets and selection of suitable high value seeds. ii. The Ministry of Agricultural Development and Food Security took full ownership of the Demonstration Projects and supported the farmers. iii. The Demonstration Projects generated interest among other farmers. iv. All demonstration farmers have expansion plans to upscale demonstration activities in their respective farms. v. Aspiring farmers are keen to be linked to demonstration farmers for capacity and knowledge exchange by demonstration farmers, Horticulture Farmers mentor and Ministry of Agricultural Development and Food Security. vi. Line government horticulture programs have appreciated the demonstration project and are keen to like their interventions to the Maun Climate Smart Horticulture Demonstration Project. Owing to the findings of the Midterm Project Evaluation that the Maun Demonstration project has achieved its targeted outcomes, OKACOM has concluded agreements with the Implementing Partner Ngamiland Council of Non-Governmental Organizations. However, the Horticulture Demonstration Farmers Mentor would be retained housed by the Ministry of Agricultural Development and Food Security (MoADF) to Demonstration provide farmers mentoring and coaching, while documenting data for developing a Replication Strategy. Engagements are further ongoing between OKACOM and national institutions mandated to implement horticulture programs and capacity building, with a view to link demonstration farmers to funding to upscale their demonstration projects. This linkage aims to contribute to the demonstration projects upscaling and replication for sustainability. 2.2 In Namibia, on the Community-based tourism demonstration project, construction of the Sikerete Tented Tourism Demonstration Project consisting of construction of Eight (8) Tented Guest Rooms (with 16 bed occupancy), establishment of Nine (9) camping sites with 36 campers’ capacity and related sewer reticulation is at advanced progress. It is anticipated the facility will be handed over in January 2021. A Call for proposals from local private investors requesting them to submit Business Plans to partner with the concessionaires (conservancies) to operate the Sikerete Tourism Project have been formulated, to be published in January 2021. It is anticipated that a Joint Management Partner will be recruited with the facilitation of the Ministry of Environment, Forestry and Tourism in the first Quarter of 2021. 2.3 In Angola, the Fisheries Management Committees continued to implement their respective Fisheries Management Plans including patrols to prevent illegal fishing, illegal use of destructive fishing practices including mosquito nets, fish poisoning and baiting. These measures are implemented in conjunction with local administration, law enforcement agencies and traditional authorities. The procurement of three (3) aluminum boats for the Fisheries Management Committees to implement its FPA have been completed, however, the delivery of the boats is only expected in January 2021. A procurement of basic materials to support target communities has been conducted, providing fish handling and preservation materials to enable communities to harvest and trade their fish at a common established point. 2.4 In Namibia, recruited Fish Guards and Monitors in Joseph Mbambangandu Conservancy continue to implement their Fisheries Management Plan. In total, eight (8) community members were recruited of which six (6) will be appointed as Fish Guards and the remaining two (2) will be fish monitors. A total of three (3) women were selected and will be appointed as fish monitors and fish guards. Capacity building and provision of data collection tools including Events Books and Catch Records for the Fish Guards and fish monitors is ongoing. The procurement of an aluminum boat for the Fisheries Management Committee to implement its FPA have been completed, however, to be delivered only in January 2021. The Decision from the Minister of Fisheries and Marine Resources to proclaim the Joseph Mbambangandu Conservancy as a Fisheries Protected Area is under review, it is anticipated pronouncement would be issued in the first quarter of 2021. The PMU is still to engage with the Implementing Partner and the Ministry of Fisheries and Marine Resources to conduct consultations with the targeted communities on the proposed alternative livelihoods proposed by the Ministry before a final decision is made. The assessments aim to determine the feasibility and implementation modalities of the proposed activities. This specific activity could not be concluded as a result of limitations posed by the COVID-19 that limit public gatherings. 2.5 In Angola, the UNDP-GEF SAP Implementation Project has formalized an agreement with the European Union Support to Transboundary Water Management Project, to jointly implement rainfed dryland Conservation Agriculture Project in Angola. A Conservation Agriculture (CA) refresher training was conducted for 30 CA Demonstration Farmers initially recruited under the UNDP-GEF Project, with a view to facilitate implementation of CA at household level. Each farmer is expected to implement CA on a 0.5ha for comparisons with conventional practices. Owing to the limited capacity of the Implementing Partner ACADIR, an additional CA Field Facilitator to provide technical mentorship to demonstration farmers and local Extension officers has been jointly recruited by the UNDP-GEF SAP Implementation Project and EU Program to be stationed in the target communities. A tender to supply and deliver CA seeds, fertilizers and fencing materials has been awarded to a supplier based in Namibia. To implement alternative livelihoods for the targeted communities, the UNDP-GEF SAP Implementation Project is fast tracking the joint initiative with the Climate Resilient Infrastructure Development facility (CRIDF) to jointly implement market based small scale irrigated horticulture. To date, designs and costing, market assessment and community engagements to facilitate Gender Equality and Social Inclusion assessments have been completed. Final assessments, if required as recommended from the Gender Equality and Social Inclusion assessments are to be made to the designs before publication to invite contractors to construct the planned schemes. Tenders are expected to be published in the first quarter of 2021. Component 3: Integrated Water Resource Management 3.1 The common demand forecasting and yield assessment methodologies is a very critical undertaking which requires participation of various stakeholders across the basin and OKACOM International Cooperating Partners. During this reporting period there were no major activities except for the continued conceptualization of how the capacity development for the Water Resources Technical committee (WRTC) will be conducted as part of the Joint Monitoring exercises. Unfortunately, the Joint Monitoring has been aborted due COVID 19 challenges. Training of WRTC members on demand forecasting has been differed as well. The assumption is that conditions permitting activities will be resumed early 2021 concurrently with other planned and complementary activities. 