S'appuyant sur la programmation étendue du PNUD en matière de programmes ROL dans le monde entier, le projet se concentrera sur la formation judiciaire, l'éthique ainsi que sur la fourniture de conseils politiques concernant la réforme de l'École nationale de la magistrature. Un aspect clé de ce projet sera la numérisation. Ce projet évaluera l'analyse coût-bénéfice de la modernisation du système judiciaire conformément aux meilleures pratiques et approches en matière de gouvernance électronique. Cela comprendra la numérisation de toutes les procédures civiles, pénales et commerciales par le biais d'une plateforme logicielle e-Justice, servant de pilote pour la numérisation des casiers judiciaires dans une juridiction ciblée par le projet - Mouila ou Libreville.
