This project addressed SDG number 3.3: By 2030, end the epidemics of AIDS, tuberculosis, malaria and neglected tropical diseases and combat hepatitis, water-borne diseases and other communicable diseases. The indicator for this goal is 3.3.1 Number of new HIV infections per 1,000 uninfected population, by sex, age and key populations. The project specific indicators are: 1.1. 1st and 2nd line anti-TB drugs available for all patients 2.1. ARVs and OI drugs available to PLHIV 2.2. Tests and reagents available to PLHIV. Guinea-Bissau ranks 176th out of 192 countries in the health system performance ranking. A community study in Bissau showed a high incidence of pulmonary tuberculosis in the adult population (471/100 000) that could be prevented by treatment with available drugs. Overall, there have been significant advances in the prevention, diagnosis and treatment of tuberculosis: mortality has decreased by 47% since 1990. Effective diagnosis and treatment of TB has saved approximately 43 million lives between 2000 and 2014. The Common Agenda was concluded with the participation of CSOs members in the regions (via a joint work with the EU) ensuring a more inclusive ownership of the process and not only a capital-city driven process. - As a direct COVID-19 response and a stabilization strategy implemented by CSO by enlarging political dialogue at community level, a Pilot initiative on community political dialogue in Bairro Militar, Bissau, was supported to facilitate dialogue between this community in Bairro Militar and authorities at local level on COVID-19 and other issues of importance for the community. This activity is being implemented through a partnership between 3 CSOs - Women Peace Security Network in ECOWAS (REMPSECAO), the National Youth Association (RENAJ) and the National Network of Young Women Leaders (RENAJELF). - The SRSG hold meetings with political parties to facilitate inclusive political dialogue and thus political stability: Two meetings with heads of political parties and two technical rounds to prepare the advocacy meetings. - The project developed an UN Roadmap to support the Constitutional Reform Process and a workshop of the ANP eventual constitutional revision commission took place in August/September, which was attended by MPs of all political benches as well as the technical members and Civil Society Organizations to conclude the draft on the revision of the constitution. Following the conclusion of its work, the commission nominated a team to reach out to the Presidential Committee and seek ways to bridge the two processes. - To ensure broader national consultations on the revision of Constitution, the Bissau-Guinean Association of Women’s Jurists is being supported in their advocacy and lobby strategy to ensure that specific-gender clauses are included in the revised version of the Constitution as well as mainstream gender throughout the document, which – if successfully, will have an impact in terms of gender equality and women´s empowerment in the country. In addition, an academic seminar was organized with the presence of national and international experts to share experiences regarding the revision of the Constitution during a 3 day-seminar and a report with recommendations was produced. - As per the Conakry agreement and following a request from the ANP President, the project is supporting the ANP Specialised Commission for judicial and constitutional affairs, human rights and public administration on the revision of the electoral and political parties’ laws. - Initial contacts and design to launch the Leadership Academyconcluded in partnership with the National Public Administration School in Bissau and its 3 polos in the regions, the Ubuntu Academy and key personalities in the country and with Instituto Pedro Pires in Cabo Verde. The Leadership Academy will operate in the capital and in the regions (face-to-face training at least in 3 regions) and via an online platform. As part of the Leadership Academy, UNDP set up together with MAVA Foundation, an Impact Hub in Bissau, as an incubator space to support and accompany agents of change in developing ideas with a social impact and transforming them into concrete and sustainable actions. - Implemented by WFP, in partnership with the NGO Tininguena, training was completed at community level in 11 communities, 11 women smallholder farmer’s associations and reaching 550 rural women in Gabu region. Under output 2.3 (reprogrammed - Increase awareness on reconciliation by addressing unsolved past grievances and promote a common understanding of the past), a grant was given to the Librarians and Documentalists Association, working in partnership with INEP who manages the national library, to collect and organize documents since the XVII century to ensure preservation of the national memory. All documents are now organized in shelves and the digitalization of the documents have started. The first phase of diagnosis of what prevent the youth of participating actively in politics was finished. The intercalary report to serve as a basis for the preparation of a strategy document, which reflects the voice of young people from various spheres (partisan and non-partisan), containing their suggestions regarding the processes that can contribute to improving their representativeness and democratic participation is set up. The second and last phase will be delivered