The project supported and capacitated an additional 552 (Male:89; Female: 463) Community members, mostly women with business skills & start-up kits for improved entrepreneurship; 3.2. an additional Three (3) adaptation strategies, Namely; 4 Cold room installation, 5 boats to 5 youth groups and the establishment of an additional 12 VSLA Groups were developed and implemented by the project in 2021. 3.2.1. Studys revealed that the targeted site does not have a clay deposit-an essential element in promoting the CSEB technology; decision is made by the board to try an alternative location closer to project communities; 3.3.1. Through support to LAB’s community paralegal services and advocacy in 810 (123 Boys, 209 Girls, 158 Males and 320 Females) people benefitted from LAB’s paralegal services in 234 cases in three chiefdoms in Kono district were able to access to remedy in cases involving maintenance, marital disputes, land disputes and inheritance. 14 Legal Aid Defence Counsels have provided Legal Representation to 48 inmates in criminal matters in 7 judicial locations, out of which 26 cases have been completed and 22 cases still ongoing. Moreover, out of the 22 cases ongoing; 8 cases were admitted to bail. A total of 36 cases were handled by Legal Aid Defence Counsels in the Model Sexual Courts in 7 judicial locations (Freetown, Bo, Makeni, Kabala, Waterloo, Port Loko and Kailahun) involving Sexual and Gender Based Violence (SGBV). 400 Police Investigators and Prosecutors trained on the content of the 2017 Bail Regulations to enable them understand and apply the regulations consistently in their work in 8 districts across the country. 4. Nationwide Consultation on the review of the IPCB Regulations, 2013 and subsequent enactment of the Independent Policing Oversight Commission (IPOC) Act of Parliament held at regional level. 60 community stakeholders were consulted. The outcome of the complaints include: one (1) was resolved, seven (7) referred and the Commission proffered advise in four (4), nine (9) are pending for further action after assessment and the Commission will monitor/follow-up on the other seven (7) matters which are already in court. They express they feel more appreciated and listened to, with other community members involving them and approaching them with advice and guidance rather than fear and exclusion. Outcome 1.b: Through the interfaces created between the youths at risk, local youth structures and community stakeholders, avenues for increased participation in decision-making are being created. Qualitative monitoring with youths at risk confirm that they are increasingly included and consulted by community stakeholders, and that they themselves have also changed their approach from acting on instinct and with aggression towards addressing their issues through dialogue and negotiation and with a higher willingness to listen. Following activities geared towards empowering the beneficiaries in terms of civic conduct and leadership capacities, this indicator will be more substantially reported on in the subsequent progress report. Output 1.1.1: The National Council for Civic Education (NaCCED) has conducted stakeholders’ engagement and screening and training of youths at risk on civic education. The level of conflict and even aggression among the target groups is observed to be high, although the general feedback from community stakeholders indicates that the youths at risk are gradually ‘cooling down’ and reducing anti-social behaviours. There is anecdotal indication from few communities that the clique groups targeted by the project have reduced willingness to participate in street riots related to local political activities. Output 1.1.2: The Ministry of Health and Sanitation (MoHS) is presently conducting mental health screening of youths at risk in the targeted communities, as a basis for providing counselling services, and materials are being developed for sensitization on substance abuse. Output 1.2.1: Chiefdom Youth Council (CYC) and District Youth Council (DYC) members act as key intermediaries across all project activities, playing key roles in community mobilization and local coordination of partners’ activities. The National Youth Commission (NaYCOM), also, is presently conducting sensitisation and scoping on the potential inclusion of youth at risk in CYCs and DYCs in the targeted communities. Output 1.2.2: Implementing partner NaYCOM is presently conducting community sensitization as a prelude to the dialogue forums. UNDP has finalized a ToR for a UNDP regional staff/consultant to develop tools and conduct trainings of youth at risk on conflict transformation and mapping, building on the conflict analysis and mitigation training conducted in connection with the baseline assessment. Output 1.2.3: The tools and trainings mentioned above under indicator 1.2.2 will be used to make observations and collect data to report on this indicator. So far, qualitative monitoring with the youths at risk indicate an increased participation of the youths in community activities and gradual dissociation of the youths from clique/gang group. At this stage, this envisioned transition and the beneficiaries’ participation in the project does not appear to be posing a risk for the targeted youths, this will however be continuously closely monitored. XM-DAC-41114-PROJECT-01004902 United Nations Development Programme The Spotlight Initiative 2.0 Programme in Sierra Leone employs a holistic, multisectoral strategy to address the critical barriers to eliminating violence against women and girls (VAWG) and harmful practices. The programme seeks to strengthen the legal and institutional framework to address important gaps and discrepancies in legal content and implementation, particularly regarding the prevention of female genital mutilation (FGM) and harmful traditional practices (HTP). Alongside the Ministry of Gender, the programme supports the national rollout of the GBV Information Management System (GBVIMS) to enhance data-driven and evidence-based policymaking and programming. The Spotlight Initiative in Sierra Leone builds on existing frameworks and adopts experimental and integrated approaches to reshape societal norms, attitudes and behaviours at individual, family and community levels. Activities include school-related interventions to promote gender equality and reduce violence, leadership initiatives, community-led dialogues to co-create solutions with community and traditional leaders, CSOs, women’s groups, men and boys.Additionally, the Programme strengthens and expands survivor-centred response services, including access to justice, healthcare, and psychosocial support, ensuring accessibility, high quality of services and sustainability of impact achieved. The comprehensive approach works to strengthen infrastructure, data systems, build capacities of government-led service providers and community outreach to create a responsive and sustainable framework that can adapt to local contexts, respond effectively to population needs and scale. By anchoring activities within national frameworks, the programme seeks to strengthen government ownership and accountability, fostering long-term resilience in quality service provision.
