Criminal justice chain actors (prosecutors, magistrates, city solicitors, VSOs, CLOs, social workers, CSOs, HRs, traditional leaders, community leaders, LNP-WACPS officers, nurses, gender coordinators and etc.) working within the informal and formal justice sectors are being empowered to enhance accountability and human rights based approach in handling SGBV, HP and SRHRs violations in the five Spotlight counties. As a result of the capacity needs assessment conducted in early 2020 to identify the capacity needs of nine (9) justice and security institutions(Liberia National Police (LNP), Bureau of Corrections (BCR), Drug Enforcement Agency (DEA), Liberia Immigrations Services(LIS), Liberia National Fire Service (LNFS), Armed Forces of Liberia (AFL), Ministry of National Defense (MoND), Ministry of Justice and Judiciary) in Montserrado, Lofa, Nimba, Grand Gedeh and Grand Cape Mount Counties, a one-day meeting was conducted with all Justices and Security institutions with the purpose to review and validate the assessment report.The assessment findings revealed a serious capacity gap in all of institutions that needs to be addressed in order to acquire the requisite knowledge and skills to provide adequate response, protection and prevention on SGBV, HTP and inculcate human rights-based approach into their daily work. Following the validation session, a four-day gender-mainstreaming training was conducted for targeted staff of the above mentioned institutions to provide the requisite knowledge and skills to those who are most likely to be first responders to sexual and gender-based violence cases to adequately respond to and address all forms of violence against women. With a total of 174 participants (88 females and 86 males) attending on selected days, the trainings sought to strengthen the capacity of security and justice institutions to respond to and eradicate cases of SGBV, harmful traditional practices (HTPs) and building better institutional frameworks for enhanced protection capacities and services to survivors. It furthered strengthened the institutions capacities to address all forms of violence against women and girls, and eliminate harmful practices, through a transformative and evidence-based approach. Furthermore, the training equipped the officers to address unequal power relations between men and women whilst focusing on gender equality and women’s empowerment in order to fulfil the principles of the 2030 Agenda for Sustainable Development. The training incorporated a human rights-based approach and took into consideration the specific needs of women and girls who experience multiple forms of violence and discrimination. Four (4) national justice and security institutions (Liberia Immigration Service(LIS), Liberia Drugs Enforcement Agency (LDEA), Armed Forces of Liberia (AFL) and Bureau of Corrections (BCR) in-service training curriculum were reviewed, revised and validated with the aim to mainstream gender, prevent and address SGBV with the integration of SGBV prevention, harmful practices prevention and SRHR promotion manuals. 51 (37 females and 14 males) LNP/WACPS officers in 5 Spotlight target counties capacity enhanced and have specialized knowledge to effectively investigate and charge to court SGBV Crimes and other violence against women and children. Constructed two (2) new modern WACPS facilities at Zone 4 Base Police in Montserrado and Robertsport, Grand Cape Mount Counties and renovated two (2) WACPS offices in Mount Barclay Montserrado and in Tienii Grand Cape Mount Counties. A total of two hundred seventy-one (271) survivors (all females) of sexual violence in Montserrado, Lofa, Nimba, Grand Gedeh and Grand Cape Mount counties were beneficiaries of support covering psychosocial counseling, feeding and transportation, emergency package, and medical assistance. Supported 3 CSOs to conduct activities for awareness raising on prevention and awareness on COVID 19 and impact on women and girls especially with respect to violence at the household and community levels. CSOs provided PPE and WASH supplies to community leaders and women/youth groups. As a result of the interventions, the following were achieved: - Identified and supported ten (10) women groups/movements to carryout prevention awareness on COVID 19 and SGBV prevention including the Domestic Violence law. A total of 100 young women, girls and boys participated in the training sessions. - Supported rural women groups conducted 37 mobile community outreach activities on SGBV and COVID-19 preventive awareness in 50 project communities. These awareness activities reached a total of 16,666 people (Women: 4215, Men: 2685, Boys: 4234, Girls: 5532). As the result of these awareness initiatives, community dwellers have improved, and they reported in total 12 rape cases and facilitated the transportation of 10 of the rape perpetrators to criminal court E in Sanniquellie for trail. - 84 drive-through activities in twenty communities with at least two visits per community as jingo messages on stopping the spread of COVID-19/SGBV