with UNFPA support, and it will focus on the consultation activities, validation workshop and national conference. - The CSO in concertation space, are being promoting several activities to raise awareness on public policies, security, political participation, human right in the promoted a 2-day training on Illicit Economies and Human Rights in partnership with the Judiciary Police Department, aimed at members of the Consultation Space and others from Public Institutions. This training took place on the 12th and 13th of July in “Casa Dos Direitos”, Bissau, embracing 40 participants (18 of which were women): 30 elements of Civil Society Organizations, plus 2 from the Ministry of Economy and Regional Integration, 2 from the Ministry of the Interior, 2 from the Judiciary Police, 2 from the National Peoples Assembly and 2 from the Ministry of Justice. The 2-day training contributed and enabled its participants to raise civic awareness about the impact of illicit economies on the process of consolidating peace, the rule of law and sustainable development. The training sessions were guided by 3 different trainers with experience in these topics, including 1 inspector of the judicial police. There was a committed and full participation of all involved in this training. Another activity was the National Forum on Security, Justice, and Peace, held in the region and city of Gabu, on the 23rd and 24th of July. This forum gathered more than 100 participants, 90 members of Civil Society and its various Organizations, members of the Concertation Space of Civil Society Organizations, and the Platform of NGOs of Gabu (of these 90, 40 were women). Plus, members of the Local Government, Traditional Power from all sectors of Gabu (Sonaco, Pirada, Pichte and Boe) and from Bafata. In addition, several representatives of the Defense and Security Forces of Gabu and Bafata, as well as elements of the Access to Justice Centers of Gabu and Bafata and Delegates of the Public Ministry of the regions of Gabu and Bafata. At the end of the event, with inclusive participation of all, through reflection and work teams along the 2 days, the Gabu Agenda was drafted and unanimously approved. As part of this Agenda an exhaustive diagnosis of obstacles in the effective functioning of the justice and security sectors and with recommendations to national authorities and civil society actors. - The Leadership Academy in partnership with the National Public Administration School in Bissau was launched on May 5, 2021. Several entities and personalities took place on the ceremony, including the Ministry of Education. Since it was launched, several trainings sessions was held to Members of civil society organizations, directors general of different ministries and state secretariats, members of youth organizations, womens group, school directors and inspectors, governors and regional secretaries, disabled people, middle management of political parties on topics such as leadership and public service, leadership and personal development and leadership and integrity for a total of 219 people, including 60 women. including to and its 3 polos in the regions, the Ubuntu Academy and key personalities in the country and with Instituto Pedro Pires in Cabo Verde. The Leadership Academy will operate in the capital and in the regions (face-to-face training at least in 3 regions) and via an online platform. Monitoring climate change with hydro-meteorological services is key for the development of adequate adaptation measures. The impacts of climate change could be better mitigated through climate resilient planning and timely disaster preparedness measures. However, inadequate or non-existing climate and weather information, forecasts and analyses create severe limitations for developing informed and climate-responsive decision-making and put the population under high-risk conditions related to climate induced hazards and extreme weather events.Through a phased approach and a strong focus on capacity building, this project will allow Guinea-Bissau’s to better manage climate related challenges that undermine economic growth and development addressing a number of pressing climatic challenges. The program will support the Government, particularly the designated National Focal Point, inestablishing a national food systems transformation strategy focused on clear, actionable priorities to strengthen transformative linkages across key food systems components: production, transportation, processing, marketing, andconsumption. This approach will integrate social, economic, and environmental outcomes to ensure sustainable transformation of food systems. In recognition of the critical bottlenecks related to financing, this will be complemented by actions to implement the National Financial Inclusion Strategy that will enhance both the supply and the demand for microcredit along key food systems value chains, thereby catalyzing investment in the food systems but also in the economy at large, as well as enhancing entrepreneurship. Furthermore, the UNCT will – through this proposal – accompany the national reflection which is now gathering momentum about innovative opportunities for financing for development without which the national food systems transformation strategy will not be implemented. This integrated policy support will inform the new National Development Plan, which is currently being elaborated.
