Ce nouveau cadre organisationnel du secteur de leau intègre la résilience climatique et, pour la première fois, place la gestion de leau dans une dynamique de gestion intégrée des ressources en eau et dadaptation au changement climatique. La Réalisation d’un diagnostic institutionnel et organisationnel de la gouvernance du secteur de l’eau a` l’échelle local et national ayant servi pour l’élaboration d’une première mouture d’avant-projet de textes d’applications de la loi pour la mise en place des institutions de la GIRE et des services publics de l’approvisionnement en Eau. Sagissant de lIntégration des risques climatiques dans la gestion des ressources en eau par le biais de prévisions météorologiques et de projections climatiques : la première cartographie complète des bassins versants et de leur réseau hydrographique comprenant les couloirs et les débits préférentiels pour chaque île a été établie. Ce travail guidera de manière substantielle les stratégies nationales et locales de gestion de leau. Le schéma fonctionnel du réseau de surveillance du climat a également été établi et validé avec lAgence nationale de laviation civile et de la météorologie (ANACM), principal bénéficiaire de cette activité. Les procédures de passation de marchés ont été achevées et léquipement devrait être installé au début de 2021. Quant à la mise en place dinfrastructures et de technologies résistantes au climat pour gérer et pallier la pénurie deau causée par la sécheresse, les cyclones, les tempêtes tropicales et lintrusion de sel : 15 nouvelles sources deau souterraines en Grande Comores ont été identifiées gr ce à une étude hydrogéologique couplée à une campagne géophysique. Des travaux de forage sont en cours et permettront à terme de rendre accessibles à 65 % de la population de Ngazidja, dici 2042, 17 280m3 deau souterraine pour lapprovisionnement en eau. Cette étude a également permis dactualiser le potentiel dexploitation de 56 points deau souterraine et détablir que plus de 60 % dentre eux sont inexploitables en raison dun taux de salinité élevé. Cette étude a ainsi permis délaborer la première cartographie des bassins versants des Comores et le réseau hydrographique associé (y compris les couloirs découlement préférentiel et les voies dexécution). En ce qui concerne la collecte et le stockage de leau à des fins agricoles, les résultats suivants ont été obtenus : un plan de gestion environnementale et sociale avec des exigences techniques et des garanties environnementales et sociales pour la construction de forages et la construction de réservoirs de collecte et de stockage des eaux pluviales a été élaboré, ouvrant la voie à 4 réservoirs écologiques pour la collecte et le stockage de 4 120 m3 deau de pluie pour lirrigation. En outre, la construction de 150 micro-bassins de collecte et de stockage des eaux de pluie dune capacité de 7 150 m3 destinés à assurer lapprovisionnement en eau de parcelles agricoles isolées a commencé. En ce qui concerne la conception et la mise en œuvre de systèmes dapprovisionnement en eau potable et dirrigation résistants au climat, les études davant-projet sommaire (APS) et davant-projet détaillé (APD) pour 15 domaines dintervention du projet sont en phase de finalisation et de validation technique ; ce qui permettra de lancer des appels doffres pour la construction de systèmes dapprovisionnement en eau au cours du deuxième trimestre 2021 La crise sanitaire sans précédent liée à COVID qui a frappé le monde en 2020 a eu un impact négatif sur la mise en œuvre du projet pour deux raisons principales : premièrement, elle a retardé à la fois le recrutement et le déploiement de consultants internationaux et lexpédition déquipements clés. Cela a entraîné des retards dans la mise en œuvre de certaines activités, en particulier celles nécessitant une expertise internationale. En outre, le projet a appuyé le gouvernement comorien dans la réponse à la pandémie Covid19 à travers : • La mise en place de l’opération #Covid 19 solidarité eau » qui a mis à disposition une vingtaine de points d’approvisionnement en eau potable et fournis plus de 311 camion-citerne de 12 000 litres chaque dans les centres d’isolement de Sambakouni, ainsi que les centres de santé communautaires de Mvuni, Foumbouni, Ntsaweni et PMI Moroni ainsi qu’au bénéfice des exploitants agricoles. • Le renforcement des capacités de la SONEDE et la DGEME par la fourniture d’équipements informatiques (16 ordinateurs portables et fixes, imprimante A3 laser couleur multifonctions) et de mobiliers de bureau Le projet a réussi à atteindre la plupart de ses objectifs initialement prévus pour 2020 et a livré 65 % de son PTA initialement prévu. 