Résultats du Produit 2: - 07 chaines de valeur agricoles (manioc, haricot, oignon, riz, arachide, niébé et maïs) ont été renforcées dans 17 communes, touchant ainsi 2 089 personnes dont 1 042 femmes. Résultat du Produit 3: -Sept (07) produits/services sur les 04 (quatre) attendus à savoir : (i) l’agency Banking testé avec Crédit du Sahel au Nord Cameroun sous l’appellation « Sahel Cash », (ii) le remboursement des échéances de crédits par MTN Mobile Money dans les zones du Nord Cameroun avec MIFED PCS, (iii) le virement des salaires et des pensions des clients du Haut-Nyong via le mobile money avec MUFID-Abong Mbang, (iv) le remboursement de crédits par mobile money à travers le modèle « cash collection » avec CDECA Tcholliré, (v) le déploiement dun produit de micro-assurance digitale dans le Mayo-Rey toujours avec CDECA Tcholliré, (vi) le modèle d’affaires agency banking présenté aux responsables de MUFID MOKOLO, et enfin (vii) un modèle économique de développement de réseau dagents proposé à SAVANA ISLAMIC FINANCE (SIF) dans la région de lAdamaoua en vue de faciliter la distribution des services financiers dans les localités de MEIGANGA et de TIGNERE. + 3 750 jeunes en 2019 et +3 650 jeunes en 2020 au total ont respectivement bénéficié des crédits d’un montant variant entre 1 863 272 332 FCFA et 1 972 742 184 FCFA au sein de trois (03) EMF à savoir Crédit du Sahel, MUFID Abong Mbang et Savana Islamic Finance. + 1 496 (2019) et + 1 201 r(2020) femmes ont eu accès aux services financiers en tenant compte des statistiques de MIFED/PCS. Résultats du Produit 4: -Un (01) Système d’Information des Marchés (SIM) développés. Ce système est opérationnel et couvre pour le moment les Départements du Diamaré, du Logone et Chari, du Mayo Tsanaga et du Mayo Sava ; - 05 catégories dacteurs aptes à utiliser les données du système: (i) les administrations et autres organismes, (ii) les représentants des producteurs, (iii) les représentants des commerçants, (iv) les représentants des consommateurs, et (v) les représentants des médias. Le PTA 2021 est consacré aux activités de consolidation des résultats obtenus depuis le démarrage du projet en vue de l’atteinte des objectifs prévus. En outre, il s’inscrit dans le cadre de la transition entre les présent (2018-2021) et prochain (2022-2025) cycles de coopération. Ainsi, les priorités ci-après sont retenues par produit : Produit 1 : ? optimisation du fonctionnement des Bureaux d’Emplois Municipaux ; ? suivi et accompagnement des jeunes bénéficiaires des appuis du projet ; Produit 2 : ? accompagnement et suivi des personnes vulnérables (femmes, déplacés) dans le renforcement des chaînes de valeur ? capitalisation des bonnes pratiques dans la mise en œuvre du produit (expérience de la résilience communautaire et autres) ; Produit 3 : ? développement et déploiement des nouveaux produits et services financiers digitaux ; ? optimisation de l’utilisation des équipements technologiques mis à la disposition des EMF ; ? intensification de l’éducation financière ; ? poursuite des activités de promotion de la finance islamique ; ? finalisation de l’élaboration du document de Stratégie Nationale de la Finance Inclusive. Produit 4 : ? optimisation du fonctionnement du Cameroon Market Information System (CAMIS) ; ? optimisation de l’utilisation des informations produites par CAMIS ; ? suivi et renforcement des capacités des acteurs du CAMIS ; ? recherche des financements pour la mise en place des systèmes communautaires d’approvisionnement des marchés les plus affectés par les crises sanitaires et sécuritaires. Produit 1, les résultats visés étaient de: ? optimisation du fonctionnement des Bureaux d’Emplois Municipaux : Equipement (motos) et renforcement des capacités des personnels de 08 nouveaux Bureaux dEmploi Municipaux (BEM) ? suivre et accompagner les jeunes bénéficiaires des appuis du projet: Le suivi effectué auprès de 15 BEM a permis de relever que ces structures ont contribué à insérer 4 300 personnes sur le marché du travail parmi lesquelles 1 436 femmes. Produit 2 : ? Accompagnement et suivi des chaînes de valeur: 07 chaines de valeur agricoles identifiées depuis le début du projet ont été renforcées à travers des dotations en intrants, matériels et équipements de production et de transformation. Il s’agit des chaines de valeur suivantes : manioc segment transformation (Communes de Doumé, Garoua Boulaï, Dir, Nyambaka et Ngoura), haricot segment production (Commune de Ngan’Ha), oignon segment production (Communes de Pitoa, Wina), riz segment production et transformation (Communes de Kousséri, Touloum, Logone-Birni), arachide segment transformation (Communes de Mokolo, Tcholliré), niébé segment conservation (Commune de Moulvoudaye) et maïs segment production et transformation (Communes de Garoua 1er, Bibemi, Poli). ? Capitalisation des acquis et bonnes pratiques: Des revenus comptabilisables ont été collectés sur