3.2 To further inform a basin wide Sedimentation Monitoring Programme, a consortium of Universities has been contracted to undertake basin sediment assessment study, which will also entail definition of the baseline condition and conceptualization of sediment monitoring model to be linked to the Decision Support System under development. An inception report from the consortium is currently under review by the established Technical Reference Group for this consultancy. 3.3 The joint water quality monitoring which was scheduled for May and November 2020 were aborted due to COVID-19 challenges. However, during this reporting period the PMU continued to engage with the members of the WRTC on data sorting and data cleaning in preparation for data analysis from the last 2 years joint surveys as part of finalizing the report on water quality component of the Environmental Monitoring Framework (EMF). In addition, a proposal for a special session at the upcoming Waternet Symposium was submitted to benchmark the EMF with similar River Basin Organizations. The Project Management Unit prosed to stage a special session on Environmental Monitoring in transboundary River Basin. 3.4 On the assessment of groundwater resources in the basin, the recruited consultancy firm have finalized the scoping phase and currently working towards developing a comprehensive report on potential utilization of groundwater to further inform conjunctive water use in the basin. The consultant is also complementing on the required inputs for the Decision Support System (DSS) being established to incorporate groundwater module to the DSS. Develop of an Integrated Water Resources Management Plan Component 1: Basin Development Management Framework strengthening: 1.1 Revision of the OKACOM Ageement - Strengthening of the OKACOM governance instruments through this project has made significant progress evident from the draft revised OKACOM Agreement which has been delivered by the consultant. The revision of the Agreement entailed rigorous consultations with key stakeholders across the member states. The Draft Revised Agreement will be presented to the Council of Commissioners on the 10th and 11th September 2021 for input and subsequent approval. After the Approval by the Commissioners, the draft will be presented to the Council of Ministers for final approval at a date to be determined. It is expected that the process will be completed by December 2021. The revised Agreement will adopt a new vison which takes into account present scenarios and trends which were not in place 25 years back, but building on the long-term vision that was set in 2015. The project strengthened OKACOM’s institutional structures through resuscitation of technical committees and establishment of new technical committees with clear Terms of References and mandates. The assemblage of technical committees has been completed. Overall, five (5) technical committees are now fully functional and playing a critical role in the joint management of the basin. The project has significantly enhanced capacity of the OKACOM technical committees in various ways including training acquiring key instruments for measuring water resources data. The project acquired multiparameter water quality meters for all the member states. 1.2 Revision of OKACOM Governance Instruments: The Commission reviewed several instruments and developed new instruments. The revision of old instruments and development of new instruments aimed improving governance instruments within the Commission. The instruments which were reviewed and approved are the Finance and Administration Manual and the Procurement Manual and the OKACOM Human Resources Policy and Procedures. New instruments which were successfully developed are the IT Policy, the Records Management Policy and Knowledge Management Policy. The revised and newly developed instrument have been submitted the OBSC for appreciation and noting. The project strengthened OKACOM’s institutional structures through resuscitation of technical committees and establishment of new technical committees with clear Terms of References and mandates. The assemblage of technical committees has been completed. Overall, five (5) technical committees are now fully functional and playing a critical role in the joint management of the basin. The project has significantly enhanced capacity of the OKACOM technical committees in various ways including training acquiring key instruments for measuring water resources data. The project acquired multiparameter water quality meters for all the member states. 1.3 Revision of the Data Sharing Protocol: The Rules and Procedures for the Sharing of Data and Information related to the Management and Development of the Cubango-Okavango River Basin has been finalised. The document was approved by the Council of Commissioners in July 2020. Currently the document scheduled for approval by the Council of Ministers in September 2021. 1.4 Development of the SEA: The Strategic Environmental Assessment (SEA) for the entire basin which was initiated as an acknowledgement of the international importance of the Okavango Delta, is currently at the scoping phase. In country consultations are on-going in Namibia while the process has been completed in Angola and Botswana. In addition to the SEA transboundary Environmental Assessment (EIA) guidelines, a socio-economic and environmental baseline for the basin to further inform the socio-economic monitoring program, a water demand forecasting methodology and develop a 10 years water demand forecasting for the Cubango-Okavango River Basin for the basin are also at the scoping phase. A scoping report cover all the key areas mentioned is under review by the technical reference group. 