Stronger stakeholder engagement in this process is essential for the long term management of LME resources as is a long-term investment plan to support stress reduction improvements. 1. (b) Angola: Phase 1 structures put in place for mussel production in Coata, Benguela; 35 women trained on model 1 and 2 for mussel processing; marine species book finalised and published; first draft of Ocean Strategy completed. (c) South Africa: A number of activities took place at the Swartkops Estuary, including installation of floating wetlands, construction of filtration traps at identified pollution hotspots etc. There is interest to expand and replicate the experiences at Swartkops Estuary to similar strained ecosystems. 3. Significant progress has been made towards establishing national coordinating structures for the domestication of the SAP. The South African National Inter-Sectoral Committee (NICC) launched and met every quarter in 2021. The Namibian National Inter-sectoral Committee on Ocean Governance (NISCOG) is also active in the coordination and governance of the Namibian national activities. Angola has resolved to strengthen the existing national Ecosystem Advisory Committee so that it fulfils the role of inter-sectoral coordination. 4. Transboundary Diagnostic Analysis finalised in 2021. 1. National validation workshops for the three guidelines to be conducted in Q1 of 2022. 2. Demonstration projects completed. National consultations have been convened in all member states to review the draft guidelines and the final validation workshop was held in August 2022. 2. Demonstration projects: (1) Namibia: Blue Economy Policy - A National Technical Inter-Ministerial Committee on Blue Economy has been supported to develop Namibia’s Blue Economy Policy. The draft policy has been produced, however, has not been submitted for Cabinet endorsement as yet. (2) Angola: (1) A demonstration focusing on small-scale community level mariculture of bivalves in coastal communities in the Benguela Province, Angola resulted in the construction of the mussel productions infrastructure of approximately 3kg per meter of ropes, which translates to a total of 90kg of mussels was completed. Infrastructure monitoring is continuously carried out on a monthly basis, which assesses mussel growth and quality of nutrients at the farming site. (2) The Ocean Strategy was not validated (3) South Africa: Develop management plans for two (2) Marine Protected Areas (MPAs) - Estuary rehabilitation and MPA management capacity development in South Africa. 3. BCC National Action Plans (NAPs) adopted by all three countries - A NAP validation for Namibia was held in July 2022 after the submission of the draft consultancy report in May 2022. The project supported the establishment and operations of National Inter-sectoral Coordinating (NICs) structures for national Convention domestication and SAP implementation. Including sector integrated structures for development of Strategy for the Seas in Angola and the Blue Economy policy in Namibia. NICs serve as structures promoting Science-to-Governance and supported NAPs development. 4. Minister of Environment Forestry and Tourism. • The official launch of the MEA Unit by Hon Minister • The MEA unit conducted 3 meetings in the reporting period. • 7 MEA Unit members received training on how to operate the Drones for MEA monitoring activities. 3.Develop training manuals for communities on new spatial monitoring and GIS SYSTEM • Several data sources to inform the long-term monitoring were identified, some collated (i.e. wildlife counts for conservancies overlapping the project landscapes) and others requested (agro-ecological zones, carrying capacity, soils, regional planning GIS database, aerial photography, various vector datasets suitable for topographic map production mapping at 1:50 000, high-resolution aerial images and satellite images, dwelling units from the recent census mapping project and the latest National sampling frame) as these are not in the public domain. • Maps for long-term plots were developed that would be used for long-term monitoring of LDN, NBSAP, AND AFOLU Indicators. 4.Develop management plan for two State Forests, and develop communication, implementation and financing strategy with three Regional Councils leading to Gazetting the Kanovlei and Hamoye State forests. • The Gazetting Notice for the Gazetting the Kanovlei and Hamoye State Forests have been published and approved which equates to a combined 33 048 ha of forest under state protection. • A Consultation Meeting with the Mafwe Traditional Authority on Gazetting the Zambezi State Forest was undertaken, 5. Develop a ILM training manual 6. 60 beneficiaries equipped with skills on extension of ILM and 10 water management committees trained. • A Learning exchange was conducted with participation from 3 Community Forests and 3 conservancies from the Ohangwena and Zambezi Regions with a total number of 31 (11F; 20 M) within 3 regions in the Nkulivere, Okongo, and Zambezi Landscapes. The learning exchange focused on how to implement Community Forest and Conservancy co-management as well as creating Income Generation for Community Forests and their members • A Regional Intergraded Land Management Workshop was conducted to sensitize regional stakeholders on the concepts of Integrated Land Management and stakeholder coordination. In addition, the workshop discussed ILM activities that will be implemented by the project. A total of 63 regional stakeholders from the 5 landscapes