la base dune enquête. L’on estime à 179 emplois créés par cette intervention, dont 102 emplois occupés par les femmes. Par ailleurs, lesdits appuis ont permis de toucher 1 032 membres des associations et groupes bénéficiaires, qui représentent effectivement le nombre de personnes qui utilisent le matériel/équipement remis à chaque groupe/association. Produit 3: - Déploiement du Core Banking System (CBS) dans les EMF partenaire et mise en exploitation pour la gestion des données bancaires et la production des états financiers et comptables conformes à la réglementation COBAC ; - Développement et installation des applications de l’agrégateur dans le serveur et déploiement de l’agrégateur de paiement en vue de permettre aux EMFs partenaires de développer des services de paiement électroniques y compris des services de porte-monnaie électronique ; - Mise en place d’un système de connectivité au niveau de chaque EMF partenaire pour assurer une liaison sécurisée des données bancaires entre le serveur central hébergeant le CBS et les systèmes informatiques des EMFs ; - Acquisition des équipements informatique complémentaires pour relever le plateau technique des EMF ; - Élaboration de la feuille de route de développement de la finance islamique. - Elaboration du Document de Stratégie Nationale de la Finance Inclusive (SNFI) 2022-2026 qui fixe le cadre d’intervention de de coordination des initiatives en matière d’inclusion financière au Cameroun. Le projet a également contribué à l’élaboration de la Stratégie Régionale de la Finance Inclusive portée par la BEAC. Produit 4: - Optimisation du fonctionnement du Cameroon Market Information System (CAMIS) : (1) Acquisition des équipements, matériels logiciels et du petit matériel de collecte des données sur les différents marchés; (2) Mise en place d’un mini data center au niveau du MINCOMMERCE qui a sollicité la réalisation d’une étude de faisabilité, préalable à l’interfaçage du CAMIS et de Cameroon Custums Information System (CAMCIS) ; application logée à la Direction Générale des Douanes. - Optimiser l’utilisation des informations produites par CAMIS : (1) Formation des utilisateurs du CAMIS constitués des structures nationales et déconcentrées du MINCOMMERCE, des représentants des commerçants, des acheteurs et des médias,. Les entreprises qui opèrent dans le domaine de l’agro-industrie ont commencé à mettre leur produits sur le marché (Country Food, COBIC , Rich Nature , PRA, AgriBiz , etc) . Si les entrepreneurs dans le domaine de l’économie numérique ont pu développer des prototypes, la plupart d’entre eux devra revoir la stratégie d’accès au marché (Next Birth, Kathalog, Smart Oil, clinicPlant etc) et leur modèle économique. Les séances de coaching organisé en février 2020 ont contribué significativement à améliorer les volets managériaux et marketing des starts up. Sur le plan du management les aspects tels que la gestion des équipes, la motivation des équipes et le leadership ont été bien intégrés dans les activités. Même si le volet marketing et accès au marché reste à renforcer, on note tout de même quelques entreprises qui se sont dotées d’une stratégie Marketing à l’issue de la formation; De manière globale, le COVID19 a eu un impact négatif sur l’activité des start up. La majorité a connu un ralentissement de leurs activités du notamment à la période de confinement partiel, la fermeture des frontières qui n’a pas permis l’acquisition de certain matériel etc. Néanmoins certaines start up ont pu diversifier leurs activités et intégrer la production d’équipement anti COVID 19 notamment masques, visières, gels hydroalcoolique (MADCON , NDOMEN) - 200 jeunes femmes (en provenance des régions de lExtrême-Nord, du Nord, de lAdamaoua, du Littoral, du Sud, de lOuest, du Nord-Ouest et du Sud-Ouest) sur les 300 visées ont été capacitées en leadership et en entrepreneuriat. Il convient de relever que toutes ces activité ont été mise en œuvre et les PO sont en cours de paiement. Dans le cadre de ce résultat, les bonnes pratiques ont été capitalisées. notamment en ce qui concerne les innovations digitales considérées comme une alternative crédible pour accroitre l’inclusion financière des populations à faibles revenus.La digitalisation des flux financiers et non financiers des chaines de valeur agricoles prioritaires participe du besoin de faciliter l’accès du secteur agropastoral aux services financiers et non financiers. L’utilisation de la technologie numérique comme canal de diffusion efficace des services non financiers tel que l’éducation financière permet une expansion à large échelle des programmes d’alphabétisation financière et numérique répondant aux attentes des populations et encourageant de manière plus importante ladoption des services financiers numériques (SFN), tout en stimulant l’écosystème financier et bancaire du pays Résultat 4 : Le PRODOC du futur Projet est élaboré et validé.
