It was necessary to have this information to help us decide where we needed to focus our experiments informed by maximum reach. - Social media data – We looked at instances where NHIF was trending and conducted a sentiment analysis of user conversations to complement the ethnographic study. These were mostly those who had benefitted from the surgical package which tends to be costly. The test phase seeks to leverage the positive testimonials of these clients. - Systems thinking – From the field visits and virtual stakeholder co-creation forum, we mapped out all the factors that we needed to consider into various fields: cultural, psychological, sociological, technological, economic, demographic, biological, political and legislative. - Solutions mapping – We learnt that factors that affect design of a context specific health insurance model can come from not just technology developments, market results, media and the internet but all kinds of different sources such as internet cafes. - Ethnography – Even though the available data were useful and provided direction, they had been formulated quite narrowly. For example, “84 per cent of the Kenyan workforce is active in the informal economy” is a useful but narrow way to define the context of the informal economy in the country. Water and pasture resources have an influence on pastoralist households and herd mobility. Construction of water pans needs to take into consideration this dynamic to ensure pastoralists do not migrate into farming zones in search of pasture and water. An important endogenous resource management adaptation in terms of household mobility was the imposition of a restricted grazing area around primary schools. The protected dry season grazing zone is for the exclusive use of settled families with children in primary school. This helps prevent school going children to adopt negative drought coping mechanisms when forced to drop out of school in search of pasture for the livestock. One of the challenges cited for low enrolment of young people in Technical and Vocational Education and Training (TVET) institutions in Tana River County in a previous intervention was the long distance to these institutions. The pilot project afforded an opportunity to test a pop-up training centre which meant bringing trainers and training equipment to the community as opposed to trainees covering long distances to the TVET institutions. This approach saw a 100% retention rate and interest from other young people who had not been selected to participate in the motorcycle repair training. An increasing number of pastoralists are engaging in opportunistic cultivation. While this is not new, falling herd sizes and increasing settlement among pastoralists is making it an activity with low opportunity cost for the least wealthy families. This presents an opportunity for policy intervention where the government could set up large scale reserves as dry season grazing areas. As opposed to the older generation, young people are perceived to be optimistic in efforts that sought to enhance social cohesion. This had contributed to intermarriages for instance. There is thus an opportunity to leverage the youth dynamic in conflict mitigation especially given that young men are usually the ones who are incited to fight each other. The CBD Panel of Experts on Resource Mobilization highlighted that implementation of the new biodiversity targets under the Global Biodiversity Framework (GBF) will require additional financial resources, increased resource efficiency, and a reduction of biodiversity-harmful financial flows. Reducing the biodiversity finance gap can only be achieved through transformative change across economies and society.To develop a clear picture of how to achieve the targets of the CBD’s GBF, a detailed assessment of the policy and institutional national context, a biodiversity expenditures review and financial needs are required as well as development and implementation of finance plans. CBD Parties face the following key barriers to sustainable financing of nature-positive policies and practices: (a) limited awareness, coordination, and capacity among national stakeholders to address gaps in biodiversity financing; (b) insufficient knowledge and systematic documentation of expenditure data relevant to biodiversity; (c) lack of systematic measurement and reporting of the negative impacts of finance contributing to biodiversity loss; (d) biodiversity finance needs are imprecisely defined and poorly understood; (e) limited knowledge, use and mainstreaming of country-specific biodiversity finance solutions; and (f) limited exchange and uptake of global best practices in the sustainable financing of biodiversity.Given the need for a comprehensive and multi-stakeholder strategic approach to resource mobilization, Target 19 requests all countries to develop national biodiversity finance plans (BFPs).