1.5 Strengthening OKACOM Financial Capacity: OKACOM Secretariat financial capacity strengthened with Member States approval of their regular contributions from USD100,000/year/country to USD150,000/year/country in a phased incremental stages starting with USD120,000/year/country for the financial year 2019/2020. However, a recent analysis revealed that even with the this contributions, the Commission will not be able meet its operation costs especially staff salaries which will increase significantly after absorbing staff who salaries are currently paid by projects. However, the secretariat engaged the Council of commissioner and proposed a contribution of USD 300,000. The proposal will be presented to the Council of Ministers in September 2021. 1.6 Development of the OKACOM PES: Within the OKACOM stakeholder base, Transboundary Payment for Ecosystem Service (T-PES) has been widely accepted as one of innovative approaches with potential to contribute significantly to sustainable management of CORB. With support from the UNDP GEF Project, OKACOM has initiated the development of Transboundary Payment for Ecosystem Service (T-PES) for the CORB. An experienced consulting firm is currently conducting the scoping. The Transboundary Payment for Ecosystem Service (T-PES) which are under development ae expected to define financing modalities including the recently established CORB Fund. Given the complexities associated with the development of PES, a strong technical reference group made up of experts from different parts of the world was assembled to provide quality assurance through review of outputs. The development of the Transboundary Payment for Ecosystem Service (T-PES) is expected to be complete by December 2021. Component 2: Environmentally Conscious Livelihoods and Socio-Economic Development Demonstration Projects 2.1 Fisheries Demonstration: The Fisheries demonstrations in Angola and Namibia have progressed relatively well although there were some delays associated with the COVID 19 pandemic. With support from the project, the communities of Candendele, Massaka and Seregani in Angola established Fish Management Committees (FMC) that coordinate fisheries activities as prescribed in their fisheries management plans. The FMC within the three (3) communities conduct patrols with local law enforcement agencies as a means of minimizing illegal fishing actives. Meanwhile the project procured several equipment for fisherman in the fisheries demonstration communities in Angola. Key resources acquired for the fisherman in Angola include Fishing materials (10x 93mm 50x2m and 10x 118mm 50x2m) fishing nets) and nine (9) gas freezers. These fishing nets of appropriate size compliant to their fisheries management plans have been distributed to the communities. Three (3) Aluminum motorboats and nine (9) dugout canoes were procured for each one of the three (3) communities. The three (3) boats have not been distributed to the communities yet due to lengthy customs clearance processes which took over six (6) months to complete. However, preparation for the delivery of the boats, dugout canoes and freezers to the intended beneficiaries are at an advanced stage. In Namibia, Joseph Mbambangandu Conservancy established a Fisheries Management Plan and a Fisheries Committee that implements the Plan to conserve fish resources. Through the fisheries ministry regional office, the Conservancy applied for a Fish Protected Area (FPA) as part of the fisheries conservation effort. The boundaries of the Fisheries Management Area have been defined, and the application is currently being reviewed by the Ministry of Justice which will then advise the Ministry of Fisheries and Marine Resources for the Minister to pronounce decision on gazzetting. The Project capacitated communities by supporting an exchange visit to the Impalila Conservancy which implements community-based fisheries conservation in Zambezi, Namibia. The aim of the exchange visit was to provide communities with an opportunity to learn and appreciate operations of a Fisheries Reserve in Impalila. In addition to exchange visit, the Project capacitated the Conservancy by procuring a motorboat, bicycles and uniforms for the fish guards. In total, eight (8) community members were recruited of which six (6) will be appointed as Fish Guards and the remaining two (2) will be fish monitors. A total of three (3) women were selected and have been appointed as fish monitors and fish guards. The Joseph Mbambangandu Conservancy Constitution was revised with the participation of the members, to include the management of Fisheries as a resource in the conservancy, as required by the Fisheries Ministry Act as a compliance to apply for an area to be gazzetted as a Fisheries Protected Area. The revised Constitution was presented to the Conservancy Annual General Meeting (AGM) and approved by members. To augment baselines data, the PMU is in the process of supporting the Ministry of Fisheries and Marine Resources to conduct fish stock surveys in the Joseph Mbambangandu Conservancy with the Management Committee. The survey will be conducted at low flow in September and higher flow in February to establish fish species diversity and establish density under different harvesting methods. These data would enable PMU document evidence-based lessons learnt, complement establishing fisheries baseline data of the conservancy and enable long-term monitoring from which decisions to sustainably use the resource can be made. The Ministry plan to make the Joseph Mbambangandu Conservancy fisheries protected area a long-term monitoring station from which impacts of community-based fisheries conservation can be measured and used for improved fisheries management. 2.2 Horticulture Demonstrations: The Horticulture Demonstration Projects in Botswana made significant progress towards achieving the intended goals which include production of vegetables of good enough quality to attract the upmarket tourism market in the Okavango Delta through adoption of climate smart agricultural practices (Plate 3). Unfortunately, the tourism market was severely savaged by the Covid 19 pandemic. However, demonstration farmers managed to service the local supermarkets. All targeted nineteen (19) demonstration farmers in Maun and Shakawe continue to progress with harvesting and penetrating the formal markets. All the demonstration farmers embraced and appreciated climate smart horticulture practices which include climate control through shade nets and water use efficiency through use of drip irrigation. These high-quality produces were realized because of the mentorship provided by the horticulture farmers mentor who was engaged by the Project. To ensure continuity, the Project continues to support the Horticulture Farmers Mentor who is now embedded within the Ministry of Agricultural