With the training support of UNDP, OAG was able to meet ~50% of its staff requirement (E.g. Based on the activities identified in the annual operational plan, the OAG has been conducting its business under close supervision by the Monitoring and evaluation sub-committee of the SAI Team. The following are the performance result of the annual operational plan in 2021 • In order to secure its independence through Audit Act in accordance to the requirement of Lima declaration, the OAG revisited and updated the draft Audit Legislation. The Draft Audit Legislation describes all the pre-requisites for independent Supreme Audit Institution (SAI) in accordance to INTOSAI-P 10. The Draft Audit Legislation was submitted to the concerned authorities for approval. Approval of the Draft Audit Legislation is beyond the scope of the OAG. However, the OAG should prepare all the necessary preconditions for enhancing its independence. • The design of a Management Information System that facilitates the flow of information among the OAG organs was planned to be implemented. The system was completed in the 3rd quarter of 2021 and took two more months for testing and acceptance. The system is approved by all users and will be used starting January 2022. The system currently hosts the two Audit Departments, the Finance and Administration, the HRD and the IT Divisions, as well as Library, Stores, and the secretary of the Auditor General. • The OAG completed the updated the Job description in 2020 to respond to the structural and operational change made during the past three decades. In 2021, the job description for store keeper, communication officer, and Network Administrator were added. • The development of a strategic plan for the Administration and Finance Division that cover three years was completed. However, its approval is awaiting the implementation matrix which detail the activities to be carried during the three years. • The OAG website “oageritrea.org” that was launched in 2020 was in need of upgrading. Accordingly, all necessary updates and debugs was made to the website leading to improved efficiency. • The Performance Audit (PA) Unit which was established in 2018 was reinforced by equipping the staff with training and tools. • The management pulled resources from the two Audit Departments to establish a Quality Assurance Review Unit. The members of the team are Financial Auditors with no experience in quality assurance review..In addressing this challenge, the OAG prepared a template and guideline for the preparation of “Annual Audit Reports” in 2020. In 2021 a reporting template for Corporate Services was prepared and implemented. Divided over two days, 120 staff were trained on gender equality terminology, the importance of gender mainstreaming and how everyone can contribute to enhancing gender equality. Upgraded the skills of 2 selected Eritrean technicians working under the Research and Documentation Center of the Peoples Front for Democracy and Justice (PFDJ) on audio recording and sound arrangement to enable them work as an audio arrangers for different projects and programs. The research and translation from Italian to English of three historical documents (Chi E Dell Eritrea, Martini’s Book and Enrico Mania’s book) on Eritrean history, anthropology, scientific, and social data is on track. Short animation clip on CoVID19 was made and successfully published on the national Eri-Tv and is expected to increase public awareness and prevention of the corona virus outbreak. UNDP covers only costs of air ticket and accommodation of the Diaspora professional volunteers. An international political and systems analysis and the preparation of ‘’Eritrea Country’s Report” prepared deploying volunteer Eritrean Diaspora professional is expected to support the Ministry of Foreign Affairs in improving its systems and diplomatic relationships with international organizations. Historical books, articles and documents translated from Italian into English to give lessons to the young generation from the past history of Eritrea. A website layout for the Eritrean Diaspora Professionals and a database developed. Support was also provided to update old system of web design, establishment of digital library, recovery of hard drives and database of some public firms, such as, Asmara Palace, Rora and the Ministry of Justice. Capacity for production of animation, Video clips and comics enhanced. Basic knowledge and skills have been transferred to young men and women. Eritrean technicians enhanced their skills about sound arrangement and to work as an audio engineer, acoustician and designer for different projects and programs held by PFDJ. Ten Eritrean Diaspora professionals deployed in different government institutions to provide support in technical, technological, managerial and administrative services, capacity needs assessment, research works, promotion of culture, transfer of skills through training/workshops and twinning programmes to enhance the national capacity of the country. Completed the Audio-Visual Studio of the Ministry of Agriculture and is ready for use. The report on the completion of the Studio has been presented to the Minister and Chiefs of Staff and they are glad that any important information, success story, lessons learned, etc. would be easily produced within the internal capacity of the Ministry and the production of audio book requested by Hidri Book Publisher is also in progress. Through UNDP technical and financial support, 1,000 hectares of land were managed sustainably under sustainable landscape restoration and conservation and climate-resilient agricultural practices. The ecosystem-based solutions included a range of natural resources conservation and restoration including construction of hillsides, on-farm terraces, and check-dams, planting of various tree species, and temporary and permanent strict closures. Moreover, about 14,000 hectares of marine and terrestrial