Certificate handout was held in October 2020. - The longitudinal, national surveys of informal workers and MSMEs consist of three waves, and Kantar Ltd was contracted to conduct this research project. The first wave was conducted in July 220 (n=1,392 for informal workers; n=514 for MSME surveys). The second one was completed in October 2020 while the third one will be done in January 2021. The survey data has been integrated into the interactive dashboard that will be soon made publicly accessible. - 1,700 tablets and software to the Ministry of Planning along with training for rapid and accurate registration of citizens into Cambodia’s social protection identification system. - 674,146 poor households affected by COVID-19 gained access to the Government’s cash transfer programme - Three regional trainings on OD-ID Poor and cash transfer programme, provided to the provincial departments of planning, PoSVY and commune/Sangkat. - Angkor Research Consulting Ltd has been recruited to conduct the socio-economic impact assessment of Covid-19 cash transfer program. To capture the effects of cash transfer over an extended period, a longitudinal tracer study (n=1,000) has been employed in this study on randomly selected Poor 1 / Poor 2 card holders and non-IDpoor holders at regular intervals. The fieldwork will be conducted in the fourth week of December. Follow-up phone interview will be administered in two waves—January 2020 and February 2021. - The rapid assessment has been conducted at 3 mainland borders checkpoints and 1 international airport custom and excise branch on the challenges and constraints hindering the flow of cross-border trading activities, as well as the risks imposing to associated persons working at the borders. - The internal guideline and sanitary and health protocol has already been drafted, while the personal protective equipment (PPE) and sanitary equipment has been procured in parallel and supplied to GDCE. Thereafter, the training to the GDCE officials and relevant associated persons at the land border and international airport will be conducted at the onset or virtually as deems necessary to ensure the application of safety measures which would contribute to the acceleration of the trade facilitation process. - Two assessments on the extra capacity needs of the E-commerce marketplace and the vendor readiness for e-commerce uptake are completed. The assessments aim to understand both the existing e-marketplace capacity to onboard more vendors and the readiness of vendors/SMEs for e-commerce uptake. 25 online marketplaces were interviewed, and one consultative workshop took place with approx. 30 representatives from business associations, local vendors/sellers, and e-marketplace to validate the study results. - Through boosting farmers’ income through access to agri-tech platform initiative, 1,200 smallholder farmers growing rice and vegetables, in five provinces, were identified and are registered in the digital application- called Agribee. New jobs created: 500 (300 in PP, 100 in SRP, 100 in BTB, 50% are women) - Quarterly Microsoft Teams conferences, with a targeted agenda with standing and rolling agenda items. A comprehensive modelling of the socio-economic impacts of COVID-19 by UNDP, in close partnership with the Ministry of Economy and Finance (MEF), led to the development of a second policy brief. The policy brief titled 2021 COVID-19 Economic and Social Impact Assessment in Cambodia, was launched and published jointly with MEF and DFAT. One of the key points of advocacy was social protection programming for the most vulnerable. The estimated 2021 stimulus package totalled US$1,454 million, equal to 5.1% of GDP , made towards the health, economic and social sectors, including cash transfers to poor and vulnerable households, and SME financing. The stimulus package for the social sector, including cash transfers to the poor and vulnerable households, increased to US$564 million in 2021 from US$464 million in 2020. From this, the cash transfer programme increased to US$500 million from US$300 million. Building on the success of the emergency cash transfer programme in 2020, UNDP in collaboration with The World Bank and GIZ provided technical assistance to the Ministry of Planning (MoP) to recalibrate the methodology for identifying eligible households to be included in the ID Poor database. This contributed to the ID Poor system being more inclusive, with accuracy increasing by up to 74% (note: for internal use of this report only). As a result, an additional 6,374 Persons with Disabilities (49% are women with disabilities), and 7,783 People Living with HIV (PLHIV) (53% are women), were included in the national Social Protection Programme. The adjusted methodology enabled the identification of 108,000 vulnerable households to receive one off cash transfer support of $40-$75 per household during the 4-month lockdown in mid-2021. As part of continuing efforts to address the “missing middle” problem, UNDP in partnership with ILO Cambodia, conducted a formalisation constraints survey alongside the fourth wave of informal workers, formal workers and MSME surveys in