played on were held; - Procured and distributed 200 face shields, 100 packs of sanitary pads, 5000 pieces of locally produced face masks, 200 buckets branded with Spotlight logos and cartoons of detergents. - Monitored and reported SGBV cases involving physical violence, sexual violence and persistent nonsupport. During the period under review, a total of 111 cases were reported by CSOs covering Montserrado, Lofa, Nimba and Grand Cape Mount Counties. - 3 radio jingles were produced and are currently being aired on two local radio stations. Additionally, 16 editions of the radio programs are currently being processed for airing. The programs are aired once a week on Wednesdays. It focuses on SGBV with specific emphasis on the domestic violence law and COVID-19 pandemic. Additionally, in December 2020, five (5) CSOs were awarded micro-grants to advocate and lobby for change in laws and policies at the same time create awareness on SGBV prevention in the five Spotlight Counties with interventions duration up until June 2021. 5 CSOs supported to lobby and advocate for change in laws and policies harmful to women and children 9 national justice and security institutions capacity enhanced to implement gender-sensitive HRM policies and the recommendations of the capacity needs assessment National GBV taskforce and 5 counties level GBV taskforce supported 3 WACPS offices in Nimba, Lofa and Grand Gedeh renovated 1 specialized Criminal Court E branch establish and operational in one county 10 Justice and Security Sector’s Institutions, the Judiciary and Gender Ministry received extensive support and enhanced capacities to implementation of gender sensitive human resource management policies as recommendations of the capacity needs assessment for the security sector on SGBV, HP and promotion of SRHRs. The target group for the training included personnel of the security sector and the judiciary residents and assigned in five (5) counties in Liberia. A total number of 130 (74 females and 56 males) participants were trained and actively providing services in their various areas of assignments. As a result of the enhanced capacity, national institutions are actively responding to SGBV cases at all levels in a more coordinated way. To enhance sub-national coordination and oversight mechanism, 5 gender-based violence (GBV) county level taskforce teams and national secretariat members were trained and provided logistical support to improve coordination. A total of 39 GBV taskforce members (19 males and 20 females) representing the 5 Spotlight Counties (Montserrado, Lofa, Nimba, Grand Gedeh and Grand Cape Mount) were targeted and trained. As a result of the training, was GBV taskforce members capacity have been enhanced for better output and improved skills to support effective coordination and partnership among taskforce members, government ministries and all stakeholders implementing SGBV prevention and response interventions. Additionally, ICT equipment (computers and printers) were procured and turned over to GBV taskforce secretariat for onward submission to the Spotlight counties as part of the support to strengthen capacity and coordination. Supported medica Liberia through the transfer of a Low Value Grant to review the curricula of three justice and security institutions (namely, the Judiciary, Ministry of Justice and Liberia National Police) to integrate a manual to mainstream gender, prevent and address sexual and gender-based violence crimes. The project built on the gains made during the previous interventions and strengthened the capacity of eight (8) CSOs by providing them financial resources and technical support to effectively coordinate, monitor and report SGBV, HP cases and promote SRHR at subnational and community levels. As a result, sub-granted CSOs programs and structures were reviewed, and organizations strategic plans strengthened for the implementation of selected activities. Refresher trainings on SGBV/HP issues at subnational and community levels; and integration of SGBV/HP content into the training curricula of three national institutions (LNP, LNFS and MOJ) were conducted. Thirty (30) CSO representatives (18 female, 12 male) from eight (8) selected CSOs capacities were strengthened by Medica Liberia (mL) to develop a one-year costed strategic plan that prevent and respond to VAWG, including SGBV/HP, and promote women and girls’ SRHR. The CSOs were supported to review and revise their costed action plans developed in 2019. As a result, CSOs each of the eight (8) CSOs received a small grant of six thousand two hundred fifty United States Dollars (USD 6,250.00) to implement selected activities provided in their work plans. In addition, mL entered a four-month Memorandum of Understanding (MOU) and small grants contract to guide the partnership. Three (3) national institutions (the Liberia National Police, Liberia National Fire Service, and Ministry of Justice) were supported to integrate SGBV, HP, and SRHR in their personnel training curricula. The methodology for the integration included desk