As of December 2020, a total of 1,338 households had relocated to the resettlement schemes (641 in Mayukwayukwa and 697 in Meheba), which is compared to 1,098 in 2019, 795 in 2018 and 660 in 2017. To support local level planning and governance in line with the decentralized focus of the government and the 7th National Development Plan and to promote the human security approach, Ward Development Committees were established and trained and several discussion and engagements at district levels centred on the inclusion of refugees, former refugees, and host communities in development planning at the district level. •There was improvement and ongoing efforts in provision of social services and infrastructure including initiation of road and bridge rehabilitation and capacity building for construction of low-cost houses. Efforts to advance economic opportunities and improve food security, were made through provision of agricultural inputs, tools and trainings for farmers, including vulnerable households, and development of other value chains (cashews, rice, honey). Addressing environmental and natural resource protection improved in 2019 through the establishment of community-based Natural Resource Management Committees through partners, with waste and natural resource management action plans developed. •Awareness raising activities on rights and responsibilities were undertaken. This included orientation and awareness raising sessions in the community on prevention of violence, abuse and exploitation, including designing a comprehensive action plan and coordination procedures on gender-based violence (GBV). Inclusion of women and youth in community groups and leadership roles has been key and local leadership structures are involved. Support for inclusive participation 1.1.1 Support to women and youth participation in elections The project has shortlisted consultants to provide Technical Assistance to develop and implement strategies/outreach activities to increase women & youth participation in elections. The consultancy will to provide technical assistance to assess existing policy frameworks and strategies to promote effective and meaningful participation of women and youth in elections, either as voters, candidates and/or election officials. The consultant is expected to produce a comprehensive report that assesses the situation regarding the participation of women and youth in the electoral process and recommend strategies to increase the participation of women and youth in elections and overall public decision-making processes. From the recommendations the project will develop products and implement activities designed to enhance inclusion of the women and the Youth. The recruitment process of the consultant is expected to be completed and commence work within the first quarter of 2021. Further, UNDP has developed the sub-granting guidelines and subsidiary documents for small grants awards to deserving civil society organizations to implement activities designed to increase participation of women and youth in elections. The grants will have a ceiling of up to $50, 000 per applicant and they will be expected to have been in operation for at least 3 years among other requirements. The call for application for these grants is being processed and is planned for issue by 1st Quarter 2021. 1.1.2: Participation for Persons with Disabilities (PWDs) in elections increased The UNDP’s ongoing support to strengthen Zambia’s efforts to achieve a transparent and inclusive democratic system include programming and activities designed to address barriers to effective participation by special groups such as PWDs. In this regard, UNDP has commenced the recruit of a consultant to provide technical assistance (TA) to review existing procedures/strategies/ publications targeting PWDs for meaningful participation in elections as voters and as candidates in the context of the 2021 electoral cycle and beyond. The consultant is to review the relevant electoral processes, procedures, legal and policy frameworks and targeted measures within public institutions such as the ECZ and the National Assembly, Civil Society organizations and political parties to identify barriers that hinder the meaningful participation of PWDs and recommend strategies to increase their inclusivity and outreach to promote their inclusive participation. The recruitment process of the consultant has advanced to the evaluation stage and like the Women and youth consultancy referred above is expected to commence in the first quarter of 2021. As the outcome of this process the project will develop up to seven (7) products to enhance the participation of the PWDs in the electoral process at all levels leading to the 2021 general elections. 1.1.3: Electoral participation of Persons in Lawful Custody (PLC) enhanced In the month of October, UNDP supported the Electoral Commission of Zambia and the Zambia Law Development Commission to hold Four (4) Stakeholder Consultative Meeting on the Operationalization of the Right to Vote by Persons in Lawful Custody at Mulungushi Conference. The four (4) consultative meetings were held with four different categories of stakeholders namely: Civil Society/Political parties, Law Association of Zambia, Judiciary and the Défense and Security Wings. The stakeholders were categorized in this manner to get the most out of the respective stakeholders. The purpose of the stakeholders meetings were to share the contents of the preliminary report and draft Bills developed by ZLDC working in collaboration with ECZ and the Technical Committee Electoral participation of Persons in Lawful Custody (TC) following the mapping exercise, virtual comparative studies, and the legislative audit, and the drafting exercise. The meetings also sought to solicit for input, observations, and recommendations from the stakeholders on the outputs of the processes conducted by ZLDC and the TC. The meeting was held at Chita Lodge from 9th – 16th November 2020. The first part of the meeting drew various Zambia Police trainers from across the country to review and revise the electoral security training curriculum to make it responsive to emerging issues. The latter part of the meeting included key stakeholders including from Human Rights Commission to validate the training materials and ensure that they were addressing the identified gaps in training of the Zambia Police Service in providing electoral security. UNDP also supported the Zambia Police Service with the printing of the 2016 Zambia Police General Election Report and the reports were officially handed over to the ZPS on 16 November 2020 during the workshop at Chita Lodge in Kafue. The Zambia Police is in due course organizing an occasion at which the report will be officially launch. 6.1.2: Support the development and establishment of a transparent Campaign Venue Management System (CVMS) The project is supporting the design and rollout of the campaign venue management system (MVMS). The MVMS will be implemented by the Zambian Police Service (ZPS) in conjunction with the Electoral Commission of Zambia (ECZ), political parties and candidates in the context of the 2021 election campaigns. Specifically, the project is in the process of recruiting an IT Programmer to lead on ZPS Campaign Venue Management System (CVMS) development. 6.2.1: Early Warning System Design implemented by EC-UNDP JTF To finalize the design phase and kick-start the implementation phase, the UNDP organized a stakeholder workshop to collect inputs and validate the architecture report produced in the first quarter. A specific output has been dedicated to the promotion of peaceful elections and targeted activities have been designed to support the development of an Early Warning and Response System for Political Violence through the project assistance. To this effect a range of stakeholders involved in preventing and responding to incidents of violence throughout the electoral process were mobilized to provide input in the development of the system. The design phase of the mechanism commenced in February 2020 through the deployment of a mission involving representatives of the EC-UNDP Joint Task Force on Electoral Assistance based in Brussels, and a Senior Consultant with experience in the design and implementation of Early Warning and Early Response, who were tasked with the drafting of the ‘Early Warning System for Political Violence in Zambia’ operational architecture report based on broad-based consultations and analytical approach. The architectural design builds on existing structures – the CMCs – and the involved actors’ existing mandates; providing the (digital) tools and filling the capacity gaps to strengthen and empower national actors to jointly prevent and address disputes and conflicts.
