An assessment of the impact of climate-induced hydro-meteorological hazards on Timor-Leste shows that, under climate change, there will be an increase in the number of areas and key infrastructure affected for all hazards. In most cases, at least a doubling of hazard-affected areas in percentage terms is expected. 3 On average, the increase in impact of each hazard between the baseline and climate change scenarios nationally is 26.3%, 21%, 55.4%, and 55.8% for landslides, floods, erosion, and drought risk, respectively. The economic losses that could occur under climate change range from USD $203 Million, $37 Million, $10 Million, and $12.5 Million for landslides, floods, erosion, and droughts, respectively. - 2 training on Geographical information System (GIS) and bio engineering to technical staff and local contractors; - Baseline Assessment/survey to selected municipality to assess 130 units of infrastructure; - Training on GIS concluded - Baseline survey : The in-depth baseline assessment that was conducted has provided detail information required to validate the indicators and information and assumptions from the project design stage. The approach and activity done to re-assess the baseline situation, review established indicators, interim and final targets set by the project was comprehensive and done at national and sub-national levels and in the communities were selected for the specific project interventions. In terms of the changes in the baseline situation, the results framework has been updated with the revised baseline indicators and targets. While most of the baseline and targets remain without any major revision the most significant is with regard to outcome 2. Specifically, on indicator 2.2 “Number of infrastructure units built to new climate resilient standards” the target is set at 130 units, comprising 38 water supply systems, 25 irrigation systems, 20 flood protection and 47 units of rural roads to be built. The baseline findings revealed that there is a difference in the unit lengths (kilometers) of roads to be implemented. The target for roads to be measured against unit lengths (kilometers) of rural roads implemented to climate proofed standards as per the budgetary allocation for 186 km or road at the time of project design. In terms of the other indicators such as indicator 2.2, “No of Hectares of agroforestry implemented in target infrastructure catchments” the baseline value has been updated but the mid-term and final targets remains the same at Mid-term – 75 hectares and 300 hectares by the end of the project respectively. 1). 2-Training of Trainers (ToT) were completed namely 1) ToT on GIS-based asset condition inspection methods and tools, and 2) ToT on the use of GPS and drones to undertake topographic surveys. 2) Awarded contract to international consultancy from to develop the countrywide multi-hazard mapping and risk assessment (MHRA) and development of the GIS based risk model for Timor-Leste. 3). Conducted technical assessment to 16 units non-climate proofed infrastructure in each of the 6 target municipalities. 9 units funded under GCF fund and 7 funded under government co-financing ; 4). Conducted Assessment for nurseries in 6-municipalities to support for the catchment management activities 5). 4 Hectares of agroforestry implemented in target infrastructure catchments in Liquica Municipalities 6). Completed training to Managers and municipal engineers in climate design resilient infrastructure design using new Community Based Adaptation (CBA) ; 7). Baseline video launched 1. The first ToT was completed with the aims to introduce and develop the skills of the target participants who will become Trainers in asset mapping using GIS-based asset condition inspection methods and tools. A total of 67 participants (12% women) successfully completed the training and subsequently became co-trainers both at national and municipalities to support deliver the same training to other participants in municipalities, Administrative Posts (APs) and village level . Secondly, the ToT on the use of Global Positioning Systems (GPS) and drones to undertake topographic surveys was also concluded. The objective of the the training is to develop the skills of the target participants to undertake topographic surveys in order for them to be able to produce and update risk maps and calibrate and validate hazard maps. A total of 55 participants (13% women) not only successfully completed the training but also were selected to become co-trainers. The selected co-trainers have delivered, and will be continuing to deliver, similar training to technical staff at Administrative Posts (APs) and village levels as well as to support them with data collection for the purpose of improving the planning and development of Sucos/villages. Based on the current numbers of co-trainers, the capacity is in place to continue and support with similar trainings/activities in the coming years at national and their respective municipalities. 2. - A consultancy firm was recruited and fully onboard during Q4 to undertake a comprehensive countrywide (all 12 municipalities and Oecusses Special Economic Zone) mapping of the major climate hazards and to develop the comprehensive risk profiles and a GIS based risk model for Timor-Leste. The hazard and risk maps will be used for risk-informed decision-making for all aspects of development and risk management in the future. The kick-off meeting was initiated on 1st December 2021 and followed by a virtual inception workshop on 9th December 2021. The assignment will be completed within a period of one year starting from November 2021 to November 2022. 3). the field assessment conducted, to identified and prioritized 16-rural infrastructures to be built by 2021. There are 9-rural infrastructures from GCF grant and 7-rural infrastructures from the government co-financing with benefited to 29,141 (14,528 female, 14,612 male) in six municipalities. The prioritization of these infrastructures is based on community needs to support the movement, access to clean water and sanitation , access to public facility and markets. 4). the project conducted preliminary assessment to identified and mapping out of nurseries and local trees in each municipality and found existing 52 groups and identified 30-species of local trees. This activity aims to identify the availability of local resources at each location to support catchment management activities. However, the activities have been delayed in the procure-ment process, the project will expedite the process so that in parallel with the implementation of construction in the coming years to meet its target. 5).The project has identified 4-ha of agroforestry intervention in one location in Liquica Municipality. The training was organized together with the SSE and Planning, Monitoring, and Evaluation Unit-UPMA under the Office of the Prime Minister. 7) In May 2021, Climate Change Policy was tabled in the Council of Ministers by the Secretary of State for Environment and Coordinating Minister for Economic Affairs. The Council of Ministers reviewed, discussed, and approved the policy on 22 December 2021 8) The project is providing technical assistance to the government to review and study existing policy/ regulatory framework, strategic documents, national plans, and reports related to Rio Conventions. Priority sectoral development policies, legislation, plans, and/or program have been identified for pilot mainstreaming of Rio Conventions. Five possible options were prepared including; Option 1: Improve sectoral mainstreaming of Rio Conventions. It focuses on establishing standard operating procedures for reviewing new information and guidance from the various Rio Conventions and identifying entry points in existing sectoral processes. Option 2: Establish draft regulations and implementation guidelines for community forestry. This could benefit community forestry for climate change mitigation and adaptation, preserving biodiversity, and combating deforestation. The right kinds of laws and regulations are seen as a key part of establishing an enabling environment for community forestry. Option 3: Encourage Tara Bandu in Natural Resource Management. Tara Bandu is important under the Constitution, and it’s also relevant to all three of the Rio Conventions. Therefore, the third option is to conduct a project to create the enabling conditions for approaches to implementing the Rio Conventions that incorporate custom systems. Option 4: Climate proofing infrastructure investments. The fourth option would be to draft regulations and related materials for climate-proofing investments in infrastructure. There would likely be synergies between this effort and the NAP support project that will be implemented with GCF support Option 5: Establish regulations to support ecosystem-based adaptation. Implementing EbA approaches is a way to advance all 3 Rio Conventions, and there are also likely to be synergies with the NAP project that will be developed for GCF funding. 9) Initial 8 knowledge surveys done in 8 municipalities with the total number of respondents around 300: • 80% satisfied with awareness-raising activities; • 90% got new info on Rio conventions 10) Under the public awareness campaign, the project conducted 19 sub-national workshops covering 8 municipalities and 2 Tara Bandu events covering 2 municipalities.