habitats continued to be under strict protection and sustainable forest management. However, continued follow- up and proper management of the lands that have been developed in the preceding years have been successfully implemented. Provide start up capital to improve their livelihoods With the support of UNDP, 604 poor and vulnerable youth, of which about 58% are women and girls have acquired skills and knowledge on management and leadership, secretarial science, media production, advanced computer technology, Arabic language, music and drama/theater, electronics, Training of Trainers on vocational skills and entrepreneurship, tourism and customer service, advanced networking, accounting, and others. The selected institutions have recruited trainers and enhanced well their training centers. The project is supporting the youths, including women and people with disabilities, to acquire requisite vocational skills and entrepreneurship capabilities; and to provide business start-up financing for micro, small and medium scale enterprises. With its financial and technical support, UNDP is strengthening the National Union of Eritrean Youth and Students; the National Confederation of Eritrean Workers, and the National Union of Eritrean Women which directly and indirectly support sustainable youth employment opportunities. Through UNDP support, these organizations are contributing on enhancing productive capacities of youth through provision of technical and productive assets. 600 poor and vulnerable household farmers have received beehives (one beehive each) to help them improve their livelihoods through generation of alternative income from bee keeping business. There is also a plan to further diversify production and promotion of alternative sources of income generating livelihood opportunities through a package of inter-related economic activities and a community-oriented approach to make a difference in the livelihoods of poor young people. . Provide start up capital to improve their livelihoods UNDP strengthened the National Union of Eritrean Youth and Students; the National Confederation of Eritrean Workers, and the National Union of Eritrean Women capacities to support sustainable youth employment opportunities directly and indirectly. Through UNDP financial and technical support, these organizations are contributing on enhancing productive capacities of youth through provision of technical, financial, and productive assets. This year 640 beneficiaries have received modern beehives (two beehive each), 380 households received a total of 9,500 chicks and materials for feeding and watering plus six months’ supply of cheek feed, 55 households received 14 heads of goats each. The UNDP support will help them improve their livelihoods through alternative income generation schemes. To safeguard informal workers’ livelihoods from the disruptive effects of COVID-19: 30 women who rendered jobless due to the closure of business as a result of the COVID-19 were given with livelihood support of Nakfa 3,000.00 each; 3 youths in Asmara and 2 women in Keren town were rehabilitated through the provision of shoeshine stations; 3 vulnerable households in Keren and other 5 households in the Northern Red Sea Region have been given cash and in-kind assistance to establish small mercantile businesses and 50 women heads of household residing in and around Tokombia were given 10 female goats each to assist them rebuild back their livestock assets and livelihoods. The above supports and initiatives have enhanced the productive capacity of the households by diversifying and/or rebuilding back their productive base and assets (CPD Indicators 1.1.1 and 1.1.2). With the support of UNDP, in Anseba region, Adi-Teklezan sub-region, 20 young women and women headed households’ beneficiaries acquired skills in bee keeping and another 20 in basic computer. 19 beneficiaries have graduated from the ceramic craftsmanship skills and an additional 13 young women and 2 young men graduated in basic computer skills, 50 women acquired hair dressing and 12 young women and men acquired skills in different musical instruments. In Asmara, 245 youth acquired Video production skills and 45 in basic computer application. In addition, attaching with different establishments 51 females have acquired driving skills training given by Segen Construction Company, 30 poor and vulnerable youth women acquired skills in tourism/hospitality by Tourism Training Center. UNDP supported in strengthening the National Confederation of Eritrean Workers Training Center, which is functioning in seven Departments namely electronics, computer networking, electricity, basic computer application, air condition and refrigeration, wood works, and metal works. The training center has received accreditation from the Ministry of Education recently. This year refresher courses were provided to students enrolled in the Training Center prior to receiving its accreditation were brought together for a refresher course offered for 99 in basic electronics, 40 in electricity, 30 in basic computer, 18 in networking, 45 in air condition and refrigeration, 29 in wood and metal works. Ensure Provision of vocational skills, entrepreneurship training and start-up capital to empower young men and women based on LNOB.With the support of requisite Skills in different fields, mentor-ship and entrepreneurship trainings and start-up capital, the livelihoods of the poor and vulnerable young men and women including people with disabilities shall be improved. A.1 60 women were provided with three months training in business start-up and management in areas related to agriculture and animal husbandry. The training was given in cooperation with the Eritrean Women’s Association in Agriculture (EWAA). This training was conducted in Asmara. It covered the following topics: ? Poultry and bee production skills ? Livestock production ? Fruit and vegetables production ? Small