The import and use of chemical substances, including POPs, is regulated by the Constitution of the Maldives legislative acts and normative-methodical documents. However according to the NIP (2016) analysis of existing legislation on POPs treatment shows the lack of a normative base for POPs treatment. One of the main challenges encountered in improving the management of POPs, chemicals and their wastes in the country is the fact that legislation regulating certain aspects of chemicals (such as Waste Management) and draft bills of regulations specific to chemicals (such as the Pesticides Bill and the Chemical Regulation) do exist in the country but are not yet adopted or implemented/enforced properly. The same goes for Article 5 of Law no 4/75 “Substances prohibited to be brought into the Maldives”, for which the ministry has formulated the relevant regulation as stated in Article 5, however, it is yet to be implemented. The implementation of these regulatory aspects has been said to be delayed due to the unavailability of trained staff, lack of technical capacity, lack of financial resources, lack of high-level commitment and responsibility in comprehending the real impacts of such laws, the lack of a national chemicals database, the lack of a general baseline indicating the usage and disposal of these chemicals, a lack of analytical capacity, among other aspects. Since the ratification of the Stockholm Convention in 2006, there has been no specific action towards the environmentally sound management of POPs at national level. The 2016 NIP identifies PCB management as the most urgent priority of the country in terms of POPs management. According to the PCB inventory (undertaken as part of the NIP), potentially PCB containing equipment is present on the five (5) most populous islands of the Maldives. Based on export data from customs, the only types of hazardous wastes being exported are waste oils and car batteries, although quantities fluctuate considerably per year. On average (2014 – 2018), 185 tonnes of car batteries and 73 tonnes of waste oil were exported on a yearly basis for recycling and treatment abroad. Any other types of hazardous waste are not being treated/exported but are disposed of at municipal waste dumpsites or stored until disposal solutions will have been identified. The global e-waste statistics partnership estimates that yearly 2,500 tonnes of e-waste are being generated in the Maldives. As e-waste (for now) has the same HS code as scrap metal, no data is available on the amount of e-waste being collected and exported. The Maldives Customs Service (MCS) has a training academy which conduct trainings periodically in collaboration with the Ministry of Environment on CITES and the identification of ODS. The Ministry of Defence (MoD) maintains a Central Chemical Management System (CCMS) called “MAKUDI” which will be operational starting February 2020. CCMS maintains records of all chemical imports and was developed with SAICM support. The only hazardous waste inventory that has been conducted so far has been the NIP POPs inventory which was compiled in 2016. The NIP inventory did not cover any other hazardous wastes generated in the country. Hence, currently no data on hazardous waste generation and/or stockpiles are available. A municipal waste assessment is being conducted under an ADB funded project (2018 - 2023). A Chemicals Regulation was adopted/approved in 2019 and contains aspects related to: a) Labelling and import of chemicals; b) Sales of Chemicals; c) Storage of Chemicals; d) Transport of Chemicals throughout the country. Local pressures such as overfishing, pollution, and habitat degradation further weaken coral resilience, threatening marine biodiversity and economic sectors like tourism and fisheries. Socioeconomic vulnerabilities, including high dependence on coastal resources, limited climate data, and constrained financial and technical capacity, exacerbate these risks, making climate adaptation a national priority.In response, the Maldives has undertaken ambitious initiatives to strengthen climate resilience and reduce carbon emissions. The Government of Maldives has committed to a 33% reduction in emissions by 2030 and aims for carbon neutrality, contingent on international support. At COP29, the Maldives emphasized the role of renewable energy, innovative technologies, and nature-based solutions in climate adaptation and mitigation. The country’s Nationally Determined Contributions (NDCs) focus on energy, transport, tourism, and agriculture, integrating community-driven and gender-inclusive approaches.This project aligns with these priorities by promoting coral reef conservation and renewable energy integration in marine protected areas. Through capacity building, infrastructure enhancement, and local adaptation initiatives, it fosters sustainable livelihoods, advances gender equality, and strengthens governance.