review of existing training materials and policies, development of training manual to fill gaps identified in desk review, a validation workshop, and training of trainers for relevant staff of the named institutions and other security institutions. Based on the gaps identified in the three institutions training curricula, SGBV, SRHR, and HP training manuals were developed. A validation workshop for the training Manuals/ Curricula of Justice and Security Agencies was conducted followed by a Training of Trainers (TOT) workshop which brought together thirty (30) participants (11 females, 19 males) from the justice and security sectors. The trainers acquired essential knowledge and demonstrated the ability to facilitate the manual. Technical assistance was provided to the Ministry of Gender and various ICT equipment and stationery were procured to strengthen the coordination mechanism among GBV task force members. This support was aimed at strengthening the capabilities of national GBV Task Force members in the Five Spotlight County. A total of 39 (19 males and 20 females) GBV taskforce members at the County level were trained in various topics identified to improved communication flow and improved coordination to prevent and timely intervene in SGBV and HP in national, local, and local governments. As a result of the technical and logistical support provided there were appropriate and efficient reports with other partners at national and community levels. Provided technical support and guidance to the Ministry of Gender Children and Social Protection which led to the transfer of funds for the development of the Country Gender Equality profile. As a result, the newly developed CGEP acts as a tool to provide timely and effective understanding of the current operating context in relation to gender equality and women’s empowerment (GEWE) to national and international partners. A verification visit was conducted in the Spotlight Counties during the project reporting period. The purpose of the visit was to monitor the implementation of the county-level coordinating mechanism (SGBV Task Force meeting) between the CSOs and other related SGBV stakeholders. As a result of the coordination and criminal justice actors’ trainings conducted in 2019 and 2020, CSOs coordinate closely through an established SGBV secretariats in all spotlight districts in addition to the government led GBV taskforce in the Counties. SGBV actors meet regularly, communicate through various means, and collectively provide support to survivors where necessary. Provided technical support and guidance to the Judiciary for the remodeling of two (2) Circuit Courts in Lofa and Grand Gedeh Counties for the establishment of victims’ protection rooms to facilitate speedy trials of sexual violence crimes. As a result, communities are increasingly reporting SGBV cases to be referred to the Courts in the selected counties for timely prosecution. With technical guidance to raise awareness and promote the operation of courts in Lofa and Grand Gedeh counties, two CSOs (Carefound-Grand Gedeh and PYCOSI-Lofa) were awarded low-value grants to raise awareness around the facilitation of speedy trials of sexual violence crimes. As a result, public confidence in the judicial system has been restored, citizens human rights have been promoted, and the devastating impact of SGBV on women, girls and other vulnerable populations have been curtailed. Provided technical support and guidance to WACPS/LNP and procured a variety of ICT equipment and stationery at the refurbished WACPS / LNP facilities in five Spotlight Counties. As a result of the technical and logistical support provided, WACPS / LNP capabilities are to improve the protection of generated documents, improve workflows, and respond appropriately to SGBV and HP at the national, local, and community levels. There have been improved coordination with other partners. During the reporting period, a total of one thousand three hundred fifty-six (1,356) cases of all form of violence were reported from various WACPS Units across Liberia. 677 (49.9%) of the crimes reported were sex crimes (rapes, gang rapes), 469 (34.5%) were domestic violence while 210 (15.4%) were other crimes (corruption of minors etc). Of the 677 sex crimes reported, 340 cases are currently in court, 128 cases awaiting court trial, 83 cases under further investigation while 103 suspects are at large. Renovated two (2) WACPS facilities in Zorzor, Lofa County and Sanniquellie, Nimba County. The refurbished WACPS / LNP facilities have radically changed the operations of WACPS in the County. As a result, WACPS staff have increased public confidence in law enforcement officers, with spacious facilities for privacy and comfortable working environment, as well as victim- and child-friendly facilities. This support has improved the performance in their overall operations. Provided technical support to the Ministry of Justice through the National Pathologist Unit which led to the procurement and hand over of assorted forensic equipment, furniture and