were reached, of which 24 were female and 39 were male. 7. Develop Integrated Land Use Plans for each landscape (management guidelines for protection, sustainable use, restoration and sustainable farming) • A template for Participatory Land Use planning was developed to be used as a guideline for Land Management planning in the 5 landscapes • The MSCS member received training on Participatory Land Use Plan (PLUP) and Integrated Landscape Management. • A Review of Integrated Regional Land Use Plans was conducted to find recommendations on a basis for scaling up participatory planning and management in landscapes and make recommendations • A workshop on Participatory Land Use Planning (PLUP) Workshop conducted for regional stakeholders and CBOs Including officials of DAPEES and DOF In the 5 landscapes with a total of 86 (32F; 54M) participants. 2.1.1 Five (5) Multi-Stakeholder Coordination Structures are currently in place in the 5 landscapes to assist in the implementation of Integrated Landscape Management. • All five landscapes have finalized their ILM plans with targets set for over 317 534 ha of land to be managed for multiple global environmental benefits across the 5 landscapes. The plans were finalized in collaboration with the MSCS in the landscapes. • In the Omaoipanga landscape, a coordination structure has been established in consultation with landscape stakeholders and two meetings have been conducted thus far. The structure is comprised of 16 (6F; 10 M) members. • In the Nkulivere landscape, the Mpungu Constituency Development Committee (MCDC) has adopted to take up the role of coordination structure rather than establishing a new duplicate structure. The structure has 24 (7F; 17M) members Two meetings have been conducted. • The Ruacana landscape has endorsed its MSCS during the current reporting period. The structure consists of 33 (15F; 17M) members. • In the Zambezi, the MSCS has 15 ( 7F; 7M) members. Two meetings have been conducted by the structure thus far. • In the Okongo landscape, the MSCS is comprised Of 23 (6F; 17M) members. The structure has had one official meeting thus far. 8. Conduct 1 cost benefit analysis on Regional Forest Reserve (RFR )/CF. • A situational Analysis was conducted to determine the potential to demarcate a Regional Forest Reserve or any other form of conservation in the Nkulivere Landscape. 9. Two earth dams constructed and drill 1 borehole in Nkulivere to improve water access. • Work on the rehabilitation of an earth dam at Nepara village was completed. The earth dam will support sustainable management and restoration • A total of 7 boreholes, 4 in Okongo, 1 in Nkulivere and 1 in the Zambezi, and 1 in Omaoipanga were drilled. was drilled in the Zambezi landscape to support agroforestry, sustainable rangeland, and crop management. • Seven (7) Environmental management plans are developed for the 5 boreholes and two earth-dams in Okongo and Nkulivere Landscape • 39 (7F; 32M) Water Point Committees in the Okongo and Nkulivere landscapes were revitalized /established. The committees received training on Water Demand Management and basic rangeland management for the water points in line with the Environmental Management Plans developed. • 12 (1F; 11M) Borehole caretakers were also trained for the Okongo boreholes to ensure basic maintenance of the boreholes. • A learning visit was conducted by the Omaoipanga, Okongo, and Ruacana landscapes. The learning was aimed at exposing the landscape coordinators and GRN officials to the implementation of restoration activities such as sand storage dams and their operations for replication in their respective landscapes. Eight (3F; 5M) people attended the tour • A total of 33 community youth were employed for the de-bushing and digging of pipe trenches for the Borehole construction in the …. landscape 10. Establish 2 demonstration nursery in Omaoipanga Landscapes for conservation farming. • The construction of 3 plant nurseries were constructed in the Okongo, Omaoipanga, and Ruacana Landscapes respectively. The nurseries will have both indigenous and fruit plants with an aim to encourage tree planting in restoration efforts. 11. Train 50 new harvesters on devil’s claw harvesting in Nkulivere Landscape • Two hundred and twenty-eight community members across 8 villages in the Nkulivere landscape were trained on Devils Claw sustainable harvesting practices. • 114 (79F; 35M) Community members in the Nkulivere landscape successfully harvested and sold 3445kg of devil’s claw and made a combined total of N$ 113 685 in the 2021 harvesting season. 12. Restoration of forest and savannah over at least 10,000 hectares, zoned to meet LDN and NDC targets • A total of 50 schools (10 per landscape) registered to be part of the tree planting initiative. These schools were supported with equipment and farm inputs to implement tree planting. • A total of 800 Trees were planted across the 5 landscapes which translates to 0,844 ha of land planted. This is in support of savannah and forest restoration by encouraging tree planting at a young age. • Seed collection protocols for the Zambezi and Nkulivere landscapes were developed and seed collection has commenced in the Zambezi landscape. The seeds will be used for the nurseries and planting grass fodder plots. • Twelve (12 ha (6 x 2ha)) of land across 6 villages in the Nkulivere landscape has de-bushed and thinned. Within the 2ha, a small demo plot has been put aside as a demonstration site for grass cultivation. Two hundred and seven (207) (93F; 117M) community members across the 6 villages were trained on basic rangeland management and reseeding palatable and perennial grasses by DAPEES. 