1. Incorporation of cultural and traditional values and approaches in natural resources protection and management
2. The freshwater lens safeguarded in the long term
3. Terrestrial and reef species are being utilized on a sustainable basis to an increasing number of community members

Outcome 1:
1.1 Extent of the protected estate in various forms and through different protective mechanisms
1.2 Efforts in place for the recovery of species at risk
1.3 Status of completion and adoption of management plans for various conservation areas

Outcome 2:
2.1 Promotion of R2R approach by Village Councils and Government departments
2.2 The extent to which biodiversity and natural resources are taken into account in central and local planning, management and daily life
2.3 Level of awareness, sensitivity and understanding of the value and vulnerability of natural resources</narrative>

1. Cultural values and constraints are reported as being eroded away
2. Freshwater lens at risk from agricultural chemicals, and septic tank effluent
3. Some reef species such as Tridacna sp., and Holothuria sp., have been reported as diminished. Peka, Lupe and Uga populations have declined; utilization rates to be established during the first year

Outcome 1:
1.1 Tapu areas are many but not all are known or acknowledged; Huvalu Forest Conservation Area (5,400 ha) and Namoui Marine Reserve (27.67 ha) are the only Protected Areas
1.2 Hega (blue-crowned lory) and the olive small-scaled skink are considered endangered; Uga and Peka are currently considered as threatened. Both are being harvested unsustainably.
1.3 Huvalu Conservation Area and Beveridge Reef – no Management Plan; Reefs covered somewhat by Coastal Management Plan

Outcome 2:
2.1 There is currently no comprehensive, holistic approach applied by Village Councils or Government Departments to natural resources management
2.2 Neither sector plans nor Village Development Plans can be said to have mainstreamed biodiversity considerations
2.3 There is a certain level of awareness but it is not deep. The baseline will be established through survey at the Inception Phase</narrative>

Project Objective:
1. Culturally significant species, habitats and methods of conservation are identified, recorded and being built upon
2. Biodegradable or certified organic agri- chemicals used exclusively; and at least 80% of septic tank effluent treated, such that risk of contamination of the freshwater lens controlled or removed
3. Access or utilization by communities for food and other uses increased by 25% but on a sustainable basis

Outcome 1:
1.1 Additional 2550 ha of terrestrial ecosystems; additional 4500 ha of marine ecosystem; and, additional 200 ha of reef, protected by various instruments by the end of the project
1.2 Species Recovery Plans for Hega and the olive small-scaled skink formulated, adopted and being implemented; Species Management Plans for Uga and Peka formulated, adopted and being implemented.
1.3 Huvalu Conservation Area, Beveridge Reef MPA, Western Reef Conservation Area, and new Confluence Conservation Area, all with management plans adopted and being implemented

Outcome 2:
2.1 New Village Development Plans, and reviewed existing ones, showing an explicitly comprehensive (R2R) and integrated approach towards land, water and natural resource management.
2.2 Corporate Plans, Annual Work Plans and similar key documents, showing an explicitly comprehensive (R2R) and integrated approach towards land, water and natural resource management; together will collaboration across departmental boundaries.
2.3 Biodiversity considerations become an explicit element in policies, plans, strategies and similar instruments

              <narrative>End of Project Targets:

Outcome 1:
1.1 All 14 villages have confirmed commitment of over 17,000 ha as terrestrial CAs.
1.2 Olive small scaled skink rediscovered, and appears to be fairly robust, given species found on both western and eastern coastal areas. Note discovery on coast of the capital Alofi, the most populated village, indicates high survivability despite highest presence of households and associated pollution and waste, pests, and human and vehicular traffic. More research needed and recovery measures to be formulated for implementation.
Public sightings reported of Hega at numerous locations early in the project, audio recordings indicate presence in vicinity of Huvalu forest, though more research needed, and formulation of recovery plans for implementation. Management planning to provide further specifics to manage the uga in each village.
1.3 The management plan will be submitted to cabinet for endorsement before being launched separately in Hakupu and Liku villages 2020. 40% of EEZ approved by cabinet for Niue’s large scale MPA inclusive of Beveridge reef and Antiope reef. Marine spatial management planning undertaken. All 5 villages in the central confluence zone have committed significant % primary and secondary forests to terrestrial CAs.
Management plans are being developed on an individual village basis, though keeping in mind connectivity principles between village primary and secondary forests for terrestrial species regardless of formal village boundaries.

Outcome 2:
2.1 New Village Development Plans, and reviewed existing ones, showing an explicitly comprehensive (R2R) and integrated approach towards land, water and natural resource management.
2.2 Corporate Plans, Annual Work Plans and similar key documents, showing an explicitly comprehensive (R2R) and integrated approach towards land, water and natural resource management; together will collaboration across departmental boundaries.
2.3 Biodiversity considerations become an explicit element in policies, plans, strategies and similar instruments
An improvement of 20-50% in awareness and understanding as measured by a repeat survey.</narrative>

              <narrative>End of Project Targets:

Peka survey results indicate population increased to pre-2004 cyclone Heta numbers with fairly consistent tallys in 2012 to 2019 surveys. Population however not sufficient to allow sustainable harvesting, though shooting season being considered by newly formed Government due to pressure from MPs and village constituents. A managed course of action to be recommended to Govt.
1.3 Huvalu Conservation Area, Beveridge Reef MPA, Western Reef Conservation Area, and new Confluence Conservation Area, all with management plans adopted and being implemented

              <narrative>Outcome 1:
1.1 80% of project target achieved. All 14 villages have confirmed commitment of over 17,000 ha as terrestrial CAs and 40% of EEZ declared Moana Mahu LSMPA. Additional SMRA MPs under development.
1.2 Species recovery to be incoporated as part of CA and SMRAs plans. More research needed and recovery measures to be formulated for implementation however this could not be completed due to COVID19 travel restrictions into Niue to complete research work required. Public sightings reported of Hega at numerous locations early in the project, audio recordings indicate presence in vicinity of Huvalu forest. Management planning to provide further specifics to manage the uga in each village.
1.3 The Huvalu management plan Hakupu and Liku villages, Management plan for SRMA 90% completed. 40% of EEZ approved by cabinet for Niue’s large scale MPA inclusive of Beveridge reef and Antiope reef. Marine spatial management planning ongoing. All 5 villages in the central confluence zone have committed significant % primary and secondary forests to terrestrial CAs. Terrestrial CA plans to be completed in 2022.

Outcome 2:
2.1 Management plans for SMRAs and terrestrial CAs provide biodiversity management provide key priority R2R themes for mainstreaming of R2R across all stakeholder sectors.
2.2 SMRA & CA Management Plans purpose is to promote sustainable management practices in communities and nationally. These form the core guiding documents for future conservation and sustainable resource management in terrestrial CAs and SMRAs in Niue.
2.3 Community outreach continues 2021 to ensure project ends with high visibility, to cement the concepts and conservation management themes discussed and committed to date. Questions conducted in 2018-2019 at annual showdays and events. Further surveys to be conducted online prior to project closure.</narrative>