clinical supplies for the Pathologist Laboratory Unit at the John F. Kennedy Memorial Hospital. As a result, forensic pathologists have increased confidence in gathering empirical evidence which further results to timely prosecution of cases in a gender-sensitive manner. Further, equipment are being used to strengthen the Pathologists forensic evidence gathering capacities which supports the government of Liberia’s effort to collect scientific pieces of evidence for the timely adjudication of Sexual and Gender Based Violence (SGBV). The use of the equipment builds on best practices and lessons learnt on the prosecution of SGBV crimes, harmful traditional practices, and violations of Sexual Reproductive Health Rights regionally and globally. With funding from the Liberia Spotlight Initiative Programme, the Sexual Gender Based Violence Crimes Unit of the Ministry of Justice in partnership with the United Nations Development Funds (UNDP), implemented the several sub-activities aimed at enhancing the prosecution of sexual violence cases in Liberia to include the provision of Psychosocial counselling and medical services (feeding, medical assistance and emergency package for referral cases, conduct travels to counties for legal investigation and relocation as well as monitoring visits to police stations, survivor’s homes, and one stop centres. Seemingly, the activities directly contribute to women and girls’ survivors of VAG, and their families are informed of and can access quality essential services, including longer term recovery services and opportunities”. The implementation of the activities covered five counties (Montserrado, Lofa, Nimba, Grand Gedeh and Grand Cape Mount) identified as Spotlight counties. A total of one hundred three (103) survivors of sexual violence particularly rape were beneficiaries. Beneficiaries per counties were: Montserrado-31, Lofa-10, Grand Gedeh-31, Nimba-11, and Cape Mount-20. Seventy-one (71) Psychosocial counselling sessions were conducted for survivors and their family members. • Montserrado: Survivors in the age range of 8 to 73 years benefited from cash distribution for relocation, counselling, and transportation. Feld visits were also made to survivors’ homes, police stations and one stop centers four times a week. • Lofa: Four (4) cases indicted and ten (10) Child survivors from various localities were relocated to Safe Homes and provided support. These survivors received psychosocial and reunification services outside of the crime scene community while residing with family members other than their parents. • Nimba: Eleven (11) Child survivors and two (2) Adult survivors were provided support (Psychosocial counselling and reunification packages in major Districts of Nimba County. • Grand Gedeh: Thirty-one (31) Child survivors received case management services. Twenty (20) survivors from the total number received support in the Safe Home, ten (10) survivors were relocated in the three districts in Grand Gedeh County and twenty (20) Psychosocial counselling sessions were conducted for survivors, • Grand Cape Mount: Twenty (20) Child survivors received relocation and psychosocial support. Twenty (20) Psychosocial Counselling sessions were conducted for survivors and their family members. Five (5) CSO supported to conduct activities for awareness raising on SGBV prevention and awareness as well as effectively advocate and lobby for change in laws and policies that are discriminatory and against women and raise awareness on the existing legal and policy frameworks that seek to address SGBV and HPs. Target 1.1: SCORE Wave III 3 was successfully conducted with three policy briefs produced and published including a) a policy brief on Women in Liberia, and reaching equality b) sustaining peace in Liberia, assessing opportunities and threats three years after UNMIL’s departure and c) livelihood resilience and escaping poverty in Liberia, assessing adversities and opportunities for livelihood security Target 1.2: The roadmap for peace and reconciliation was reviewed and harmonized and embedded in the costed 15 county reconciliation plans at a three-day stakeholders’ dialogue meeting held in Buchanan, Grand Bassa County, May 19 – 21, 2021. Key activities to support sustenance of peace as well as social cohesion were identified and are to be implemented starting 2022 provided funds are available Target 1.3: One peace education training was conducted for 75 students was conducted targeting 5 universities in Monrovia and Suacoco, Bong County. The universities included: African Methodist Episcopal University (AMEU), African Methodist Episcopal Zion University (AMEZU), United Methodist University (UMU) and University of Liberia (UL) in Monrovia and Cuttington University (CU) in Suacoco, Bong County. The students were trained to mediate and resolve conflicts in their respective schools and communities as well as gathering data and report to the PBO LERN Platform via SMS. Target 2.1: Four memorials are currently being constructed in four counties in Liberia including Behn Town