13. Extension support to promote agroforestry and sustainable crop/rangeland management, across at least 15,000 ha • One hundred and fifty-six (76F; 80M) Regional Forestry officers and community forests Management members from 10 Northern Regions received training in Sustainable Forest Management and income generation from Forest Resources. • Twenty-eight (11F; 17M) Forestry officials received training on the enforcement of environmental legislation and 23 (10F; 15M) officers were certified as Peace officers. • An Action plan on Enforcement to uphold environmental legislation was developed by DOF. The document will be used as a guide to build capacity, source funding, and support DOF to uphold and enforce environmental legislation. 14. 3 PPP on nature based enterprises entered into with project support • Eight hundred and seventy-seven goats were procured and handed over to 75 (48F; 27M) beneficiaries in support of livelihood enhancement as well as rangeland management. • Five Feasibility study reports for 5 Nature Based Enterprises across the 5 landscapes were found feasible. The Final reports for all the projects were presented to the respective Regional Councils and Beneficiary communities. • Expression of interest for 4 Nature Based Enterprises (NBE) have been advertised for joint investments in the NBEs. • The Mutjimagumwe Woodwork cooperative members received training on how to establish and run a cooperative. The training resulted in the successful registration of the group as a cooperative under the MAWRL. • The business and procurement plan for the Pilot plant for bush control for National Youth Service has been completed. 15. Award at least 20 grants of up to $50,000 (4 per landscape) to CBOs community groups for agroforestry and sustainable crop/rangeland management, and/or nature-based enterprises • Fourteen grants have been awarded across the 5 landscapes to promote ILM through agroforestry, rangeland management, and Nature-based enterprise with a total of 47 ( 25F; 22M) Direct beneficiaries. • 4 grants in Okongo Landscape • 2 Grants in Zambezi Landscape • 3 grants in Ruacana Landscape • 1 Grant in Omaoipanga Landscape • 4 Grants for Nkulivere Landscape • To meet the target of 20 grants, a second call for grants was advertised. • A total of 214 (126F; 88M) grant applicants across the 4 landscapes have received training on finance and M&E reporting. • EIF Led Investment conference to explore the potential ways to enhance access to finance, technical assistance and market information to pilot and scale up the integrated landscape management approach and sustainable enterprises Concept Note has been finalized and Technical and logistical teams are appointed. 16. Draft Sustainability Plans • A baseline survey of the funding sources for Natural Resource Management was conducted to provide baseline information on the funding landscape and serve as a guide for the implementation of component 3 activities. 19. Conduct the MTR An MTR for the project was conducted Additional activities for 2022: • A review of the Sand and Gravel Mining regulations was undertaken The review is aimed at updating the existing regulation based on consultations being conducted. • In support of the SFMP For Okongo CF, an annual Fire Management plan was developed resulting in a total of 4999ha of forest being protected against wildfires. • Zambezi landscape developed a fire cutlines maintenance protocol of which 38km of cutlines will be maintained which translates to 57 ha of land that will be protected against fire. • Intergraded Forest Management Plans, as well as Fire Management plans for Bukalo Community Forest (CF), Sikandjabuka CF, and Zilitene CF, were developed the documents are meant to guide the Community forests on sustainable forest management practices. This is a total area of 18511 ha of Community Forest that is under improved management with the guidance of the Management Plans. • The Gender Mainstreaming ILM Manual has been developed and translated into 5 local languages spoken in the 5 landscapes (Oshiwambo, Otjiherero, Rukwangali, and Silozi). • Gender sensitization and empowerment training targeting women was conducted in the Omaoipanga landscape with a total of 35 women reached. • Gender Integration Assessment was conducted to assess the milestones achieved with the integration of gender in the project activities and identify gaps and opportunities. • Sex disaggregated data to capture gender statistics was developed and updated. • Indigenous Peoples Plan was developed to document the identified and specified actions for affected indigenous communities that have been identified as measures for avoiding, minimizing, or compensating for negative impacts. Some areas in these parks have also been used by domesticated livestock (goat, sheep and cattle) to graze inside the park which can result in the spread of bovine diseases. 