Development and Food Security to continue providing technical mentorship to the demonstration and other local farmers. In addition to mentoring of demonstration farmers, the project collaborated with Local Enterprise Authority on capacitating and equipping farmers with record management skills which would enable the Project to measure impacts, document lessons learnt and replication strategy. As a measure of demonstrating and show casing Horticulture Demonstration Projects, the Ministry of Agriculture and Food Security organized a Climate Smart Horticulture Production Open Day of the 4th of December 2021 2.3 Conservation Agriculture: Commutatively, the Conservation Agriculture (CA) demonstration has progressed well over the last three and half years. One of the key achievement worth noting is capacity building of farmers through training and exchange visits. Overall, thirty-four (34) CA Lead Farmers, local government Extension Officer and Field Facilitators from the Demonstration areas participated in a two (2) days training in CA at the Mashare Agricultural Development Institute of the Ministry of Agriculture, Water and Forestry in Namibia. This training afforded farmer in-depth appreciation of CA principles including minimal soil disturbance, permanent soil cover, crop rotation and inter-cropping to manage pest and diseases. Practical demonstrations on soil tillage using two (2) commonly used ox drawn CA rippers were done, in addition to seeding, fertilization and weed management. The training was facilitated by Extension Officers from the Ministry of Agriculture, Water and Forestry in Namibia. Among the total number of thirty (30) participants, nineteen (19) were women while the remaining fifteen (15) were men. It was discussed and agreed that each farmer would demonstrate CA on a 0.5ha in their respective fields in the 2019/2020 cropping season. The selection of CA Lead Demonstration section was gender sensitive evident from the balance in gender in the selected CA Lead Demonstration Farmers. Based on experiences from CA practices which were conducted in a communal owned plot, the CA Lead Demonstration farmers are now ready to practice CA in their individual farms. Selected demonstration farmers were supposed to start practicing CA in their individual farmer in the 2020/2021 season. However, these plans were significantly affected by COVID 19 since inputs and material procured from Namibia could not be transported to Calai due to travelling restrictions. In addition to travelling restrictions, the delivery of materials was significantly affected by complex customs clearance regulation which led to inputs and material arriving in Calai in April 2021. However, eight CA Lead Farmers four (4) men and four (4) women implemented CA in their respective fields during the 2019/2020 growing season. An assessment of yield from the eight (8) CA Lead Farmers who implemented CA in 2019/2020 and the communal field Ndamundamu and Kafulo Communal Fields confirmed that yield from CA are far much higher than those of traditional farming methods. Under the CA demonstration farmers training fields, Ndamundamu recorded 250kg of maize, 0kg cowpeas while Kafulo recorded 270kg maize and 300kg cowpeas. Under the individual CA practices. Each farmer harvested an average of 67,8kg of maize under CA. only two (2) farmers planted cowpeas under CA and harvested an average and an average 33.5kg. compared to traditional farming, the CA yields were not significant possibly due to low fertility of the soil which is a common during early stages of CA implementation. Although the results are encouraging, there is an area for improvement. For example, the farmers attributed the low yields to delay in the delivery of CA inputs and tools which were a result of procurement from markets outside Angola. In addition, the availability of livestock drought power specifically trained in CA resulted in low hectarage tillage under CA. As a result, efforts are ongoing to formulate a CA Action Plan to ensure farmers required CA inputs are timely procured, capacity building is planned and executed timely with continuous mentorship strengthened and farmers are prepared for the 2021/2022 cropping season to implement CA on an improve scale. As a measure of demonstrating and show casing Horticulture Demonstration Projects, the Ministry of Agriculture and Food Security organized a Climate Smart Horticulture Production Open Day of the 4th of December 2021 On the other hand, to cope with drought scenario currently faced in the Delta, the project has engaged the two buyers (brokers to the upper tourism market) on the intention to expand the production area to Shakawe where there is still water flowing in the river. The brokers are open to buy from Shakawe farmers, therefore, identification of farmers in Shakawe area has been finalized in consultation with the Ministry of Agriculture. OKACOM concluded contract agreements with suppliers to supply and install required water infrastructures and supply and installation of shade nets with related accessories. Each demonstration site will be equipped with a 10,000L water tank on 6m steel stand and a shade net measuring 25mx25m, like the demo model in Maun. Soil samples analysis from the demonstration sites in both Maun and Shakawe have been completed by local laboratories and efforts are ongoing to support in first fertigation assistance based on laboratory recommendations. 2.4 Community Based Conservation Tourism. The demonstration of community-based conservation tourism in Namibia has been significantly delayed due to several reasons chief among them delays in completion of the Sikerette tented camp. However significant progress towards establishing a tented camp that can attract a joint partner has been achieved. At the beginning of the project, it emerged that there were challenges regarding availability of water at the camp site, which warranted the PMU to first engage the project recipient and responsible ministry to address water issues before construction could be executed. The Ministry of Environment and Tourism (MET) attempted to drill a borehole for water provision but unfortunately all attempts hit a blank. To resolve the water situation, the Project rehabilitated a 6km pipeline that used to supply water to the camp in the past. The pipeline was damaged elephants hence the rehabilitation. With water situation sorted, construction of the camp site commenced but before significant progress was made, the COVID-19 pandemic which set in during the first quarter of 2020 completely derailed progress. With lockdowns