business administration ? Resource management The trained women will be provided with financial and in-kind business start-up assistance in the areas which they choose to engage themselves. A.2 Another 60 vulnerable women with socio-economic difficulties and women affected by the impacts of HIV/AIDS residing in the Town of Barentu were provided with training in sewing/tailoring while 30 others are being trained in basic computer applications. A.3 A batch of 40 women graduated from a training in sewing/tailoring in the Tokombia training centre of NCEW. Other 50 women are undergoing training in various handicrafts such as mat-making and beaded beautification artifacts making., A.4 A group of other 60 women in Massawa were trained in basic computer application in the facilities of the Red Sea General Construction and Development Company. A.5 In Massawa, 60 women are undergoing three-months training in modern cooking (food preparation) A.6 A total of 150 women workers selected from different enterprises have been given various educational seminars in leadership, management and gender issues with the aim of empowering them to accede competitively and competently to different hierarchies of decision-making processes in the workers’ organizations, through impacting them with knowledge and skills which will help them steer themselves through the trade union and gender matters affecting them routinely. Among them, 60 were in zoba Maekel, 30 in Northern red Sea and 20 each in zoba Anseba, Debub and Gash Barka regions. They were also given courses in training of trainers so that they would be enabled to train their peers at work. From the total number of beneficiaries 60% are women and 70% are youth. B. Economic support B.1 In partnership with Anseba Regional Administration, the NCEW identified a group of vulnerable peasant women residing in the sub-zoba of Haboro and agreed to assist them in the leveling of their farmlands, as well as repairing a diversion irrigation canal which was damaged due to heavy floods. The NCEW has signed a contract with Segen construction company to undertake the works. B.2 Some 150 vulnerable women from seven (7) villages in the sub-zone of Laelay Gash, in Gash Barka region, were assisted with Nakfa 30,000 (Thirty thousand) worth asset building assistance to enable them rebuild their livelihoods by engaging in horticulture production, trade, reproduction of livestock, bee-keeping and animal driven carts. B.3 A group of 80 Eritrean women from among those who recently returned from refuge in Ethiopia and resettled among communities in the Gash Barka region were assisted with Nakfa 10,000 (Ten thousand) each to help them become reintegrated economically. B.3 Thirty (30) women who received trainings in livestock production and management of small businesses were provided with Nakfa 50,000 (Fifty thousand) each in-kind and cash business startup support to invest according to their choice of activities which they presented to the NCEW. B.4 Women who were trained in weaving last year (2021) through the UNDP supported joint project of the three national associations could not make meaningful incomes out of the skills they acquired through the training. This is because of the impacts of the COVID induced lockdown, as well as inability to sell their products profitably because the market was flooded with cheaper imported clothes. The NCEW in collaboration with the NUEW and the administration of zoba Maekel is making efforts to help them find a place where they can work and sell their products a group of cooperative. B.5 The NCEW has initiated a procurement process to buy 20 sewing machines to be provided to the women who were trained in sewing last year in Barentu, Gash Barka Region, through the UNDP supported project. Discussions are also underway to provide similar support to women trained in Tokombia. B.6 Five farmer women’s cooperatives (each comprising 10-15 women) in Tokombia have been given training in irrigated farming. Water wells to help them to produce year-round irrigated and rain-fed crops are being dug, with almost 62% of the works completed. The procurement of water pumps, irrigation pipes and other implements will be carried out in near future. B.7 Based on lessons learnt from last year’s experiences, purchase order for the fabrication of 20 shoe-shine stands was placed with Segen construction company. Already 50% of the work is completed. Identification of beneficiaries has started in collaboration with the zoba Maekel Regional Administration and the NUEW. B.8 Fifty (50) women who lost their jobs due to various reasons, including the impacts of COVID-19 pandemic were given temporary livelihood problem alleviation support ranging from Nakfa 5000 to Nakfa 10,000 each. B.19 Building upon the experiences of the UNDP supported distribution of COVID-19 prevention sanitation materials in 2020 and 2021, the NCEW has made efforts to strengthen the workplace safety and health programmes through the provision of more durable and multi-user hand-washing water stands. It has placed a fabrication order for the procurement of 50 water stands with 6 faucets for as many users to be able to utilize it at one time. UNDP support to MoJ has totally transformed court procedures and operations from time-taking paper-based, manual operation to a computer-based system. By centralising all legal service tasks within one office, the new system has already reduced the burden of the public. It also resulted in significant reduction of the time required to deliver the services such as issuing power of attorney and court rulings, and authentication of documents (E.g. Power of attorney can now be obtained in less 20 minutes, which represents significant reduction in time and cost for service clients). This in turn resulted in greater satisfaction of service users, enhanced staff morale and improved working environment. The fully automated case flow management system is