Le PNUD a dans ce cadre, appuyé la structuration de lindustrie pharmaceutique afin d’enclencher le processus qui va mener vers une souveraineté sanitaire. Le recours aux nouvelles technologies étant essentiel pour assurer la continuité de l’activité dans le contexte du COVID19, le plan de travail 2020 a permis de faire évoluer le système informatisé de suivi des projets et réformes phares du PSE afin de permettre une disponibilité en temps réel des informations relatives au suivi des projets et réformes phares du PSE, intégrer de nouveaux modules, d’en assurer la maintenance et la sécurité et former un grand nombre d’acteurs de l’écosystème à la prise en main de l’outil. L’utilisation de lintelligence artificielle et du BIG DATA pour le suivi-évaluation des projets phares du PSE est appuyée Un outil de Simulation et dévaluation des Impacts Economiques (SIM-I2E) des projets phares du PSE est mis en place Une étude phare les mesures incitatives pour une réduction des émissions de carbone dans le secteur du transport est réalisée Le financement des projets phares du PSE est appuyé par la réalisation d’une analyse dimpact de la mise en exploitation des ressources pétrolières Le Sénégal envisage d’explorer les outils de l’Intelligence artificielle pour le suivi de ses politiques publiques. Le PNUD appuie alors le Gouvernement dans l’élaboration de sa stratégie IA. Une étude des bonnes pratiques en matière de l’utilisation de l’IA dans les secteurs phares du PSE ainsi qu’une mission benchmark en France ont été appuyées. Cet appui a permis au Gouvernent d’envisager, la mise en place d’un écosystème de développement de l’IA au Sénégal, d’identifier les métiers du futur dans le domaine de la donnée et de l’IA, de promouvoir un meilleur accompagnement de startups à forts potentiels, de mettre en place une plateforme de mutualisation de données publiques et privées, etc. L’usage du pétrole brut et des produits pétroliers étant la première source d’émission (43%) au Sénégal, le PNUD a appuyé le Gouvernement pour identifier les mesures pour la réduction des émissions dans le secteur du transport. Celles-ci étant estimées à 19 752 Gg de CO2. Grace à ce processus, le Gouvernement est en phase de d’opérationnaliser l’application d’une taxe carbone. A partir de 2023, le Sénégal sera producteur de pétrole et de gaz naturel. Le PNUD a appuyé le Gouvernement à analyser les impacts de ces nouvelles ressources et de voir comment répartir les revenus d’hydrocarbures, de sorte à avoir le maximum d’impact sur la réduction de la pauvreté et des inégalités. 887,7 milliards FCFA de revenus sont attendus sur les 3 prochaines années. Ce travail a permis de faire un plan d’investissement social prioritaire, dans les secteurs dans lesquels les actifs sont plus touchés par la pauvreté. Dans le cadre de la riposte et du relèvement face à la crise de la Covid-19, le PNUD a appuyé le Gouvernement à élaborer son programme de relance économique et sociale, qu’il a entièrement intégré dans le PAP 2 Ajusté et Accéléré (PAP 2A) qui constitue l’ajustement de son plan d’action prioritaire en cours, pour prendre en compte les impacts de la crise Le PNUD a également assuré la coordination technique pour l’élaboration de la contextualisation au Sénégal, du cadre des Nations-Unies pour la réponse socioéconomique immédiate à la Covid-19. L’intervention du projet dans ces régions se justifie par la recherche de synergies avec les actions engagées d’une part par la Belgique dans le cadre de la coopération bilatérale (Fatick et Kaffrine) et le PNUD dans le cadre du projet PFNAC (Saint Louis et Fatick).En outre, ces regions sont exposées aux péjorations climatiques dont les principaux risques sont liés à la variabilité climatique, au stress thermique, au nombre de jours secs consécutifs, au stress hydrique et à la durée de la saison de croissance. Le projet s’orientera sur :- ladoption de pratiques d’agroécologie telles que lagroforesterie, lagriculture de conservation, la diversification des cultures, l’utilisation des fertilisants organiques. Il fournira également une assistance technique aux agriculteurs pour la lutte contre les ravageurs, les maladies et pour la conservation des produits après récolte, la promotion des pratiques de gestion durable de leau par la construction de structures de collecte deau à petite échelle, la promotion de techniques dirrigation efficaces et la mise en place de comités communautaires de gestion de leau ;l’utilisation et l’accès aux énergies durables dont notamment l’énergie solaire en s’inscrivant dans le programme national de transition énergétique et en capitalisant sur les opportunités des mini-réseaux et des leçons apprises des écovillages.Le projet établira des liens avec les grappes d’agro-industries locales pour promouvoir l’accès aux chaines de valeur et aux marchés pour les petits exploitants agricoles. Le PNUD apporte un soutien à cette vision depuis 2022, à travers la mise en œuvre d’un projet d’assistance technique qui vise à soutenir l’évaluation des initiatives du pays pour satisfaire à ses engagements vis-à-vis de l’accord de Paris, d’analyser les risques à l’investissement dans les mini réseaux solaires ; de soutenir la formulation d’une stratégie de transition énergétique axée sur les mini réseaux solaires. and bottom-up approaches in Senegal. It associates in its efforts existing NAP support initiatives, to address specifically, barriers related to vertical adaptation planning, implementation and M&E. Resources will be used to reinforce national and sub-national climate change coordination mechanisms, formulate a National Adaptation Plan informed by sectoral and local needs, and finally equip sub-national entities with capacities and skills to implement adaptation actions.The project overall objective will be achieved through the following 3 outcomes and related outputs.. These efforts should target sectors that are not well covered (e.g. biodiversity, livestock, tourism (including coastal zones and water resources) and offer the most vulnerable communities opportunities to integrate their priorities into national and sectoral planning. The objective of the project is to mainstream climate change adaptation into national, sectoral and sub-national development planning. A necessary precondition to this long-term objective is to overcome the barriers to engaging subnational actors on national adaptation planning, and at the national level to ensure that policies and allocation of resources support adaptation actions.