25 % des activités prévues sont en cours, tandis que les 15 % restants débuteront en 2021. Ainsi, le projet reste sur la bonne voie et ses objectifs restent inchangés. Cela a également été possible gr ce au rôle de premier plan joué par le gouvernement et les agences techniques nationales • Elaborer les textes dapplications pour la mise en place des institutions de la GIRE et des services public AEP • Elaborer des manuels de planification, de budgétisation et dopérationnalisation relatives à la gestion de l’eau résilient au climat, dans les zones dintervention du projet (avec un accent particulier sur lintégration de la dimension de genre) - (guide dintégration, ateliers de formation des acteurs ciblés, élaboration des plans, budget et procédures dexploitation) • Concevoir et mettre en œuvre dapproches de réduction des risques climatiques dans le secteur de l’eau et réaliser des campagnes de sensibilisation pour le personnel du gouvernement (avec un accent sur le genre) - programme continu de séries de présentations, de séminaires et de conférences. • Mettre en place une plateforme de connaissances en libre accès (basée sur le web) pour accéder aux évaluations de la vulnérabilité climatique mondiale/régionale et aux documents de sensibilisation à ladaptation disponibles pour toutes les autorités impliquées dans le secteur de leau et la planification agricole • Mener une étude socio-économique inclus une enquête et analyse auprès des utilisateurs deau et des opérateurs de services dans les 3 îles pour déterminer les tarifs acceptables en vue d’assurer et de pérenniser les systèmes d’approvisionnements en eau résilient au climat • Elaborer de plans de sécurité et de sûreté de leau dans le cadre du plan directeur de leau pour répondre (i) à des précipitations intenses, (ii) à une sécheresse accrue ou prolongée, (iii) à une intrusion saline • Développer et mettre en œuvre un programme de formation sur le changement climatique au niveau national et au niveau des îles (4 ateliers de 3 jours pour 20 agences) sur les meilleures pratiques dadaptation à leau et la sensibilité au genre dans la gestion de leau, la santé et la nutrition • Établir et officialiser les comités de gestion de la GIRE dans les bassins hydrographiques, en donnant la priorité aux approches de résilience et dadaptation au climat, en utilisant des consultations de partenariat à un engagement multipartite • Elaboration des manuels des procédures qui intègrent les meilleures pratiques de GIRE - face aux risques du changement climatique et faciliter léchange de connaissances et la collaboration formelle entre les comités de GIRE et la DGEME • Démarrer les travaux de mis en place des systèmes dapprovisionnement en eau potable dans les 15 zones du projets • Promulgation de la nouvelle loi portant code de l’eau à (la date de 30 janvier 2021). Celui-ci inscrit la Gestion Intégrée des Ressources en Eau (GIRE) dans une dynamique d’adaptation aux changements climatiques. • Elaboration de 20 projets de textes d’application relatifs à la mise en place du cadre institutionnel de la GIRE et du service public de l’approvisionnement en eau, à savoir : 1. Projet de décret relatif aux procédures de déclaration, d’autorisation et à la nomenclature correspondante et à la procédure de concession ; 2. Projet de décret fixant les modalités de mise en œuvre de la police de l’eau ; 3. Projet de décret relatif à la prévention et à la gestion de la pénurie d’eau en cas de sécheresse grave ou de calamité naturelle ; 4. Projet de décret déterminant les modalités d’assujettissement, de gestion et de recouvrement des taxes pour l’utilisation et la pollution de l’eau 5. Projet de décret relatif à la planification dans le domaine de l’eau. 6. Projet de décret relatif aux comités de bassin ; 7. Projet de décret portant création du comité technique interministériel de l’eau ; 8. Projet de décret relatif aux procédures et modalités d’établissement des périmètres de protection des sources d’eau destinées à la consommation humaine ; 9. Projet de décret déterminant les modalités de gestion du service public d’eau potable et d’assainissement ; 10. Projet de décret relatif à l’Autorité nationale de régulation des services d’approvisionnement en eau potable et d’assainissement ; 11. Projet de décret fixant des normes de conception, de réalisation, d’exploitation et de contrôle des systèmes d’assainissement collectif et autonomes par arrêté conjoint des ministres chargés respectivement de l’eau et de la santé; 18. Projet de décret définissant des caractéristiques biologiques et physico-chimiques auxquelles doit satisfaire l’effluent d’une station d’épuration, par arrêté conjoint des ministres chargés respectivement de l’eau et de la santé; 19. Projet de décret fixant les modalités de mise en œuvre du Fonds d’aide à l’assainissement autonome de base; 20. Projet de décret fixant les modalités de mise en œuvre de la procédure de transaction en matière pénale. • Elaborationdes premiers ébauches des manuels de planification, de budgétisation et dopérationnalisation relatives à la gestion de l’eau résilient au climat, dans les zones dintervention du projet (avec un accent particulier sur lintégration de la dimension de genre) • Développement dapproches de réduction des risques climatiques dans le secteur de l’eau et réaliser des campagnes de sensibilisation pour le personnel du gouvernement (avec un accent sur le genre) - Ces approches sont en cours de validation • Développement dun shéma synoptique de la future plateforme de connaissances en libre accès (basée sur le web) pour accéder aux évaluations de la vulnérabilité climatique mondiale/régionale et aux documents de sensibilisation à ladaptation disponibles pour toutes