expected to result in improved operational efficiency, better reporting, and reduced backlog. Human resource capacities were upgraded by improving knowledge, skills and attitudes of the management and staff of MoJ and other Government offices through short-term training The human capacity of the MoJ is enhanced as a result of distance education and various trainings provided to staff of the ministry. The number of LLM holders in the ministry will sharply increase from 4 to 97 (54 in the first batch and 37 in the second batch) within three years. This is expected to bring about significant improvement in the quality of legal services. UNDP supported the Government of the State of Eritrea (GoSE) to prepare and present the 3rd Cycle UPR National Report (2014–2018) that focuses on the implementation of the 92 out of 182 accepted in the 2nd cycle UPR Recommendation but the inter-ministerial task force on human rights is still not functional. Strengthening Engagement with the International Human Rights Mechanisms and other bodies; and promoting Children, women and persons with disabilities’ welfare as per accepted recommendations from the UPR For the first time UNDP organized a workshop Human Rights for young (under-35) government officials from the Ministry of Foreign and Ministry of Justice. The training was on practical drafting, as well as sections on the UPR process, international law, international humanitarian law, human rights treaties, and human rights mechanisms. Eritrea was recently elected to be a member of the UN Human Rights Council . UNDP provided advisory support and technical guidance to the Government of the State of Eritrea in preparations of its reports for the Human Rights Mechanisms, including the Universal Periodic Review. This resulted in strengthening its relationship with the Government of the State of Eritrea and henceforth building trust with key line ministry working in the area of human rights. UNDP initiated a couple of joint activities led by the RC to discuss and convey concern to the Government of the State of Eritrea. The goal is to keep an open door to discuss issues of concern and provide suitable advisory services and technical assistance whenever it is requested by the State of Eritrea. Since September 2019, the Human Rights Expert has had a standing meeting with the Ministry of Justice to explore how to strengthen the existing accountability mechanisms and provide suitable guidance on some human rights issues of concern. Supported some of the research that were requested by the Ministry of Justice such as one on the existing gaps in the national legal framework, an assessment and mapping of all recommendations made to the State of Eritrea. Some countries’ best VNR practices were shared including making realistic roadmap/work plan, sufficient consultations with stakeholders, providing institutional arrangements, early drafting arrangements, timely preparation of the VNR write up, editing, and presentation. It was also noted that the VNR would be good practice to compose analysis, strengths and weaknesses as well as conveying the key findings, which include success stories, challenges, and areas for support. focusing on the approaches to VNR preparation and presentation. The report contains the country’s experiences, including successes, challenges, and key takeaways in the implementation of the 2030 Agenda for Sustainable Development. The preparation process followed the whole –of-government and whole-of-society approach which facilitated active participation and contribution of different ministries, departments, Civil Society Organizations (CSOs) including NUEYS, NUEW, and NCEW; academia, and United Nation Development System (UNDS) in Eritrea. Eritrea’s VNR has focused on two SDGs: SDG3 on good health and well-being and SDG13 on climate action. In the area of SDG3, achievements include: increased universal health coverage with investments in expanding health infrastructure, medical equipment and medicine, and personnel; improved provision of child and maternal health services; significant reduction in childhood and maternal mortality; universal immunization coverage among eligible children; close to zero HIV infection and prevalence; significant reduction in the level of infection and deaths due to malaria leading towards malaria elimination and major inroads against tuberculosis, hepatitis B, and neglected tropical diseases. In the area of SDG13, the report highlighted significant achievements in reducing the impact of climate change through implementing of several climate change mitigation and adaptation measures. Measures taken by the government and people of Eritrea include expanding water and soil conservation programmes; establishment of enclosures and protected areas, establishment of vast network of terraces, dams and ponds; restoration of degraded land; enhancing use and promotion of renewable and clean energy alternatives. Other important practice shared to the participants was the summer holiday afforestation and environment management programme carried out by young people and community. Moreover, working for better partnership and cooperation with local and global development partners was pointed out to be crucial in moving forward to the successful implementation of the SDGs in the remaining period of the agenda. The dialogue took place in Asmara, Eritrea at the National Confederation of Eritrean Workers (NCEW) Conference Centre from the 6th to the 10th of June, 2022. The main objective of the dialogue was to unpack several concepts on international law with a view to understand possible convergence and points of departure in respect of the Eritrean context, believes and value systems. Any alignment with international law standards has to inculcate the Eritrean context and value-based approach to the human right to dignity and self-worth. This dialogue was seen as a process to pave the path towards this potential alignment.