and restricted movements, construction was halted. Towards the end of 2020 construction resumed but heavy rains during the first quarter of 2021 further delayed the construction. Construction gained pace during the second and third quarters of 2021. Construction of the tented camp is expected to be completed by August 2021. Meanwhile the search for a suitable joint venture partner could not proceed before the facility is completed. However, an attempt to recruit a partner for the community was made but was not successful. An advertisement was floated, and a site visit was conducted with interested private partners. However, following the site visit, no one submitted a bid. Those who visited the campsite raised several issues, suggesting that they can only decide to bid once the facility is fully complete. A decision was taken to revise the terms of references for the partnership. Meanwhile, community consultation facilitated by the project recipient ministry to establish their preferred partnership model is ongoing. The tender for the recruitment of a joint partner will be floated in September 2021. The Joint Venture Partnership is expected to be established in October 2021. Component 3: Integrated Water Resource Management 3.1 Common Demand Forecasting: In the last report, this target was reported as off-track. However, the target has since been brought back on track in November 2020 when a consultant was procured to develop the water demand focusing project as part of the larger consultancy that is developing the CORB SEA and CORB T-EIA guidelines. The development of the demand forecasting it at scoping phase and the scoping report is currently under review (see SEA inception report and scoping report). The groundwater assessment which will contribute significantly to the demand focusing has been completed. 3.2 Sediment Assessment: The sediment assessment is one of those activities which were significantly affected by COVID 19 due to travel restrictions. A consultant was engaged in 2020 to conduct a sediment assessment as well as develop a sediment monitoring programme for the basin. The consultancy is currently at the scoping phase. However, the scoping activities includes activities that require travelling to different parts of the basin to collect baseline data and select monitoring sites that would inform the development of a sediment monitoring programme for the basin. Such activities could not be conducted in 2020 and 2021 due to COVID 19 travelling restrictions. Sediment field work should be conducted during the pick floods which has already passed in the Angolan part of the basin. Therefore field work can only be done in March/April 2022. However, there were major achievement regarding technical capacity development among the members of the WRTC. With support from the UNDP-GEF Project and the EU Programme, OKACOM acquired sediment monitoring equipment which include Niskin Bottles, Sediment Corer and Sediment traps. To ensure maximum utility of this instruments, the project organised a grand instrumentation training which was from March 26th – April 3rd, 2021. This training further enhanced WRTC members capacity to measure sediments variables building on the training that was conducted in April 2019. Improved capacity to measure sediments is a step in the right direction because there has been very little attempt to collect sediment data largely due to limited capacity of the technical committees. 3.3 Water Quality: The development of the water quality guidelines was subsumed in the broader IWRM Plan consultancy whose procurement started during the first quarter and will be completed during the second quarter. Initially the plan was to seek support from CRIDF to contribute towards the development of the water quality guidelines for the CORB as reported earlier, but it later turned out that the process of seeking support from CRIDF was lengthy hence the decision to factor the development of the water quality guidelines into the IWRM plan consultancy. The IWRM Plan consultancy will also develop the CORB Environmental Monitoring Framework which will include water quality monitoring. COVID 19 circumstances permitting, a joint water quality monitoring survey will be conducted in May/June 2021. The development of a basin wide water quality monitoring framework progressed well over the last three (3) years. The processes started with training of WRTC members in May 2018 during a joint monitoring survey that initiated collection of baseline water quality data throughout the basin. Overall, four (4) basin wide surveys were conducted between 2018 and 2019. The joint surveys significantly enhanced capacity of WRTC members to measure, analyse and interpret water quality data. They also afforded member states to share experiences and skills which is by far a major achievement because there is a team of experts within the member states who can advise member states appropriately on mater to do with water quality. Meanwhile data that was collected during the survey supported earlier reports which concluded that the quality of water within the basin is still good standing. Meanwhile, the surveys which were planned for 2020 and 2021 could not be conducted due to COVID 19. During the first quarter 2020 the Senior Scientific Officer continued to engage with the members of the WRTC towards the completion of the basin wide water quality monitoring plan which was informed by baseline surveys which were conducted in 2018 and 2019. 3.4 Groundwater Assessment : The assessment of groundwater resources within the CORB has been completed successfully. All the reports have been submitted. The groundwater monitoring strategy has also been developed. Plans to conduct a groundwater assessment project closure are underway. Meanwhile the groundwater assessment generated very useful information that can be used for further groundwater studies and assessment. One of the challenges which emerged from the assessment is the lack therein of groundwater monitoring data. Because of limited groundwater data within the basin, the consultant opted to model groundwater resources for the basin. However, these models are of very limited use in the absence of suitable groundwater data that could be used to validate the models. The assessment therefore proposed a groundwater monitoring strategy which we will be considered going forward. 