The citizens’ perception of how they appreciate the leaders and the services do contribute by 10% marks to districts’ IMIHIGO performance evaluation. The aim is to promote citizens’ centered governance and enabling citizens to hold their leaders accountable for their decisions and actions that affect citizens’ development. Overall, the citizens’ satisfaction with services provided by local government entities stands as 75.22% in 2020 (reflecting an increase of 4.82% from 2019 - 70.4%) while their satisfaction with their participation in development processes stands at 82.53% (reflecting an increase of 9.43% from 2019 - 73.1%). Significant progress was made towards strengthening the capacity of local government to implement the decentralization policy and consolidate national development towards achieving the Sustainable Development Goals. UNDP supported the implementation of the previously developed of Local Government Capacity Building Strategy through capacity building of Local government leaders at District level. The support also focused on achieving improved service delivery and participatory governance through effective coordination of high performing teams in Local Government. The progress above mentioned were attained through capacity strengthening for 98 Local Government leaders (Mayors and Vice Mayors) with enhanced knowledge on Leading High Performing Teams for sustainable development. Furthermore, UNDP supported both national and local efforts to address the needs of the poorest districts in delivering better services to the people of Rwanda, fast track the implementation of their respective districts’ development strategies and the domestication of SDGs. The support focused on promoting Local Innovative Solutions culture to sole community concerns where different solution finding project were awarded and helped improved the lives of citizen in their implementation. This support led to having twelves community initiatives awarded for sustainable transformation in the eight targeted district. Significant progress was also made in sustaining womens political participation. Women wings continued to be strengthened for women political participation, equipping women with skills and knowledge to campaign effectively in elections.