2. Renovation and reconnection of water troughs in the parks so that waterholes can be shifted from the peripherals of the parks to discourage congregation of high value species and other games around waterholes on the outskirts of the parks which may instigate poaching as an anti-poaching initiative. Activity 2: Climate change and resilience This activity was carried out under Climate Promise I in 2021. The activity will be scaled-up under CP II in 2023. Activity 3: Human Resource and Technical Capacity 1. UNDP supported the preparation and participation of the Namibian country delegation to the UNCBD COP 15 which resulted in the national paper towards key interventions at the CBD COP in areas of Access and Benefit Sharing (ABS), Marine and Terrestrial Biodiversity and the Financial Mechanism of the COP. 2. Training of, and dialogue with tertiary education students in environmental-related fields on the three Rio conventions which crystallised a common position resulting in the development of Namibian Youth Position Paper on the CBD. 3. The Namibian College of the Arts (COTA) were supported through an Art Competition and an Exhibition under the Stockholm +50 Consultations project with the aim to raise awareness on climate change mitigation and the human/environment development nexus. 4. Public education and awareness raising exercises undertaken on climate change, land degradation and biodiversity through National Television and local language radios featuring high-ranking UNDP/MEFT officials under the Stockholm +50 Consultations project. 5. UNDP supported Namibias first participation in the “Great Southern Bioblitz”, a four-day effort to record all the living species in a designated area in the global south thought the Namib Research Institute at Gobabeb. This resulted in logging more than 2,300 observations of plants, animals and lichens with identification of over 550 species. The principal aim of the Great Southern Bioblitz is to highlight the phenomenal biodiversity found across the Southern Hemisphere. An additional purpose is to foster public engagement with nature, through the citizen science app, iNaturalist (www.inaturalist.org/). 6. Namibia participated in the Stockholm + 50 consultations in four regions in which 202 (81M, 121F) people reached with the consultations with the focus on climate action, early warning systems, food security. The feedback report for Namibia was consolidated along with other country reports to produce a global report presented at the 27th Conference of Parties (COP 27) under the UNFCCC in Egypt 2022. 7. There has been a deliberate request for stakeholders to nominate more women to attend trainings on the 2006 Inter-governmental Panel on Climate Change (IPCC) software. Deliberate attempts have been made to increase the number of women and youth to serve on the national GHG, mitigation and Vulnerability and Adaptation (V&A) working groups. Results for Indicator 2: • The MRV portal has just been finalized and awaiting testing, official handover to NSA accompanied by the training of various stakeholders. The trainings, handover and deployment of the portal is planned for the remaining two quarters of 2022. A draft Memorandum of Agreements (MoA) was drafted and submitted to legal advisors in the Attorney Generals office for further input and legal advice (provided as evidence). Once the legal content is approved, several MoAs will be drafted for the various data providers. Results for Indicator 3: • The final revised and aligned NDC and an accompanying technical report have now been published on the NDC registry website. A validation workshop was held from the 19th to the 20th of May 2022. The revised NDC is currently awaiting high-level validation before being tabled to the Cabinet for approval and eventually submitted to the UNFCCC. Results for Indicator 4: • The project aims at improving institutional capacities for enhanced transparency activities. This has been done through developing tracking tools which are being incorporated in the MRV portal, and through training workshops. A total of 25 technical experts from various key stakeholders participated in the training among whom there were 10 women and 15 men. Outcome 1 Results for Indicator 5: • A draft Gender mainstreaming document into the NDC is in place (provided as evidence). A gender sensitivity indicators framework has been developed and included in the MRV portal. This activity is also supported also by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH under the Climate Change and Inclusive Use of Natural Resources (CCIU) project. No gender mainstreaming workshop took place during the reporting period. Results for Indicator 6: • The capacity building of the NSA, who will be hosting the platform is planned for during quarter 3 of the year 2022. So far no government agency have used the MRV platform because it has just been developed. The first phase of training will only be provided to NSA and MEFT on the use, maintenance and updating. The second phase will include the working groups collecting, entering and updating data onto the software. Outcome 2 Results for Indictor 7: • At least 30 data providers and working group members have participated in training courses on the 2006 IPCC guidelines and software, as well as the 2019 refined IPCC guidelines. Details of the dates and workshop reports are given above. A total of 28 lectures and researchers from various academic institutions participated of which 12 were men and 16 women. Results for Indicator 8: • The project is on track to achieve this indicator as the Terms of Reference to develop a detailed QA/QC plan are currently being developed. This work will be initiated in Quarter 3 of 2022. The full fledged QA/QC plan will cover all the sectors, which are: Energy, IPPU, Waste and AFOLU. Outcome 3 Results for Indicator 9: • An MRV template for support needed and received is yet to be developed, however this work will commerce during quarter 3 and 4 of 2022.