3.6 IWRM Plan: Procurement of a consultant that will develop an IWRM plan for the basin is on-going. The development of an IWRM plan for the basin is a very critical undertaking. However, the development of the IWRM is dependent on several other water resources studies which are currently at different stages. Such studies include groundwater assessment, water quality monitoring framework, the CORB SEA, CORB T-EIA, sediment assessment, water demand forecasting, biodiversity assessment and socio-economic monitoring. All these studies are at different stages with groundwater assessment as the most complete. The SEA, the T-EIA, the Water demand forecasting, the socio-economic monitoring framework are all scoping stage. 3.7 Strengthening Assessment of hydro metrological monitoring programmes: The technical capacity to measure hydrological flows has improved significantly due to training which was conducted during the joint which were conducted in 2018 and 2019. However joint monitoring surveys which were planned for 2020 and 2021 could not be conducted due COVID 19. The project is complementing other investments in the basin on hydro-meteorological monitoring system to the Angolan side of the basin. The EU project is currently supporting the surveying exercise on the identified sites, as well as procuring necessary instrumentation. The project will further assist with necessary installation process, ensuring the participation of the members of the WRTC during the installation of the stations. Construction of platforms that will erect hydro met stations has started in Namibia and Botswana. Members of the WRTC received training in hydrological flows monitoring flows using the Acoustic Doppler Profiler in March 2021. Although electronic system has not been developed due to failure in developing the ICT system and equipping it, to monitor changes over time in prosecution and convictions as a percentage of arrests, and length of awaiting trial periods • The establishment of one Joint Operational Centre (JOC) has been initiated the previous reporting to contribute to project Output 2.5: Legal and regulatory frameworks, policies and institutions enabled to ensure the conservation, sustainable use, and access and benefit sharing of natural resources, biodiversity and ecosystems, in line with international conventions and national legislation. The procurement of materials to support implementation of the NAPS, which include support to the establishment of the JOC, the Intelligence Diffusion Centres (IDCs), and Forward Operating Bases (Fobs) has been completed. In the reporting period The expected-on boarding of JOC ICT specialist failed to attract a qualified consultant and is yet to be readvertised in 2023. The ICT expert is expected to facilitate development of real time ICT system which will operationalize the JOC with linkages to the IDCs and strengthen real time data collection. • A stakeholder workshop for NAPS validation and Implementation was held on 14 and 15 December 2022 in Gantsi. The workshop was attended by about 30 people composed of representatives of Law enforcement agencies, National Anti-Poaching Coordinating Committee and Chairpersons of District Anti-poaching. The workshop was aimed at briefing the attendees about the role the will play in implementing the actions recommended in the strategy. Output 1.2 District level wildlife management and law enforcement agencies provided with capacity to implement provisions of the National Strategy to combat wildlife crimes in Kgalagadi and Ghanzi Districts (support to COBRA and clean-up campaigns) Output 2.1 • Capacity development initiatives through provision of 3 trainings on basic, Wildlife Crime Intelligence Management Skills, Tracking Skills training and basic Investigations Skills, Undertaking study tours to Kenya through the GWP were facilate to DWNP and other law enforcement urgency to build capacity on tackling wildfire crimes and reporting on it to contribute to indicator 6: on Capacity of wildlife management institutions and law enforcement agencies to tackle IWT (UNDP Capacity Scorecard) has been completed with over 250 participants taking part in the trainings. Capacity score card will be disseminated in 20223 to assessment percentage increase in capacity. • In support of the equipping each FOB, the project has completed evaluation and awaiting awarding of PO to the bidders to deliver camping, equipment’s, camping equipment, communication gadgets, dry rations for customized foot patrols amongst others • The project with Ips has participated in the refresher training geared towards contributing Indicator 8: Percentage increase in incomes derived from ecotourism and value chains. In the training all the findings that led to low production were addressed. Collaboration with LEA and BITRI have been forged to support to the project to produce optimally, commercialised and efficiently as well support for produce to be transported to the market. Output 2.2 • The development and support of the live hood activities /ecotourism for KD15, KD1, KD2, GH10 & GH11 has not yet stated due to failure to procure a supervision consultant, the project has since readvertised the solicitations and specifications for Zutshwa salt mine. • The project has not yet Completed the survey for Household income baseline in Kgalagadi and Ghanzi in targeted communities, due to amendment of the RFQ which delayed the process. The survey will commence in January 2022 and the data will be used to measure % increase income from livelihood activities. • The development and support of the live hood activities /ecotourism for KD15, KD1, KD2, GH10 & GH11 has not yet stated due to failure to procure a supervision consultant. • Currently one value chain is existing and a total of 1000, 4 kg bags has been produced from April to November with sales of BWP 26,703.05 by 12 and 8 producers. • Through the TAC, the KD1 and KD2 community trusts have been trained on governance by another organization in the project area. • The project completed FPIC survey was done in all 15 villages which were targeted and 13 provided full consent whereas 3 provided conditional consent requesting additional information on project activities. The project with Ips did so and has been constantly updating communities on project implementations status to bridge the noted concern of communication gap. KGDEP Social and Environmental safeguards development will follow and be completed in 2022. Output 3.1 • The project engaged a consultant to lead the development of Integrated landscape connectivity analysis of the Kgalagadi ecosystem was planned for completion in ILUMP by July 2022, but due to the project reset its delayed a little bit. The development milestones is at the report of survey stage which is 2 milestones