CBD Parties face the following key barriers to sustainable financing of nature-positive policies and practices: (a) limited awareness, coordination, and capacity among national stakeholders to address gaps in biodiversity financing; (b) insufficient knowledge and systematicdocumentation of expenditure data relevant to biodiversity; (c) lack of systematic measurement and reporting of the negative impacts of finance contributing to biodiversity loss; (d) biodiversity finance needs are imprecisely defined and poorly understood; (e) limited knowledge, use and mainstreaming of country-specific biodiversity finance solutions; and (f) limited exchange and uptake of global best practices in the sustainable financing of biodiversity.Given the need for a comprehensive and multi-stakeholder strategic approach to resource mobilization, Target 19 requests all countries to develop national biodiversity finance plans (BFPs). These BFPs should assess the root causes of biodiversity loss, identify national biodiversity finance gaps, and articulate strategies on how to reduce the gaps through a suite of finance solutions aimed at reducing flow of resources that cause harm to biodiversity; generating additional resources; and enhancing the effectiveness and efficiency of resource use. This will be achieved through four interrelated components that will allow West Suriname Amazon intact forests to be effectively conserved and managed, implementing a sustainable inclusive nature-based economy, enhancing governance and landscape planning for conservation and sustainable development, and knowledge management and regional collaboration. This strategy is in line with the ASL 3 Program strategy; in addition, the Child project will work with the regional Coordination Platform through planned activities under knowledge management and regional collaboration, which will include Brazil who shares the same forest. The barriers to be addressed are: insufficient institutional framework, co-management and financing in areas under different protection regimes; insufficient fund allocation, technical assistance and incentives towards sustainable livelihoods and production; weak governance and incomplete legal framework towards integrated landscape planning, PA management, and wildlife and forest conservation; and Insufficient integration of scientific traditional knowledge in decision making, knowledge sharing, and awareness. This strategy will reduce deforestation and the degradation of intact forest landscapes in West Suriname delivering global environmental benefits including 148,386 hectares (ha) of terrestrial PAs created or under improved management, 168,000 ha of landscapes under improved practices, and 16,564,051 tCO2e of greenhouse gas emissions mitigated over 20 years. In addition, it will directly benefit 2,430 people (1,120 female; 1,310 male). The project will last 5 years with a total investment of USD 19,405,698, USD 4,742,964 of which will be provided by the Global Environment Facility.
