Thus, supporting artists and creators, especially those that are now freelancers in sectors of creative industries, is important in order to support shift from grey to green economy and bringing thus these young people at sustainable path agenda to follow. - The first 3D cinema in Mojkovac, in the Centre for Culture Nenad Rakocevic Equipped. The refurbished modern cinema will enrich the cultural offer of the city and make Mojkovac the northern hub for 3D movies. - Equiping Cultural Centre in Ulcinj. - Technical documentation for Revitalization of the former prison Jusovaca is being prepared, with an aim to repurpose it into a creative hub. The new concept combines art, ICT and entrepreneurship, which can open a wealth of new opportunities. The aim is to advance the contemporary creative scene in Montenegro and make it more receptive to both authors and audiences. - Two international competitions for innovative architectural urbanistic solutions have been organized with participation of more than 150 young architects and creators. - More than 100 entrepreneurs and young creators from the territory of Bijelo Bolje, Mojkovac, Berane and Petnjica took part in the research of creative industries, assessing its capacities to boost economy and stimulate growth. Increase of the share of the e-vehicles in the overall number of registered vehicles in Montenegro - double compared to baseline Transport in Montenegro’s is the only sector with growing GHG emissions, reaching 0.573 million tCO2e or 20% of the national GHG emissions in 2015, and forecasted to reach 0.993 million tCO2e or 30% of the national GHG emissions in 2030. It is characterized by progressive increase of total number of registered vehicles with at the same time aging vehicle fleet. Road transport is the dominant mode of transport with a very low share of public transport in modal spit while the transport almost entirely depends on fossil fuels. Public transport by bus provides low quality services, with old buses, unreliable schedules and low frequency; furthermore, the lack of integration among operators results in inconvenient transfers, need of various tickets and lack of adequate coverage of the territory. The growing car fleet and its high emissions levels are the consequence of (i) this inadequacy of public transport; (ii) increasing car affordability (motorization rate growth slightly above 2% in the last 5 years), despite low population growth and a sluggish economy, based on the importation of high-emitting second-hand cars from the EU; and (iii) low awareness among the population of the climate impact of car transport. Climate change and climate variability have been increasing the frequency, intensity and impact of flooding in the Drin River basin. Historical flood data from the Western Balkans suggests a more frequent occurrence of flood events, attributed to an uneven distribution of precipitation and torrential rain, particularly over the last decade. More and larger areas and, therefore, a greater population numbers are being affected by flooding with a strong impact on national economies. Future climate scenarios project a further increase in the likelihood of floods as well as in their destructive nature. The Law on Innovation Activities regulates the institutional, governance and financing framework for innovation ecosystem in Montenegro. One of the most important measures introduced by Law is establishment of the Innovation Fund as well as Technology Transfer Office at the national level. Indicator is related to the knowledge of the inspectors in dealing with the developed methodologies which are the highest standard of the inspection supervision. UNDP has been partner to the Ministry of Public Administration in conducting of the strategic goals in public administration reform and gender mainstreaming in overall policy framework in accordance with international commitments and national legal framework. UNDP had specific project dedicated to development and integration of the gender mainstreaming as a principal criterion in policy development between 2019-2021 setting up the wide partnerships with Parliament, Government and civil society organizations offering assessment of the gender mainstreaming practices and capacities. Informed by these findings UNDP offered strategic guidelines and a number of gender mainstreaming tools, methods, and strategic discussions about needed institutional transformation. Project created clear linkages between gender mainstreaming principles and ongoing public administration reform. Human Resource Management Authority (HRMA) was in the centre of the abovementioned assessment as a key institution responsible for the overall capacity development in the Government. Despite advancements in legal frameworks and policy initiatives driven by EU accession and the SDG 2030 Agenda, patriarchal norms and systemic discrimination persist. Women in Montenegro continue to face significant inequalities in decision-making and economic participation and are subject to high levels of gender-based violence and job insecurity. Deeply entrenched traditional values and social norms hinder progress, with structural segregations visible in traditionally male professions and the education sector. While women’s rights are supported declaratively, practical progress remains limited, as shown by the Gender Equality Index. Political participation for women is notably low, and gender-based hate speech and misogyny are prevalent.The Project aims to address the backlash against womens rights and gender washing through targeted strategies aligned with three key objectives. Firstly, it seeks to support gender-responsive and people-centered justice and security service delivery by implementing initiatives to counteract gender washing and promote genuine gender equality within these sectors, while strengthening mechanisms to address gender-based discrimination and violence. Secondly, the project aims to promote women’s meaningful participation and leadership in the justice and security sectors by facilitating capacity-building programs, mentorship opportunities, and advocating for gender-responsive policies and practices. Lastly, the project endeavors to contribute to shaping the policy discourse on gender equality and rule of law through innovative, intersectional, evidence-informed analytics and learning, conducting research, engaging in policy dialogue, and advocating for policy reforms that address systemic barriers to gender equality and the rule of law.