Memorial in Grand Bassa, Bloh Town Memorial in Rivercess, Bopolu Memorial in Gbarpolu and Kpotomai Memorial in Lofa. The memorials are expected to be completed by January 31, 2022 holding all things constant Target 2.2: The Kwa ethnic group palava hut hearing was conducted in Central C District, Rivercess County between July 14 – 19, 2021. A total of 49 cases were heard and 48 amicably resolved involving 45 victims ((19 females and 26 males) and 34 perpetrators (2 females and 32 males). Under Programmatic and Institutional Arrangements, UNDP has mobilised an Advisory Team which is embedded in the MOH to support designated counterparts. The objective of the Plan is to accelerate improvement of Global Fund grant performance during and to support putting in place and sustaining stronger technical and operational capacities over the 2021-2023 period. The plan was informed by findings of the OIG audit which identified challenges for the MOH in program management, financial management, and supply chain management which posed significant risks and needed to be addressed to ensure that the grants met their performance targets. Key audit recommendations included strengthening financial management, especially asset tracking; improving sub-recipient management and oversight; improving programme design and strengthening governance of the procurement and supply management system. 1. Support the Ministry with the improvement of the financial management of grant funds including the role out of Net Suite In order to improve the performance of grants, the MOH is also moving towards Performance-Based Contracts (PBC) from January 1, 2022, for staff receiving remuneration under the Global Fund grants either as full salary or top-up incentive. To support this process, UNDP supported the MOH with the following key tasks: • Development of PBC Implementation Guide • Revision of Job Descriptions • Orientation of managers and supervisors on PBC by the HR Unit • Undertaking of the Skills Assessment for key staff; March - June 2021 • Undertaking of the Compensation Analysis of Global Fund project remuneration in relation to similar projects and the proposed Civil Service Salary Scale; March - June 2021. To improve assets management, the project supported the MOH with the clean-up of the Fixed Assets Register. This was submitted to the Global Fund. Furthermore, updates in NetSuite were made with the MOH accountants to improve assets tracking and management. The project supported the preparation of the grants budgets for the TB/HIV grant, Malaria grant and Covid-19 grant. MOH has signed agreements with 18 implementing partners; the project supported the drafting of the agreements. In addition, a Quarterly Programmatic and Financial Management Reporting Template was drafted and has been adopted by the MOH. This template is being used by the implementing partners for their reporting. Technical support and input were provided for the following planned surveys/studies: o Review of the findings report of the ACT Compliance Study; o Harmonized Health Facility Assessment (HHFA) Data Collectors and Supervisors training and pre-test assessment; o Support to the development of the protocol of the HIV Sentinel Surveillance Survey. Completed a HIS and M&E systems assessment to support the on-going drafting of the Data Quality and Improvement Plan. Conducted an analysis of the impact of Covid-19 on the utilisation of key health services in Liberia - based on 2019 and 2020 DHIS data. 1. Output 2.2. Output 2.2. A pilot reduced impact commercial timber extraction based on agreed national guidelines in at least one CF (Sokpo/ Konigar-B within the Northwest Forest landscape. This initiative will utilize a tool developed by USAID in 2016 “Best Practices for Community-Based Low Impact Timber Harvesting in Liberia” as well as leverage on the experience of the Ekuri Community in Nigeria, which won the UNDP's “Equator Award” in 2004 in recognition of the community’s successes in reducing poverty through conservation and sustainable forest management. This outcome will address capacity barriers 1 and 5 by promoting sustainable alternatives for wood, charcoal and bush meat, and increasing livelihood opportunities for communities through promoting climate-friendly income-generating activities and promoting sustainable forest management activities linked to CCA and other communities. Under Output 3.1 the project will set up an agroforestry scheme (forest friendly cocoa, other crops) in at least 20 target communities with approximately 500 household beneficiaries from 500 ha at 1ha per household). Cocoa agroforestry scheme proposed for this project provides for a production system that incorporate development of cocoa and non-cocoa tree species (indigenous forest species) on the same plot along with fruit trees and vegetables. This design is intended to enhance the potential to achieve a range of benefits to the environment, climate, cocoa production, and socio-economic systems which may address deforestation, farmers’ livelihoods, and forest restoration.