before the final plan submission for gazettement. During reset, the drafting requested that two planed be developed and their integration be seamless and w build on the Landscape Connectivity Analysis completed as part of the Situation Analysis report. Output 3.2 • In the endeavour to integrates SLM into livelihood activities and reduces threats to wildlife from the productive landscape outside the Pas, the established BORAVAST charcoal production (value chain) is continually supported and has produced a total of 1000, 4 kg bags has been from April to November with sales of BWP 26,703.05 by 12 and 8 producers. • Public outreach/ Community consultations were undertaken on holistic rangeland management. Over 280 community members attended the outreach activities, and 38 community members have been trained on HRM which are expected to partake in the HRM, land rehabilitation and improved pastoral production a program after the consultant has submitted grazing plan for Ukwi, Zutshwa, West Hanahai and East Hanahai to cover part of the 100, 000 hectares. Further a total of 138(72M:56F) community members have been trained on veldt fire management as planned in the district fire management plan in fire prone areas i.e., Inalegolo, Kokotsha, Phuduhudu, Omawaneno and Middlepits clusters. • A multistake forum was convened attended by 34 participants with 45% being women. The purpose was to share synthesized lessons from CBO members, village leadership and effectively shared in the forum with aim of capacitating men to Gendermainstreaming agents, Gendermainstreaming in livelihood activities and women empowerment Output 4.1 , 4.2, & 4.3 Through the project Gendermainstreaming strategy the project undertook the following to address the gender inequalities, empower women. • As part signature solution: gender and poverty, All projects’ procurements for bushfire management in Component 3 were reserved and awarded to women in the poverty eradication programme, for women empowerment and local empowerment. A total of 4 vendors were issued with PO amounting to $7000 • The ProJet continually cconfronts the structural obstacles to gender equality and strengthening women’s economic empowerment and leadership by extending invitation to all village leadership and village extension committee. The project supported gender balance by urging CBO members to have equal representation or gender balances on all training through invitations i.e., for Bush fire management, Gendermainstreaming. Attendance from CBOS members has reflected otherwise where women who are caregivers declined to attend. Technical Support will continue to be provided, with special attention to sensitizing the project implementing partners in the community for the need to increase womens participation in decision making bodies. The project provided a Gendermainstreaming training to 23 females and 15 males representing the 6 project sites, to Mainstreaming gender equality considerations CBO institutional practices and gender-based violence. Undertaking specific interventions to support GEWE. • Women groups were also targeted by the Project in the ILUMP community consultations to gather data on land issues that affect them directly as primary land users and mass harvesters of veldt products, use of natural resources and conflicting land uses that disadvantage them so that they can be factored in the development of ILUMP. • All consultancy advertisement were specific urge women to apply and assured applicants that, the project provides equal opportunity to both men and women. • The project further has provided 45 % women and 55 % males of SLM i.e., HRM, Bush fire management, Gendermainstreaming and charcoal production. • To strengthen the project performance, M&E for results the project has provided capacity building activities for project IPS and focal points to strengthen their understanding on the revised project results framework and leading the project to achieve its expected outcomes. • The project management unit has participated in the GWP knowledge and lessons sharing platform by attending 15 webinars, in 2022. Also, the project and Ips have incorporated best practises in training of communities and ILUMP development as well fast-tracking progress after MTR. The project manager and Ips attended the study tour and GWP annual conference where by there was Capacity development of capturing and sharing lessons, Presentation of lessons learned in MTR out come and project reset opportunity to address challenges in project implementation; Visit to Masai mara national park and learn about the community conservancy models and their contribution to conservation and law enforcement by so doing the project attained its end of project target of 5 lessons shared. Project reset The project undertook a successful project reset which was necessitated by the independent Mid-Term review (MTR) of the project in June 2021 found that “All components are currently behind what was envisaged in the Project Document and what might be reasonably expected by the mid-term. The re-set consultancy was designed to help unblock this situation and seek the GEF’s approval for any adjustments that might need to be made in the process, before proceeding with the FPIC and associated safeguards processes. The rese documents were approved in August 2022 and all project activities resumed. The project also completed the FPIC process FPIC survey was done and completed on the 22nd July and the consultation was done in all 15 villages which were targeted. A zero draft Strategy was delivered on 8 November 2021 (enclosed). This is not for distribution and is considered by MOPAGPA to be a very sensitive document. It is in the package for information and will be finalised in the coming weeks through a series of consultations with the Committee and Taskforce. The concern is that Government is not championing in the Strategy (despite the Human Rights Unit in the Office of the President) being very actively engaged throughout the whole process. National consultations were sensitive (cancelled, delayed and eventually held in September 2021) and the Government has not publicised the Strategy and it was not mentioned in the President’s recent SONA (Nov. 2021). 2. Project kick off meeting held on 8/06/2021. Inception report with workplan received on 11/06/2021, National Consultations Plan received on 18/06, Consultation Tools and Stakeholder Engagement Plan received on 25/6. The impact and effects of the high Covid 19 Cases in Botswana during the months of July to September caused extensive delays in the commencement of the national consultations, as such the national consultations only fully took off during the month of October. National Consultations are currently ongoing. This in effect has caused a delay in the overall project, as the initial completion date had been set to 31 December 2021 and has now been moved to 30 April 2022. 