November 2021. Various formalization constraints and practical options have been identified as a possible pathway towards formalisation of the informal sector, potentially bringing them under the coverage of the National Social Security Fund. As part of the initiatives related to the acceleration of E-commerce during the COVID-19 crisis and formalization of MSMEs in Cambodia, 1,427 MSMEs received capacity building trainings to transition to e-commerce platforms as a means to increase employment generation and economic resilience to shocks during the pandemic. This resulted in job continuity for 6,136 people (41% women) during COVID-19 outbreaks and lockdowns. The engagement of MSMEs in e-commerce will be further expanded through the Ministry of Post and Telecommunication’s (MPTC) agenda to enhance the digital economy. 1). On-demand registration of Covid affected poor households operationalized in 25 municipality/ provinces 2). Assessment on the impact of cash transfer to generate evidence to inform future cash transfer policy decisions 3). A multi-tiered pension system study 1). As of November 2022, more than 868 million has transferred to 702,907 households including 364,350 elderly, 64,242 persons with disabilities and 2,030 people living with HIV. 2). 20 in-deptUSD h interviews were carried out, covering IDpoor recipients and non-IDpoor recipients in urban and rural settings. The final report was published and launched jointly with the Ministry of Economy and Finance and the National Social Protection Council in July 2022. 3). The survey on formalization constraints and policy options for informal workers and MSMEs was completed as part of the 4th wave of informal workers and MSME surveys. The main findings shed light on characteristics of formal and informal enterprises/workers, incentives and disincentives of formalization, and identify some entry points to incentivize businesses to register and formalize. 4). The research project on integrated formalization strategy, aiming at identifying practical options and developing proposal to address the missing middle of informal workers and enterprises, has been conducted in partnership with ILO Cambodia and GS-NSPC in 2022. Through consultation with key government counterparts and high-level policy dialogue, the study envisions bringing these key stakeholders together to develop incentives for formalization and reduce barriers of formalization. The final report has been finalized. The report will be used to guide the development of the Common Country Strategy on Formalization. Joint workplan of UNDP, ILO and GS-NSPC on integrated formalization strategy was finalized with a clear direction to moving forward on the integrated formalization in Cambodia. 5). On Demand IDPoor has been rolled out successfully and the revision of ID poor questionnaires and procedures were finalized and launched in September 2022. The new procedures include (I) identify poor households and update DPoor data, (II) process and data quality monitoring as well as (III) objection and suggestion management procedures (complaint mechanism). The ID Poor system has been extended to the at-risk households (near-poor households) for the Covid-19 Cash transfer programme. The Covid-19 Cash Transfer programme will be extended until the end of 2023. 6). The multi-tiered pension system study was completed in 2022 in collaboration with ILO Cambodia to examine the possibility of introducing social protection floor to ensure that older persons that are ineligible for retirement pensions or receive them in an inadequate amount and are living without care from family members obtain appropriate incomes, aiming at preventing them from falling into poverty. The validation workshop for the NDC was conducted in September 2020 engaging the CCTWG members including DPs, CSOs, private sector, and academia. Cambodia’s updated NDC has now been submitted for Government approval. It includes 33 priority actions for mitigation, 58 for adaptation, and 28 enabling activities. 3.3.1: 6. Six full proposals under the CCCA3 innovation grant facility (Round 1) received no-objection from the PEB members and are now under implementation. CASFor adopts a market-driven participatory approach across its activities, leveraging sustainable market opportunities while protecting forest landscapes rehabilitating and managing forest resources and building livelihoods’ resilience. This collaborative investment will assist project partners, Community Forestry (CFs), and Community Protected Areas (CPAs) in tailoring their activities to align with market demand, understanding market requirements, identifying potential partners, and addressing existing barriers. Beyond forest products buyers, the engagement will extend to potential investors in the carbon market that could support forest restoration activities as part of the sustainable financing options. Given the increase in the number and area of CFs/CPAs across the country, it is important to design a forest and land use monitoring system that can measure small-scale community-based forest operations and integrate them into national forest and land use monitoring systems.