les autorités impliquées dans le secteur de leau et la planification agricole • Le PNUD accompagne le Gouvernement dans létablissement dune coopération sud-sud dans le cadre de réalisation dune étude de tarification de leau. Des réunions de travail ont eu lieu entre lagence comorienne de la coopération internationale et lagence palestinienne de la coopérationa intenrnationale afin de voir la possibilité de déploiement dexpertise. • Développement de plans de sécurité et de sûreté de leau (PSSE) suivi de séances de formation auprsè des acteurs sur la mise en oeuvre des PSSE • Elaboration des manuels des procédures qui intègrent les meilleures pratiques de GIRE - face aux risques du changement climatique et faciliter léchange de connaissances et la collaboration formelle entre les comités de GIRE et la DGEME •Acquisition des équipements relatifs à la mise en place du réseau de surveillance climatique: Acquisition de 20 stations climatologiques à 3 paramètres (températures, précipitations et humidité), acquisition de 6 stations agrométéorologiques, et acquisition de 30 stations piézométriques • Finalisation des études pour la conception et le dimensionnement des systèmes d’alimentation en eau à des fins domestiques et agricoles des 15 zones d’intervention du projet • Démarrage des travaux d’adduction d’eau potable à Anjouan dans 4 zones d’intervention du projet, couvrant 110 773 habitants soit 14% de la population du pays. Les localités bénéficiaire des 4 zones sont : • Zone 7 : Mromouhouli, Maraharé, Hassimpao, Chitsangacheli et Mutsmudu Zone 9 : Vassi et Dzindri • Zone 10 : Akibani, Chironkamba, Bandrajou, BandraniMtsangani et Maoueni • Zone 12 : Mjamaoué et Msahara • La cérémonie de lancement a été réalisée à Anjouan le 26 novembre 2021 en présence du Président de la République. • Réception de 217 réservoirs de 50m3 pour la collecte des eaux de pluie à des fins agricoles durant les saisons sèches • Installation de 4 réservoirs d’eau métalliques de type Ecotank de 1030 m3 chacun pour l’approvisionnement en eau à des fins agricoles • Mener une campagne nationale de vulgarisation de la nouvelle loi portant code d l’eau à l’ensemble des parties prenantes du secteur de l’eau en vue d’assurer la compréhension commune de la nouvelle loi. • Organiser un atelier de validation des différents outils de gestion développés par le bureau détude international • Installer stations climatologiques à 3 paramètres (températures, précipitations et humidité) • installer 6 stations agrométéorologiques à Ngazidja, Anjouan et Mohéli. Installer 30 stations piézométrique à Ngazidja pour assurer le suivi des ressources eau souterraines • Former les agents de la direction technique de la météorologie sur l’entretient et la maintenance des stations agrométéorologiques et les stations climatologiques. • Élaborer des procédures opérationnelles normalisées (POS) pour la collecte, le traitement et lanalyse des données sur le cycle de leau ainsi que des seuils dalerte • Lancer la campagne de reboisement 2021-2022 avec un objectif de 200ha au niveau des bassins versants • Démarrer la construction du laboratoire national d’analyse et contrôle de la qualité de l’eau à luniversité des Comores • Acquérir l’ensemble des équipements devant être installés au laboratoire national danalyse de leau • Démarrer les travaux d’adduction potable de la zone 4 et zone 14 du projet. • Acquisition et installation de 4 pompes hydromécaniques pour les stations de pompage de Moroni • Assurer le suivi des travaux des zones 7, 9,10 et 12 à Anjouan • Réalisation dune campagne nationale de vulgarisation de la nouvelle loi portant code d l’eau à l’ensemble des parties prenantes du secteur de l’eau en vue d’assurer la compréhension commune de la nouvelle loi. •Acquisition et installation de 20 stations climatologiques à 3 paramètres (températures, précipitations et humidité) • Acquisition et installation de 6 stations agrométéorologiques à Ngazidja, Anjouan et Mohéli. • Formation des agents de la direction technique de la météorologie sur l’entretient et la maintenance des stations agrométéorologiques et les stations climatologiques. • Élaboration des procédures opérationnelles normalisées (POS) pour la collecte, le traitement et lanalyse des données sur le cycle de leau ainsi que des seuils dalerte • Lancement de la campagne de reboisement 2021-2022 en présence du Président de la République à Anjouan et à Mohéli. Au total, 77277 plants ont été reboisés dans les zones d’intervention du projet, couvrant ainsi 193ha au niveau des bassin versants identifiés. • Conception et publication du cahier des charges pour la construction du laboratoire national d’analyse et contrôle de la qualité de l’eau • Spécification et validation de l’ensemble des équipements devant être installés au laboratoire national • Lancement des travaux d’adduction potable de la zone 4 du projet. Les localités bénéficiaires de la zone 4 sont Chezani, Hantsidzi, Ndroude, Bandamadji, Madjeoueni, Nioumamilima, SAdani,TRelezini, soit une couverture de 23 316 ha. • Acquisition et installation de 4 pompes hydromécaniques pour les stations de pompage de Moroni • Lancement des travaux d’adduction potable de la zone 14 du projet.