3. On 4/8, the activity was complete and waiting for approval from MDJS, with MDJS needing to advise regarding launch after Policy approved. 18/8 complete and consultant paid however this item should remain on list for discussion with MDJS ie approval and implementation. 26/8 Minister is pleased with Sentencing Policy and it may go to Parliament soon. 1/9 MDJS confirmed in meeting that no further action needed from UNDP. Component 2: 4. Films and website successfully launched on 23/6 at Masa Cinema. First film episode to air on Btv on 7/7 at 8pm. All 13 films to air every Wednesday, prime time, at 8pm. Activity completed with receipt on 20 October 2021 of Botswana Bureau of Standards (BOBS) certification of DCEC for compliance to Quality Management System ISO 9001:2015. Official certification granted on 12 October 2021 and there will continue to be BOBS surveillance audits on DCEC for the next 3 years (11 October 2024). 7. ToRs were developed jointly by BNYC and UNDP and a Consultant has been identified and contracted from the Roster at the end of September 2021. Due to extended unavailability of the BNYC management during the month of October, the project is only commenced in the 3rd week of November. The Consultant has been contracted until the 31st March 2022 and consultancy is ongoing. 8. See above. The consultant that will develop the guidelines and tools for the resuscitation and operation of the DYCs, will also assist with resuscitate the DYCs and will also conduct training for the newly resuscitated DYCs. 9. Recommendations consolidated and presented to MYSC as a power point summary for ease of implementation and action. 10. UNDP thought it best to train members of the GBV referral system to understand GBV issues before attempting to address them. Thus, the Gender Consultant virtually trained the GBV Inter-ministerial Committees (IMC) technical level staff (Permanent Secretaries) over 3 days from 23-25 August 2021 for them to each fully understand GBV before trying to mainstream gender equality issues in their respective ministries. Another completed output from the trainings is a new comprehensive national GBV plan, collaboratively drafted by the IMC and the UNDP Consultant. A training for Ministers is to take place in the first quarter of next year (2022). 11. Botswana Red Cross Society was requested to train. The training has since been completed with 813 out of the proposed 600 members of 53 Local Emergency Operation Centres trained throughout the country on GBV Prevention and Response. This method of training volunteers in communities allows for GBV knowledge to be retained in those communities and solutions be tailored and home-grown versus imposed. 12. The radio show is ongoing and currently airs each week, Wednesday from 2-3pm on Duma FM. It has been a powerful tool to both promote the newly-acceded CRPD and a platform for those living with disabilities and their caretakers to both learn and share their views on pertinent matters pertaining to PWDs. 13. Ongoing. The production company initially presented 4 out of 8 public awareness videos for review following script approval by IP and UNDP. Last batch of 4 videos was presented the week of 15 November 2021 for review. Public awareness comes at an opportune time, given accession of CPRD on 12 July 2021. Component 1 Target 1 results The ISU has been formed within the Ministry with LEA designated the Informal Sector Agency. UNDP has supported the ISU with the engagement of a Technical Advisor. The ISU through LEA distributed the short-term relief grant of P1000 to 48 000 informal sector participants. The Technical Advisor is coordinating the implementation activities through bi-weekly progress update meetings, has identified and brought onboard stakeholders like ILO, Statistics Botswana, GIZ, JICA etc who have the technical expertise to assist with implementation activities. Target 2 results: UNDP has engaged a consultant to undertake a feasibility study for a social insurance scheme for the informal sector. A technical reference group was establish to interrogate the Inception Report submitted by the consultant. The data collection is ongoing and we are expecting the final report in February 2022. Target 3 results: The Technical Advisor identified Informal Sector association like Botswana Informal Sector Association (BOISA , Thusang Basadi, WIBA and the Unions and implementation activities are carried out in partnership with the associations. Through the partnership developed, the associations have been included in the pilot project Digital Package for Women Entrepreneurs which is a EU-SmartBots partnership. 50 informal sector participants have been identified to be part of the project. The associations are also included in a study by Japan International Cooperation Agency (JICA) Component 2: results In the context of UNDP commitment to support the implementation of Botswana National Digital Transformation Strategy, an international Digital Re-Engineering Expert has been recruited to support driving the digital strategy. In support of achievement of one of the key goals of the strategy, i.e. public sector digital transformation and putting their services online, the expert: (1) facilitated launching the public sector business process re-engineering and digitalisation initiative (including conceptualisation of the BPR approach and detailing of its analysis and design phases, development of the BPR Roadmap and launching and supporting the initiative in 8 ministries) (2) built capacity of the Management Analysts, located across public sector institutions, and staff to drive and engage in the initiative, and (3) advised on other aspects of implementation of Digital Government, including on the need for prioritisation of implementation of relevant infrastructure and enabling technologies, modernisation of public registers and databases and their interoperability, as well as on the standardisation of business processes, and supporting organisational and technological solutions, which serve, together with building digital and leadership skills and capacities, as a precondition for successful implementation of online services, digital processes and strategy in general Support to the informal economy recovery (output 1): 1.
